NOA Launches Animation Award to Promote National Values and Creative Collaboration

ANIMATION AWARD

National Orientation Agency, NOA, in collaboration with the Lagos International Festival of Animation, LIFANIMA, has announced the NOA Animation Award 2026, a new national initiative designed to celebrate Nigerian creativity, support the growing animation sector and promote national values and cultural reorientation.

The announcement was made by the Director General of the NOA, Lanre Issa-Onilu, during the LIFANIMA 2025 Award Night at the Alliance Française / Mike Adenuga Centre, Ikoyi, Lagos State, held as part of the 9th Edition of LIFANIMA.

The NOA Animation Award represents a major plank in the Agency’s ongoing efforts to nationalise cartoon content and entrench a recognised Nigerian national identity through the promotion of the Nigerian Values Charter. It embodies the Agency’s vision to connect policy and creativity—using animation as a medium to highlight and promote the seven national promises and seven citizen codes that define Nigerian values and collective responsibility.

Exclusively open to Nigerian animators, the award will be presented following a competition that invites entries that explore the theme “Who is a Real Nigerian?” through any of the three accepted styles—2D, 3D, or Stop Motion animation. Each short film presented for the competition must not exceed three minutes in length and must showcase values and character such as resilience, optimism and unity that embody the true Nigerian spirit.

The total prize value for the competition is ₦22.5 million, comprising ₦10 million for first place, ₦7.5 million for second place, and ₦5 million for third place. Beyond the financial rewards, the three winning entries will receive nationwide broadcast exposure for a period of three months across all NOA partner networks and major television platforms, beginning after the LIFANIMA 2026 Awards Night.

The DG of NOA added that all entries are to be submitted via FilmFreeway (www.filmfreeway.com/lifanima), following the standard LIFANIMA submission process, with a deadline aligned to the festival’s annual timeline in 2026.

The NOA Animation Award reinforces the synergy between governance and creativity, promoting local capacity while advancing the Agency’s mission to project national values through culturally resonant storytelling. By empowering animators to interpret and express the ideals of the Nigerian Values Charter, the initiative strengthens the shared goal of building a generation that defines—and animates—Nigeria’s identity for the world to see.

The DG of NOA and his delegation participated in the closing ceremonies of LIFANIMA 2025 with other key government figures along with several animators, filmmakers, and creative entrepreneurs.

The DG of NOA alongside his counterpart at the National Film and Videos Censors Board, Dr. Shaibu Husseini, and the Director General of the Centre for Black Arts and Civilisation, Aisha Adamu Augie, participated in the presentation of awards to the best animation films celebrated at the festival.

The National Orientation Agency, NOA, says it will soon launch its Artificial Intelligence application, known as CLHEAN on App stores to help strengthen civic engagements.

Director General of the Agency, Lanre Issa-Onilu, who disclosed this at the just concluded National Campus Debate, said the application was already available on iOS, stressing that it will soon be released on the Android play store.

Onilu explained that the app was also designed as a real time feedback tool for citizens to access information on government activities, report challenges in their communities and connect with public institutions for possible solutions .

He advocated for younger generation as well as all relevant stakeholders to stay informed and engage with NOA through it's official website and social media platforms, stressing the need for them to uphold virtues of integrity, discipline and patriotism in their studies and beyond.

The DG further cautioned youngsters against involvement in cultism, drug abuse and unwholesome graduation practices, describing them as alien to the nation's culture and destructive to the society.

Unethical Substandard Medical Laboratories to be Shutdown as MLSCN Flag-off Nationwide Inspection of Medical Labs

The Medical Laboratory Science Council of Nigeria Medical Laboratory Sciences - MLS has flagged off the official nationwide inspection of Medical Laboratories in the country.

Acting Registrar and CEO of the Medical Laboratory Science Council of Nigeria, Dr. Donald Ofili, who kicked off the inspection at Motherwell Laboratory in Asaba the Delta State capital alongside a team of experts, noted that the council is taking the step to ensure that laboratories are managed by licensed and qualified medical laboratory scientists and are registered with the Medical Laboratory Science Council of Nigeria.

