IBAS SAVES ₦5 BILLION THROUGH STAFF VERIFICATION, PLEDGES FUNDS FOR CRITICAL PROJECTS

Rivers State Administrator, Vice Admiral (Rtd) Ibok-Ete Ekwe Ibas, has announced that his administration has saved ₦5 billion from the August salary bill following a comprehensive staff verification exercise.

The exercise, he explained, successfully distinguished genuine workers from impostors on the payroll, freeing funds that will be redirected to delivering critical projects that will drive the state’s development.

Vice Admiral Ibas made the disclosure on Tuesday during the 2025 Civil Service Week Celebration held at the Dr. Obi Wali International Conference Centre, Port Harcourt.

The event also featured the unveiling of the new Rivers State Civil Service Handbook and The Bureaucrat magazine by the Administrator while Acting Head of Service, Dr. (Mrs.) Inyingi Brown unviled the vision, mission and the pledge. These publications are designed to guide, inform, and showcase the work of civil servants while promoting efficiency and ethical standards.

Vice Admiral Ibas said, “My heart is filled with gratitude for the dedication of Rivers civil servants who are the backbone of my administration. Their support and contribution have sustained the peace we enjoy in this state. We honour them as our unsung heroes who keep government working."

This year’s celebration is themed “Five Years to 2030: Accelerating Public Service Delivery for a Sustainable Future,” with the sub-theme “Empowering the Rivers State Civil Service: A New Era of Innovation, Productivity, and Excellence.”

The administrator outlined various reform initiatives undertaken by his administration to retool the state’s civil service. These include:

Capacity Building: Large-scale training and upskilling programs, particularly for accounting and finance staff — the first of their kind in the state.

Improved Welfare: An upward salary review for heads of agencies to reflect economic realities.

Minimum Wage for LG Workers: Implementation of an ₦85,000 minimum wage for local government workers to encourage dedication, accountability, and improved service delivery.

Verification Exercise: The first-ever verification of local government staff to ensure accurate personnel records, which also yielded significant savings.

Health and Insurance Schemes: Mandatory enrollment of workers in the state’s contributory health protection programme (17% government, 8% staff), as well as the upcoming Group Life Insurance Scheme to ensure prompt benefits for families of deceased workers.

Support for Retirees: Verification of pensioners locally and abroad to clean up records, implementation of a ₦32,000 consequential adjustment, and compulsory health insurance for retirees. Monthly pension releases were increased from ₦2 billion to ₦2.6 billion.

Vice Admiral Ibas emphasised that the civil service remains central to the state’s reform efforts and development vision. He assured staff whose salaries are pending to present themselves for verification with the required documents in order to be paid promptly.

He also commended the Galaxy Backbone for enriching the celebration through lectures that motivated the workforce.

On the state’s media sector, he announced plans to revamp government-owned media organisations to boost professionalism and efficiency.

“Our administration is building a civil service that is world-class, resilient, and dedicated. Together, with one dialogue and collective trust, we will sustain peace, human rights, and development in Rivers State,” Ibas affirmed.

In her welcome address, the Acting Head of the Rivers State Civil Service, Dr. (Mrs.) Inyingi Brown, described the occasion as an opportunity for civil servants to reflect on the vital role they play in driving the development of Rivers State. She noted that it was also a time to evaluate their contributions, values, and the teamwork that propels them toward excellence.

Speaking on the theme, “Five Years to 2030: Accelerating Public Service Delivery for a Sustainable Future,” with the sub-theme, “Empowering the Rivers State Civil Service: A New Era of Innovation, Productivity, and Excellence,” Dr. Brown said the celebration would usher workers into a renewed season of productivity and distinction befitting the service.

“With the knowledge and tools that modern technology provides, we are positioned to build a civil service that is agile, responsive, and effective. As part of this commitment, we will launch our pledge, vision, and mission statement to guide our actions in integrity, impartiality, and diligence.

"Our aspiration is to become world-class professionals who deliver quality services that drive productivity, sound management, and the highest ethical standards—all in support of good governance. As the engine of government and custodians of policy, our professionalism and the quality of service we deliver are directly reflected in the lives of the people we serve," she added.

She also announced the launch of The Bureaucrat magazine and the Rivers State Civil Service Handbook, both designed to inform, guide, and showcase civil servants’ work while promoting efficiency.

