MY SPEECH AT THE Federal Ministry of Information and National Orientation, Nigeria PRESS CONFERENCE IN RESPONSE TO THE UNITED STATES GOVERNMENT’S DESIGNATION OF NIGERIA AS A “COUNTRY OF PARTICULAR CONCERN.”

WEDNESDAY, NOVEMBER 5, 2025, ABUJA, NIGERIA

Gentlemen and ladies of the press. I welcome you again to this briefing and i must appreciate you for turning out in your numbers even with a very short notice.

The government is well apprised of the level of anxiety created by the designation of our country as a country of particular concern (CPC) by the US government and threats of military invasion by President Donald Trump following a wrong perception and misrepresentation of the security challenges in our country.

The federal government has always recognized the security challenges that had beset our country since 2009 with the advent of Boko Haram terrorists.

Let me state from the outset that the Government and people of the Federal Republic of Nigeria have taken note of the position of the Government of the United States of America on Nigeria over alleged violations of religious freedom.

Nigeria faces longstanding security challenges that have impacted Christians and Muslims alike, and we mourn every loss of life—knowing that even a single loss of life is one too many.

President Bola Ahmed Tinubu is more than determined to confront and end these security challenges. Since May 2023, when he assumed office, Nigeria’s security agencies have neutralized more than 13,500 terrorists through sustained operations and arrested over 17,000 suspects, who are now undergoing interrogation or prosecution for various offences.

Also, more than 9,800 victims abducted by terrorist elements, including women and children, have been rescued and reintegrated.

It is important to restate that the menace of terrorism in Nigeria does not exclusively target any religious or ethnic group. As in many parts of the world, extremism is mindless, blind to religion, tribe, or class. It is a war against all peace-loving Nigerians and against the unity and progress of our great nation.

Therefore, any narrative suggesting that the Nigerian State is failing to take action against religious attacks is based on misinformation or faulty data. Several leading personnel of the very dedicated Armed Forces of Nigeria and the country’s intelligence agencies are Christians, working and succeeding alongside their Muslim colleagues in the fight against extremists and criminals waging war against our country and values.

Also, Nigeria’s security challenge cannot be fully understood without acknowledging the volatile security situation in the Sahel region—and complicating factors such as the collapse of Libya over a decade ago, flooding the region with terrorist elements, extremist groups, and illegal weapons.

The regional dimension underscores why Nigeria continues to champion greater cooperation within ECOWAS, the African Union, and international partners - including ths United States - to stabilise the Sahel and cut off the transnational lifelines of terrorism.

The other issue is the socio-economic dimension of the conflict in the North-Central, especially in Plateau and Benue State, exacerbated by age-long farmers-herders violent clashes made worse by climate change and desertification.

The recent change in Service Chiefs and the subsequent realignment within the Armed Forces and security agencies reflect President Tinubu’s determination to reinvigorate Nigeria’s security architecture. This strategic overhaul is designed to infuse fresh energy, innovation, and accountability into our national defence and intelligence systems.

The mission is to deliver better results, strengthen coordination among the services, and stamp out terrorism and violent crime in every part of Nigeria. The President’s directive is unequivocal — that every inch of Nigerian territory must be secured, and every citizen must live free from fear.

Our military and other security agencies are winning the war on terrorism and the results in the past years and most especially in the last two years of President Tinubu’s leadership are real and remarkable.

We have made stringent efforts in curtailling access to small arms and light weapons by non-state actors. Security agencies recovered and destroyed over 5,000 military-grade rifles and intercepted over 20 gun-running networks in the past months.

The administration has made multi-million-dollar investments in modernised equipment for our security agencies and has increased the defence and security budget. The President has always given the military his absolute support, and I assure you that there is the political will to remove the last vestiges of this menace from our country.

In the past two years, significant progress has been made in the war against terrorism across the North-West, North-East and South-East, North-Central, and other parts of our country.

Within this period, the number of terrorism-related attacks has plummeted. In March, a report by the Global Terrorism Index indicated that terrorist attacks were at their lowest in over a decade in Nigeria.

In the past eight months, the Nigerian military neutralized over 592 terrorists in Borno State alone. Over 13,500 terrorists and armed criminals have been neutralised.

More than 17,000 arrests made. Over 11,200 hostages freed. More importantly, over 124,000 insurgents and their families surrendered, handing over more than 11,000 weapons.