Ofili while speaking with newsmen at the lab, noted that the council serving as a watchdog in the society to ensure that laboratories practice ethically and professionally, narrated the procedures needed for the exercise as well as the need for the assessment.

He stressed on the need for laboratories to engage in ethical and standard practices in order to save lives warning that those practicing unethically would be shutdown and will face the full weight of the law.

Family, Most Crucial Influence for National Security says NOA Boss

Director-General of the National Orientation Agency, NOA, Lanre Issa-Onilu, has reiterated the importance of family stability to help improve national security and moral values in the society.

Issa-Onilu in a keynote address delivered at the opening of Haske Biyu 2025 at the Armed Forces Command and Staff College (AFCSC), in jaji, Kaduna State, described the family as the "first school of citizenship," where discipline, respect, empathy and responsibility are instilled.

According to him, children who grow up in homes, guided by love, structures and accountability, are likely to become patriotic citizens committed to peace, law and order unlike their peers in broken homes and dysfunctional families, whom he said often become delinquent, drug addicts, cybercriminals, cultists and even violent extremists.

The DG who commended AFCSC for the choice of the theme; “Family and National Security," described it as both timely and visionary, adding that security in the modern era must be understood beyond borders and barracks, encompassing the strength of the nation’s social fabric and the values upheld within families.

Issa-Onilu, therefore, promised that the agency would continue to use civic education, community engagements in the 774 local government areas, media campaigns, and school-based programmes to promote discipline, tolerance, unity and shared responsibility.

Referencing the National Values Charter, the DG suggested that Nigeria needs to urgently develop a national parenting framework, which he said should be culturally grounded and be accessible to parents to empower them in raising responsible, emotionally resilient, and civic minded children as he called for reforms in school curricular to include value reorientation, civic responsibility and digital citizenship.

Delta Dress Code: Bureau urges labour, civil servants to dialogue on peaceful resolution

The Director General of Delta State Bureau for Orientation and Communications, Dr Fred Latimore Oghenesivbe, has appealed to the State Chapter of the Nigeria Labour Congress (NLC), to dialogue with the state government for the attainment of peaceful resolution of alleged grey areas in the official dress code for civil servants.

Oghenesivbe's appeal is contained in a statement on Wednesday, and made available to newsmen in Asaba, the state capital, urging labour not to be confrontational, but to take reasonable steps to expand the scope of peaceful dialogue with the state government.

He noted that labour and civil servants in the state have played significant roles in the progress and development of Delta State, and have also worked harmoniously with the State Governor, Rt Hon Sheriff Oborevwori, since he assumed office on May 29, 2023.

Oghenesivbe, said governor Oborevwori has demonstrated unwavering commitment to the welfare and prosperity of civil servants and pensioners in Delta State, adding that t's on record that the governor cleared all promotion areas of civil servants, and paid the backlog of pensioners entitlements, first of its kind since the creation of Delta State.

The Bureau Chief passionately appealed to the leadership of NLC in the state, and the civil servants to consider and sustain peaceful dialogue, while emphasizing the need for decent dressing, noting that the state government neither stated or indicated the cost and quality of clothes or materials for the dress code.

Dr Oghenesivbe, further stated that materials or clothes for the dress code may not necessarily be expensive, pointing out that the emphasis has been on "proper and decent dressing code for male and female civil servants" as against indecent and seductive dressing that could totally erode moral discipline in the physical appearances of civil servants at work places, and during official hours.

The Nigerian Labour Congress in Delta state through its Chairman, Goodluck Ofobruku, had earlier rejected the dress code rule recently passed by the Head of Service without consulting Labour heads as he encouraged decent dressing in civil service and called on workers to go to work as usual. He however, noted that if any civil servant is queried for wearing what they can afford to work, they should report to the union leaders immediately

NOA Charge Nigerians to Honour National Symbols

The Director-General of the National Orientation Agency Zonal Office, NOA, Lanre Issa-Onilu, has called on Nigerians to show greater respect and commitment to the country’s national symbols as the nation commemorates National Ordinance Day 2025.

