Rivers State Governor, Siminalayi Fubara, has called for calm among the people of the state amid the ongoing impeachment process initiated by the State House of Assembly.

Governor Fubara made the call during a church service held to mark the 2026 Armed Forces Remembrance Day, assuring residents that everything would be fine.

The Governor explained that his decision to remain silent in the face of distractions was deliberate, noting that he draws strength from his faith in God.

Recalling his remarks at the New Year banquet held at Government House, the governor said that “dogs bark when they do not understand.”

He made the comments briefly before inviting his Deputy, Prof. Ngozi Odu whom he had earlier assigned to read the first lesson at the service, to address the congregation.

In her remarks, the Deputy Governor thanked attendees for their presence at the church service.

She urged everyone to maintain good conduct, in line with the admonition of the Dean of the Anglican Communion, Archbishop Blessing Eyinda, who stressed during his sermon that every action would be remembered at one time or another.

She also appealed to the people to continue upholding the administration in prayer, describing such support as the pillar sustaining the government.

Governor Siminalayi Fubara Remains Fully Within Course Of The Rivers State 2025 budget

Recall that in June 2025, President Bola Ahmed Tinubu personally wrote to the National Assembly, requesting approval for the Rivers State 2025 budget. Acting on this request, a joint session of the National Assembly comprising the Senate and the House of Representatives passed the budget proposal into law on July 21, 2025.

That budget became the legally binding appropriation for Rivers State and was implemented by the Sole Administrator, Vice Admiral Ibok Ete Ibas (rtd.), throughout the period of the state of emergency.

When Governor Siminalayi Fubara resumed office following the lifting of the emergency on September 18, 2025, he inherited the same budget, which remains the subsisting appropriation law governing the state.

It is important to note that Rivers State traditionally operates a 12-month budget cycle. However, the declaration of a state of emergency altered the normal timing. As a result, the budget only took effect from the date it was signed into law in July 2025 by President Bola Ahmed Tinubu GCFR, and is therefore scheduled to run up until July 2026.

Against this background, claims that Governor Fubara failed to present a 2026 budget to the Rivers State House of Assembly are misleading.
There is an existing and subsisting budget that commenced in July 2025 and will validly run through July 2026, in line with a one-year budget cycle.

The Medium-Term Expenditure Framework (MTEF), which serves as the precursor and skeleton of any budget proposal, was also addressed. On January 2, the Rivers State Executive Council met and approved the MTEF, alongside a budgetary proposal of ₦1.87 trillion.

This decision was taken after the government reviewed what the Federal Government and the National Assembly had approved for the Sole Administrator, Vice Admiral Ibok Ete Ibas, during the emergency period.

This followed the nullification of the earlier ₦1.1 trillion budget proposal presented by Governor Fubara and passed by the Rt. Hon. Victor Oko-Jumbo-led Rivers State House of Assembly, as well as the annulment of the October 5, 2024 local government elections, by the Supreme Court of Nigeria.

Upon Governor Fubara’s return to office after the 6-month suspension occasioned by the unfortunate declaration of a state of emergency in Rivers State by Mr. President on Wednesday, March 18, 2025; the Rivers State House of Assembly requested the submission of a supplementary budget. The lawmakers proposed that it be merged with the budget earlier approved by the National Assembly during the state of emergency period.

However, the governor objected to this notion, explaining that a supplementary budget cannot be superimposed on an existing appropriation law already enacted and signed by the President of the Federal Republic of Nigeria. The 2025 Appropriation Act had been passed by the National Assembly and assented to by President of the Federal Republic of Nigeria, making it superior to any other legislative action at the state level during that period.

From an economic standpoint, a supplementary budget is only justified when an existing budget has been substantially exhausted. In this case, the subsisting budget is still running and largely unexhausted.

As a professional accountant, Governor Fubara maintained that it would be imprudent and legally unsound to propose a supplementary budget under such circumstances.