Dr. Brown expressed gratitude for the unwavering support of the State Administrator, who has approved training opportunities for staff across all cadres and grade levels. She also acknowledged the provision of essential resources, including a dedicated generator to power elevators, aimed at enhancing service delivery.

The Chairman of the Rivers State Civil Service Commission, Dr. Barikor Livinus Baribuma, in his remarks, emphasized the importance of retrospection, noting that it should inspire improved service delivery and the embrace of technology as a tool for reform.

“We will continue to leverage the support provided by Vice Admiral Ibas through technology, as well as through improved skills and knowledge, on the path of innovation for a sustainable future for our state.”

The Programme Director of Galaxy Backbone, Mr. Wumi Oghoetuoma, representing the Managing Director, Prof. Ibrahim Adeyanju, delivered the theme lecture titled: “Digital Transformation and its Impact on Public Service Delivery: The Nigerian Federal Government Experience and Opportunity for Rivers State.”

He emphasised that integrating technology into the modern workplace enhances the learning, working, and growth experiences of workers, driving efficiency and adaptability—while clarifying that technology is not meant to replace workers, but to empower them.

LOCAL GOVERNMENT COUNCIL SWEAR IN NEW WARD COUNCILORS, PROCLAIMS 8TH LEGISLATIVE ASSEMBLY

Ahoada West Local Government witnessed a significant milestone today, as the 12 esteemed Ward Councilors were sworn in, marking the commencement of the 8th Legislative Assembly. The ceremony, held at temporary Legislative quarters in the Council Secretariat, was graced by the Executive Chairman of Ahoada West Local Government Council, Hon. Eugene Chita Epelle, who performed his statutory role in the event by dissolving the 7th Assembly and proclaimed the 8th legislative assembly open.

The swearing-in ceremony, a solemn and dignified affair, saw the new Ward Councilors take their oaths of office, pledging to uphold the Constitution and serve the people with integrity and dedication. The atmosphere was filled with excitement and anticipation as the Councilors-elect were presented with their certificates of return.

In his address, the Executive Chairman, Hon Eugene Chita Epelle, congratulated the newly sworn-in Councilors and charged them to prioritize the needs and welfare of their constituents. He emphasized the importance of collaboration and teamwork between the legislative and executive arms of the Council, assuring the Councilors of his administration's support and commitment to effective governance.

The Chairman also highlighted the significance of the 8th Legislative Assembly, noting that it marked a new era of leadership and representation for the people of Ahoada West Local Government Area.
He urged the Councilors to work tirelessly to promote the development and progress of their wards and the Council at large.

The Councilors unanimously nominated principal officers of the House which are;

Rt. Hon. Jonathan Cheta, Councilor representing Ward 12 as Leader of the House

Rt hon. Chikere Romans, Councilor representing Ward 7 as Deputy Leader of the House.

Hon. Mrs. Anume Dressman Daughter, Councilor representing Ward 3 as Chief Whip of the House.

The swearing-in ceremony was attended by dignitaries, including; Rt Hon. Emenike Fyneboy (Leader, Ahoada West 2nd Legislative Assembly), Hon. Mrs Ubile Jack (Former Vice Chairman of Council), stakeholders of the Lga, and officials of the Council.

The event marked a new chapter in the history of the Local Government Council, as the 8th Legislative Assembly begins its tenure.

Ahoada West Local Government community looks forward to the contributions and efforts of the new Councilors as they work together to drive development, promote good governance, and enhance the lives of the people.

VICE CHAIRMAN OF OBIO/AKPOR, DR. JOYCE, HAILS WIKE FOR GIVING WOMEN A VOICE AND PLATFORM

Following her swearing-in as Vice Chairman of Obio/Akpor LGA, Rivers State, Hon. Dr. Joyce Nyeche addressed the press, dedicating her oath of office to the glory of God. “I am happy this day has come to pass. It is not by power nor by might, but by the grace of God,” she said.

Dr. Nyeche expressed deep gratitude to the FCT Minister, Chief Barr. (Dr.) Nyesom Ezenwo Wike, CON, GSSRS, POS (Africa), Life Bencher, for his visionary leadership in advancing women’s participation in governance. “He is the first leader in Nigeria to mandate that all 23 LGAs in Rivers State must have female Vice Chairmen, while also ensuring three to five female councillors in every LGA. He has given women a voice and a platform, and for this, we remain profoundly grateful,” she stated.