The DG in a statement reminded citizens that the National Flag, Coat of Arms, National Anthem, Pledge, Constitution, and other emblems of sovereignty represents the unity, dignity, and identity of Nigeria.

He stressed that giving proper recognition to these symbols is both a civic duty and a mark of patriotism as he urged Nigerians to use the day as a reminder to live out the values of unity, discipline, and service embedded in the ordinances.

Issa-Onilu further encouraged schools, communities, organizations, and government institutions to consciously integrate respect for national symbols into their daily practices, saying this will help deepen national identity and strengthen social cohesion.

The NOA reaffirmed its commitment to continuous nationwide sensitization and collaboration with stakeholders to ensure that every Nigerian understands and upholds the dignity of the country’s symbols.

CIISM promises to Induct DELCOM participants

The Chartered Institute of Information Management Strategy, CIISM, has thrown its height behind the 6th edition of Delta State Strategic communication Workshop, Delcom 2025.

A statement on Tuesday by the CIISM Registrar and Governing Council Secretary, Adelanke Oyintoke, said DELCOM 2025 participants, including those who participated in the previous five editions shall be inducted into the CIISM Professional Hall of Fame as members of the Institute.

Oyintoke further disclosed that the Institute's governing Council took the decision after the careful review of DELCOM Workshop Modules, and the Professional backgrounds of past and present trainers which includes; renowned Professors of Mass Communication, Journalism, Public Relations and Advertising with particular reference to Prof Raph Akinfeleye, Prof Abigail Ogwezzy Ndisika, Prof Godwin Oboh, Prof Joyce Ogwezi, Prof Presley Obukoadata, and several others.

CIISM noted that Delcom has become a regular annual event where professionals and academicians brainstorm with participants to build skills and advance knowledge in the field of Journalism, Mass Communication, Advertising and Public Relations.

DSIEC Urges Deltans to Register for 2025 Nationwide Continuous Voter Registration

The Delta State Independent Electoral Commission, DSIEC, has called on all eligible residents of Delta State who are 18 years and above, and without a Permanent Voter’s Card, PVC, to take advantage of the ongoing Independent National Electoral Commission (INEC) Continuous Voter Registration (CVR) exercise.

According to DSIEC, the online pre-registration exercise commenced on August 18, 2025, through the official INEC portal, cvr.inecnigeria.org, while in-person registration started 25th August, 2025, from 9:00 am to 3:00 pm, Mondays to Fridays, at all INEC Local Government Area offices and designated centres across the state.

The categories of persons expected to register include new voters who have attained the age of 18, individuals seeking replacement for lost or damaged PVCs, voters wishing to transfer their registration to new locations, and those who need to update their personal information such as name or address corrections.

DSIEC emphasized that participation in the voter registration exercise is both a right and a civic responsibility, urging residents to ensure their voices are heard in both national and local government elections.

The Commission noted that credible elections begin with proper voter registration and appealed to all Deltans to make their votes count.

Oborevwori Felicitates Muslims On Eid-ul-Mawlid

Delta State Governor, Sheriff Oborevwori, has congratulated Muslims in the state and across Nigeria on the occasion of this year’s Eid-ul-Maulud celebration, which marks the birth of the Holy Prophet Muhammad.

Governor Oborevwori in a statement by his Chief Press Secretary, Festus Ahon, called on Muslims to seize the opportunity of the celebration to reflect deeply on the exemplary life and teachings of the Prophet, which emphasize peace, love, tolerance, humility, and selfless service to humanity.

He noted that at a time when the nation is striving for greater unity and social cohesion, it has become imperative for Nigerians, regardless of faith, to imbibe these values for the progress and stability of the country.

Oborevwori commended the Muslim community in Delta for their steadfast contributions to the growth, peace, and unity of the state.