In the North-West, especially Zamfara and Kaduna, 11,250 hostages have been freed, and some of the terror leaders —Ali Kachala, Boderi, Halilu Sububu -- have been neutralized. In August, the military intercepted and killed, in one fell swoop, over 400 armed bandits who had converged to attack a village in Zamfara.

In the South-East, terror attacks have been reduced by almost 80% through the joint effort of our security agencies. In the North-Central, many of these criminal elements have been neutralized, and many arrests have been made. The government is ratcheting up effort to ensure more robust security in the North-Central as new threats emerge.

Two terrorism suspects, Mahmud Muhammad Usman and Abubakar Abba, who are wanted internationally, are currently undergoing prosecution. The two, who are believed to be leaders of the Jama’atu Ansarul Muslimina fi-Biladis Sudan, commonly known as ANSARU, Nigeria’s Al-Qaeda affiliate, were captured in a high-risk, intelligence-led, counter-terrorism operation in July.

Their arrest marked a turning point in our ongoing operations against terrorism. Usman, the self-styled Emir of ANSARU, allegedly coordinated various terrorist sleeper cells across Nigeria. He is also believed to have masterminded several high-profile kidnappings and robberies, the proceeds of which were used to finance terrorism over the years.

Abba, Usman's chief of staff and deputy, is alleged to have led the so-called “Mahmudawa” cell, which operated around the Kainji National Park, located on the border between the states of Niger and Kwara, as well as the Republic of Benin.

Another terror suspect, Khalid Al‑Barnawi, accused of being the mastermind of the August 26, 2011, bombing of the United Nations Complex in Abuja, in which 20 people were killed and more than 70 others injured, is also facing prosecution.

Captured in 2016, Al Barnawi is facing trial along with four other terror suspects - Mohammed Bashir Saleh, Umar Mohammed Bello aka Datti, Mohammed Salisu, and Yakubu Nuhu aka Bello Maishayi.

On August 11, five terror suspects were arraigned before a Federal High Court in Abuja over their alleged involvement in the June 5, 2022 attack at St. Francis Catholic Church, Owo, Ondo State.

Also undergoing trial are the suspects arrested in connection with the Yelwata massacre in Guma Local Government Area of Benue State on June 13, 2025, where dozens of people were killed and 107 were injured.

On June 24, 2025, 26 suspects in connection with the massacre were arrested. In August 2025, terrorism-related charges were filed before the Federal High Court in Abuja against the suspects.

There are hundreds of other suspects under the military's protective custody, whose cases are being handled by the Office of the Attorney General of the Federation.

So far, 125 of the terrorists have been convicted. The various arrests and trials of terrorism suspects showed that Nigeria's security agencies have been diligent in dealing with the perpetrators of terror in the country.

We shall continue to make the suspects accountable for disrupting the peace of our country, in consonance with the rule of law. The federal government will not recline until the remnants of these hounds of death are permanently removed.

The Government of Nigeria remains open and willing to work closely with the Government of the United States, other friendly nations and partners, to achieve our shared goal — the complete elimination of terrorism on Nigerian soil.

The cooperation between Nigeria and the United States has already resulted in the delivery of a dozen Super Tucano aircraft—which have been of tremendous impact in the anti-insurgency fight—with another dozen AH-1Z Viper attack helicopters in the process of being acquired by the Nigerian Air Force.

We call on our American friends and partners to approach the Nigerian situation with an understanding of its complex realities — a vast, multi-ethnic, and multi-religious nation making significant strides in economic reform and in the bolstering of its security architecture.

We believe that constructive engagement is the surest and most effective way to achieve peace and stability. Nigeria welcomes dialogue, cooperation, and support from foreign nations, including the United States of America in addressing our shared security concerns.

We warmly invite all our partners, both domestic and international, to join us in this noble endeavour — anchored on trust, collaboration, and mutual respect.

The President Tinubu administration remains ever faithful and committed to its duty of securing our nation and its peoples. As the President himself has reassured, Nigeria stands firmly on the constitutional guarantees on citizens' liberty and freedom of religion.

I want to assure Nigerians that the country is in capable and steady hands with President Tinubu leading the charge to boost our economy, strengthen our military and intelligence capabilities and leading the country towards greater and shared prosperity.

On the current misreading and misjudging of the reality of Nigeria’s true security situation by the United States, President Tinubu is taking the lead to resolve all areas misunderstanding through all available diplomatic and political channels just as the Federal Government welcomes more collaboration, assistance and partnership with all our foreign partners and the United States.