She further acknowledged the Minority Leader of the Federal House of Representatives, Rt. Hon. Kingsley Ogundu Chinda, the Speaker of the Rivers State House of Assembly, Rt. Hon. Martin Chike Amaewhule, and the Rivers State PDP Chairman, Hon. Chukwuemeka Aaron, describing them as outstanding leaders who have worked tirelessly to sustain the vision of inclusivity set by Chief Wike. She also extended appreciation to her constituency leader, Elder Peter Chinwo, and Sir Chief Richard Ehie, whom she described as “a leader like no other.”

Hon. Nyeche thanked all party faithful who contributed to the success of the day, emphasizing the value of service: “As my leader always says, positions come from God. Whatever you do, do it well. Service pays — it has paid me today, and it will pay others tomorrow.”

Reaffirming her commitment to duty, she said: “I stand on the shoulders of my boss, Hon. Dr. Gift Worlu. Our real enemies are not political parties but poverty, ignorance, and unemployment. These are what we will fight, and we will not relent. From today, the work begins, and the people of Obio/Akpor will see the impact of their choice.”

She congratulated the 17 councillors sworn into the 10th Legislative Council, urging them to work harmoniously with the Executive arm to deliver quality service in line with the vision of the Executive Chairman and his cabinet.

10TH BONNY LEGISLATIVE ASSEMBLY INAUGURATED, KINGSLEY TAMMY JUMBO ELECTED LEADER

In accordance with Sections 9 and 21 of the Rivers State Local Government Law No. 5 of 2018 and pursuant to Section 105 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), the Chairman of Bonny Local Government Area, Amasenibo Hon. Abinye Blessing Pepple, DSSRS, has formally dissolved the 9th Bonny Legislative Assembly and proclaimed the commencement of the 10th Assembly.

During the inaugural session, all twelve duly elected Councilors were sworn into office to represent their respective wards. As part of their first legislative duties, the Assembly elected its principal officers with Hon. Kingsley Tammy Jumbo (Ward 10) emerging as Leader, Hon. Lawrence Idasoalabo (Ward 12) as Deputy Leader, and Hon. Edwin Benstowe (Ward 4) as Chief Whip.

In his acceptance address, the newly elected Leader, Rt. Hon. Kingsley Tammy Jumbo, expressed gratitude to the Chairman for his leadership and commitment to advancing legislative governance in Bonny LGA. He pledged close collaboration between the Legislative and Executive Arms, particularly towards operationalizing the Bonny Fire Station and enacting laws that will enhance development and improve the welfare of constituents.

GIFT WORLU SWEARS IN VICE CHAIRMAN, PROCLAIMS TENTH OBIO/AKPOR LEGISLATIVE COUNCIL

The Chairman of Obio/Akpor Local Government Area, Hon. (Dr.) Gift Worlu, on Monday officially swore in the Vice Chairman, Dr. (Mrs.) Joyce Nyeche, and proclaimed the Tenth Obio/Akpor Legislative Council in a ceremony held at the Obio/Akpor Council Secretariat, Rumuodumaya.

Delivering his proclamation in accordance with the Constitution of the Federal Republic of Nigeria, Hon. Gift Worlu declared:

“WHEREAS it is provided in sections of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), that the persons elected as head of the executive arm shall have the power to issue a proclamation for the holding of the first session of the legislative sitting immediately after his being sworn-in. NOW, THEREFORE, I, Hon. Dr. Gift Worlu, Chairman, Obio/Akpor Local Government Area, in exercise of the powers bestowed upon me by Section 7 of the 1999 Constitution of the Federal Republic of Nigeria (as amended), and of all other powers enabling me in that behalf, hereby proclaim that the first session of the 10th Obio/Akpor Legislative Council shall hold forthwith, this day, 8th September, 2025, in the Obio/Akpor Legislative Council Chamber, Obio/Akpor Council Secretariat, Rumuodomaya. Given under my hand and seal this day 8th September, 2025.”