The governor therefore made it clear that there was no need to present another budget, as doing so would amount to placing one law on top of an existing one which is still in force, and still running its full course in our new fiscal year. He further stated that the subsisting budget would continue beyond December, as the law permits a governor to spend for up to six months into a new fiscal year.

Based on these facts, it is incorrect to suggest that Governor Siminalayi Fubara failed in his constitutional responsibility by not presenting a new budget which in all intents and purposes would be a grave misnormer.

On the issue of commissioner nominations, it is also noteworthy that eight commissioners who were screened and confirmed by the Rt. Hon. Martin Chike Amaewhule-led Rivers State House of Assembly are currently serving and working with their governor.

In addition, the governor has recently appointed 5 Special Advisers - which does not require legislative screening by the RSHA - to bolster and strengthen this administration's service delivery capabilities, efficiency and promptness.
This is a constitutionally guaranteed action in exercise of powers conferred on the governor by the extant provision of the 1999 constitution of the Federal Republic of Nigeria (as amended) as the Chief Executive Officer of the State.

The Deputy Speaker of the Rivers State House of Assembly, Rt. Hon. Dumle Maol moved a motion for the suspension of all processes relating to the presentation of the Medium-Term Expenditure Framework (MTEF) and the 2026 Appropriation Bill by the Executive Governor of Rivers State.

Rt. Hon. Maol said the request became necessary following the failure of the Executive to present the Medium-Term Expenditure Framework (MTEF) to the House, a mandatory requirement that must precede the presentation of Appropriation Bill.

The House resolved to hurt all processes of presentation of Midiumterm Expenditure Framework and 2026 Appropriation Bill until the investigation of the misappropriation against the Governor and Deputy Governor.

Lady Fubara who is the founder of Valerie SIMple Life Initiative, visited the Rivers State University Teaching Hospital (RSUTH) in Port Harcourt on Christmas morning, where she was presented with two Christmas Day babies — Baby Eric Chinyere Blessing, weighing 2.7kg and delivered at 12:02am, and Baby Chidugam Kinikachi Owhondah, delivered at 2:00am.

Speaking during the visit, the First Lady thanked God for His faithfulness and grace to witness another Christmas season, and congratulated the parents on the safe delivery of their children. She described the babies as special gifts of the season and symbols of hope for the future.

Lady Fubara presented gift items, including toiletries and cash, to the newborns and their mothers, noting that it had become a cherished tradition in Rivers State to identify with and celebrate babies born on Christmas and New Year’s Day. She also charged the parents to raise the children in the fear of God so they would grow to be useful to their families and society.

In his remarks at RSUTH, the Chief Medical Director, Prof. Chizindu Alikor, welcomed Lady Fubara and expressed appreciation for her kind gesture. He also thanked the Rivers State Governor, Sir Siminalayi Fubara, for approving the employment of 1,000 staff and for equipping key departments of the hospital, assuring that the management would remain committed to delivering quality healthcare services.

Oil Resumption: Tinubu Is Changing the Ogoni Narrative — Ribadu

The National Security Adviser (NSA), Mallam Nuhu Ribadu, has affirmed that President Bola Tinubu’s actions in Ogoniland are changing the narrative of the area.

Ribadu stated this as he led a delegation from the Presidency, which included the Minister for Environment, Balarabe Lawal; Works Minister Engr Dave Umahi; Group Chief Executive Officer of the Nigeria National Petroleum Company Limited (NNPCL), Bashir Bayo Ojulari; and other officials, to Ogoniland for an assessment of ongoing confidence-building measures intended to facilitate dialogue toward the resumption of oil exploration in the area.

He noted that Tinubu’s bold approach to addressing more than thirty years of tragedy is rapidly changing Ogoni’s story.