Nigeria is not a violator of religious freedom – Information Minister Clarifies on CNN

The Minister of Information and National Orientation, Mohammed Idris, has said that there is a renewed focus by the Tinubu administration towards addressing Nigeria’s security challenges to guarantee the safety and well-being of all citizens.

Speaking on CNN on Tuesday night, Idris dismissed claims by some foreign officials suggesting that terrorists in Nigeria target only Christians, describing such assertions as misleading and not reflective of the country’s complex security realities, and the fact that the right to freedom of religion is enshrined in the nation’s constitution.

"Some of the claims made by some officials of the United States are based on faulty data and some assumptions that the victims of this violence are largely Christians. Yes! There are Christians being attacked, but these criminals do not just target one religion. They target Christians. They also target Muslims. We have seen that especially in the northern part of the country,” he said.

Those purveying such narratives, he added, are unwittingly playing into the hands of criminals whose ultimate objective is to incite conflict between Christians and Muslims in the country.

Idris stressed that Nigeria remains a highly tolerant nation with respect to freedom of religion, warning that promoting a false narrative of intolerance could inadvertently sow division between Christians and Muslims in the country.

“Characterizing it as attacks on Christians will drive Nigeria towards division. The criminals want to portray the country as if there is a fight between Christians and Muslims.

“We have seen attacks on Christians. We have also seen attacks on Muslims as well. But it is also wrong to characterize Nigeria as a country that does not tolerate religious freedom, and it’s also wrong to say that everywhere is not safe in Nigeria. Nigeria is indeed a safe country,” he said.

The Minister acknowledged that while security challenges exist in the country, the government is tackling them decisively and with sustained commitment.

“Yes, indeed, we have seen security challenges in Nigeria, but we also have to recognize that there is a massive drive by the government to ensure that Nigeria is ultimately safe for everyone,” he said.

He noted that Nigeria has been grappling with security challenges since 2009, but explained that in the past two years, there has been renewed momentum and determination to eradicate these threats.

“In the last two years, there has been a renewed focus and renewed attention has been put to ensure that Nigeria becomes safe. We have a massive deployment of resources to improve our military hardware. We have also seen investments in other sectors such as agriculture and social services to ensure that the non-kinetic approach contributes to the stability of our country.

“Even the recent changes (of service chiefs) are all geared towards strengthening our security architecture to ensure that the government responds to every situation,” he stated.

FG Condoles with Niger State over the Essa Petrol Tanker Explosion

The Federal Government expresses its deep sorrow over the tragic petrol tanker explosion that occurred in Essa, Katcha Local Government Area of Niger State, a few days ago, which claimed many innocent lives and left several others injured.

We join the Government and people of Niger State in mourning this painful loss. This heartbreaking incident has once again brought to the fore the devastating human and material consequences of fuel tanker accidents in our communities.

The Federal Government is saddened that, despite sustained public sensitization and repeated warnings about the dangers of scooping fuel from fallen tankers, some citizens still take such life-threatening risks. Every Nigerian life is precious, and such avoidable tragedies serve as a painful reminder of the need for greater vigilance and adherence to safety instructions in times of emergency.

We commend the swift response of the Niger State Government, security agencies, and emergency responders who promptly mobilized to contain the fire, rescue survivors, and provide support to affected families. The National Emergency Management Agency (NEMA) has also been directed to complement ongoing efforts by the State Government in providing relief and medical assistance to victims and their families.

The Federal Government also directs the National Orientation Agency (NOA) to sustain and intensify nationwide public awareness campaigns on safety measures, particularly in rural and high-risk communities, to prevent the recurrence of such tragedies.

Our thoughts and prayers are with the victims, their families, and the entire people of Niger State in this moment of grief. May the souls of the departed rest in peace, and may God grant their loved ones the strength to bear this painful loss.

My keynote address today at the national unveiling of the — WPRF ABUJA 2026



1. Introduction

It is with great honour and a deep sense of responsibility that I stand before you today at this National Unveiling of the World Public Relations Forum—WPRF Abuja 2026.

This is not just another event on the communications calendar; it is a defining moment for Nigeria’s leadership in global dialogue on responsible communication.