Following the proclamation, the seventeen newly elected Councillors took their oath of office, after which the Clerk of Council conducted the election of principal officers of the Tenth Obio/Akpor Legislative Council. At the end of the exercise, the following emerged as leaders of the Assembly:

1. Rt. Hon. Rex-Milia Abuchi Amadi – Leader of the House

2. Hon. Nyekwere Chinda – Deputy Leader

3. Hon. Joy Odomemene – Chief Whip

In his inaugural address, the Chairman of Obio/Akpor, Dr Gift Worlu described the day as “a new dawn in the annals of Obio/Akpor,” stressing that it marked not just a continuation of victory celebrations but the beginning of renewed hope and purposeful service at the grassroots.

“Let me first, in the capacity of the new title which you have collectively given to me as Chairman, Obio/Akpor Local Government Council, warmly welcome you all to this momentous event. This auspicious occasion heralds a new dawn in the annals of our great Local Government, as today is not just a continuation of celebration of our victory. It is, rather, the beginning of service, the beginning of another phase of renewed hope agenda at the 3rd Tier level of government. I, therefore, stand before you, my beloved people and party faithfuls, humbled, honored and deeply grateful.”

The Chairman first expressed gratitude to God Almighty for His grace and thanked the Honourable Minister of the Federal Capital Territory, Chief (Barr.) Nyesom Ezenwo Wike, CON, GSSRS, POS (Africa), Life Bencher, describing him as a “God-ordained leader and rubicon breaker” whose steadfastness ensured the stability of the political structure in Rivers State.

He further extended appreciation to Vice Admiral (Rtd.) Ibok Ete Ibas, State Sole Administrator, for his role in the peaceful conduct of the just concluded local government elections, as well as to Sir Dr. Ndu Walter, immediate past Sole Administrator of Obio/Akpor, for his leadership in steering the affairs of the LGA prior to the transition.

Hon. Gift Worlu congratulated Vice Chairman, Dr. (Mrs.) Gloria Joyce Nyeche, and all 17 ward councillors, assuring them of a collective partnership that would deliver lasting progress. He emphasized that his administration would prioritize fairness, justice, humility, and people-driven service, while maintaining strong respect for political leaders, elders, and the citizenry whose mandate he pledged never to betray.

The Chairman outlined his development agenda for the next three years, vowing to consolidate on the achievements of the immediate past administration of Hon. (Barr.) George Ariolu. His roadmap includes education reform through school renovations and provision of learning materials, robust human capital development, improved healthcare delivery, road rehabilitation in collaboration with state and federal agencies, enhanced utilities such as electricity and water supply, market development, youth and women empowerment, scholarships for students, and strengthened security across Obio/Akpor.

He particularly assured residents of a pragmatic approach to waste management, traffic control, and the fight against social vices such as drug abuse, cultism, and land grabbing, which he described as a threat to investors and community peace.

“The philosophy of our campaign was anchored on unity. It is my conviction that a people united can never be defeated. With unity of purpose, the flame of our Local Government will glow brighter and brighter. This will ultimately translate to peace, love and progress for the mutual benefit of all,” Hon. Worlu declared.

The Chairman also paid tribute to his wife, Flora, for her unwavering support, describing her as the “strong pillar” behind his political journey.

In his acceptance speech, the newly elected Leader of the Obio/Akpor Legislative Assembly, Rt. Hon. Rex-Milia Abuchi Amadi, expressed profound appreciation to party leaders, dignitaries, and the people of Obio/Akpor for their trust. He pledged that the Tenth Obio/Akpor Legislative Council would work in synergy with the executive arm to enact laws and resolutions that directly address the aspirations of the people.

“As the Leader of the 10th Legislative Council of Obio-Akpor LGA, I assure you that we will work assiduously to fulfill our constitutional mandate. In synergy with the leadership of our esteemed Chairman, we will prioritize legislation that promotes the welfare and development of our local government area. With divine guidance and wisdom, I am confident that our collective efforts will yield positive results. Rest assured—we will not fail you.”

He also acknowledged the contributions of the FCT Minister, Chief (Barr.) Nyesom Wike; Minority Leader of the House of Representatives, Rt. Hon. Kingsley Chinda; Speaker of the Rivers State House of Assembly, Rt. Hon. Martins Amaewhule; State PDP Chairman, Hon. Chukwuemeka Aaron; and past leaders of Obio/Akpor LGA for their visionary guidance and mentorship.

The ceremony concluded with cheers from party faithful, traditional rulers, stakeholders, and citizens who gathered to witness what was widely described as a “unity-driven fresh start” for Obio/Akpor Local Government Area.