Today’s gathering is a bold statement—that under the visionary leadership of His Excellency, President Bola Ahmed Tinubu, GCFR, Nigeria is stepping forward as the Biggest, Brightest, and Boldest voice for ethical and responsible communication in Africa and beyond.

2. The Power and Paradox of Communication

Communication is at the heart of humanity. It builds bridges, shapes nations, and drives change. But it also has the power to divide, distort, and destroy when misused.

In our digital and interconnected age, the speed of information has surpassed the speed of reflection. Words now travel faster than thought, and opinions often outrun truth. This is why our theme— “Responsible Communication: The Voice of the World”—is not just timely, but essential.

Responsible communication is not merely about what we say; it is about how, why, and to what end we say it. It is about truth, empathy, and service to the public good—values that are also the moral compass of the Renewed Hope Agenda of President Bola Ahmed Tinubu.

The Renewed Hope vision seeks to rebuild trust between government and the people—trust anchored on openness, engagement, and shared purpose. Communication is the lifeblood of that trust.

3. The Role of Nigeria in Global Communication Ethics

As host of the World Public Relations Forum 2026, Nigeria is assuming a leadership role on the global stage of professional communication. We are a country of over 200 million voices—diverse, dynamic, and deeply expressive.

Our democracy thrives on dialogue, and under President Tinubu’s administration, communication is being repositioned as a tool for unity, accountability, and nation-building.

Through the National Orientation Policy, the Open Government Communication Framework, and the strengthening of government information institutions, we are promoting a culture of truthful governance narratives and citizen inclusion.

The Federal Ministry of Information and National Orientation is fully aligned with the Renewed Hope Agenda—to restore confidence, rebuild values, and reconnect the people to their government through clarity, transparency, and hope-driven communication.

Nevertheless, we must come to terms with existential reputational threats to our national brand, in which external purveyors of untruth are mischaracterizing our nation as a destination for a so-called persecution of people based on their religious faiths.

This is a propaganda externally woven by those who want to weaken our unity. For the umpteenth time, I am emphatic that there’s no iota of truth in the claim of a ‘Christian Genocide’ in Nigeria.

I therefore urge us to use the instruments of public relations, crafted in truths and facts, to vehemently reject these despicable single narratives about Nigeria.

4. WPRF 2026: A Platform for Global Impact

The forthcoming World Public Relations Forum in Abuja is more than a global conference—it is an opportunity to present Nigeria as a model of transformation through communication.

Under President Tinubu’s leadership, the world is seeing a Nigeria that is reforming, rebranding, and re-emerging—driven by innovation, private sector growth, and renewed international confidence.

Hosting this global event will reaffirm that Nigeria is not only the communication hub of Africa but also a responsible global partner in shaping narratives for peace, prosperity, and shared progress.

5. Honouring the Global Alliance and NIPR

I must recognise the Global Alliance for Public Relations and Communication Management (GA), under the distinguished leadership of Professor Justin Green, for establishing the World Public Relations Forum (WPRF).

This remarkable brand continues to gain global momentum as a platform for dialogue and expression — a true beacon for PR and communication professionals who envision a world where communication serves as a catalyst for solving humanity’s challenges.

In the same vein, I commend the Nigerian Institute of Public Relations (NIPR), ably led by Dr. Ike Neliaku, for successfully directing global attention to Nigeria by securing the hosting rights for this prestigious event.

As President Bola Ahmed Tinubu rightly affirmed to the global community, “You have no better friend and partner than Nigeria.”

6. A Call to Action

• Let this unveiling today be a call to conscience.

• To practitioners: hold the line of truth.

• To the media: inform with integrity.

• To public officers: communicate with transparency.

• To citizens: speak with empathy.

Let us become, together, the voice of responsibility—the voice of the world that heals divisions, inspires hope, and drives development.

7. Conclusion

As we look ahead to WPRF Abuja 2026, let us carry forward the spirit of Renewed Hope—a hope that believes in the Nigerian story, the Nigerian voice, and the Nigerian future.

Under President Bola Ahmed Tinubu, Nigeria is reshaping its global image. Let this Forum be remembered as the moment when Africa’s largest democracy led the world in defining what it means to communicate with conscience.

Together, we will make the World Public Relations Forum, Abuja 2026, the Biggest, Brightest, and Boldest in history—an event that doesn’t just celebrate communication, but redefines it as a force for truth, peace, and human advancement.

To the world of public relations and communication, I say welcome to Nigeria.