The NSA, in remarks after touring various intervention facilities—such as the Federal University of Environmental Technology in Saakpenwa, health facilities, the proposed industrial park, the Eleme section of the East-West Road, the oil spill site in Kpean, Khana LGA, and HYPREP's Centre of Excellence for Environmental Restoration —stressed that Tinubu’s community-driven policies are yielding positive results in Ogoni land.

Ribadu urged the Ogoni people to cooperate with the government to ensure the full implementation of the President’s plans for the area.

“All that we are doing is community-driven, and we have been responding to their needs and demands, which the federal government has done fairly well. Most importantly is what President Bola Tinubu is doing for our country and Ogoni in particular. Ogoni today is different from what it was yesterday. A tragedy of 30 years is being addressed now, and a new chapter is opened. We want to use this opportunity to appeal to the people: let’s work together for the good of all of us,” he said.

On the oil spill that occurred in the Kpean community, Khana LGA, Ribadu regretted the incident and attributed it to sabotage. He said the President is particularly concerned about the situation and has directed a full investigation and the apprehension of those involved in the act.

“We have seen the damage; it’s terrible, and we really feel bad. This damage is sabotage. It is the result of neglect of facilities that have not been in use for over 30 years, and some enemies of the people unfortunately came and damaged it in the hope of stealing. The damage they have caused is very serious,” Ribadu stated.

He called on community members not to allow a few persons to sabotage what belongs to them, assuring that full action will be taken to remediate the spill’s impact on the people. He also asked the NNPCL to immediately take steps to safeguard the oil facilitaties in the area to forestall a recurrence of such spills.

For his part, the Minister for Environment, Balarabe Abbas Lawal, said his ministry is deeply concerned about the spill and is putting measures in place to address its impact. He pointed out that the lack of operations around the facility facilitated the damage, stressing that steps are being taken to protect other areas with similar vulnerabilities.

“The ministry has directed the Director-General of NOSDRA to be here personally to assess what can be done. He has joined other NNPCL staff to find solutions and prevent a recurrence. Arrangements are being put in place to address all similar areas with potential for spillages,” Lawal added.

Group Chief Executive Officer of NNPCL, Bashir Bayo Ojulari, confirmed that the first Joint Investigation Visit (JIV) has been conducted at the site, with a second one planned to determine the next line of action. He noted that the company is in talks with the NSA’s office to provide protection for all its facilities.

“The first part of the JIV has been completed, but there is a need for a second. The first was conducted when the spill was still high and the environment unsafe. Now that conditions have stabilised, a repeat examination is likely to ensure issues are properly sorted. We have engaged security agencies, and the NSA has directed that such incidents should not recur, which means additional surveillance and appropriate interim interventions while the re-entry programme progresses,” Ojulari said.

He added that the Ogoni people have granted access to the locations, and once the re-entry process is complete, the company will conduct an integrity test on all its facilities in the area.

Minister for Works, Engr Dave Umahi, in his remarks, appreciated President Tinubu and ONSA for facilitating the ongoing reconstruction of the Eleme section of the East-West Road. He expressed satisfaction with the quality of work by the contractor.

“RCC is very committed and hardworking, and I commend them because, despite outstanding payments, they are still delivering,” Umahi stated.

Chairman of Khana LGA, Dr. Thomas Bariere, called on the Federal Government to fully incorporate elected local government officials into the dialogue process.

The event’s highlight was the conferment of a chieftaincy title, Mene Sulenunua One — “the King that attracts good things to the people” — by the Kpean Traditional Rulers Council.

Rivers State Governor, Sir Siminalayi Fubara, on Monday, December 22, 2025 commissioned the state’s first purpose-built Permanent Secretaries’ Quarters in Elimgbu Community, Obio-Akpor Local Government Area, marking a significant milestone in civil service welfare and institutional development.

The commissioning ceremony was by the Head of the Civil Service of the Federation, Dr. Didi Esther Walson-Jack, and witnessed by members of the All Progressives Congress (APC) National Working Committee led by its National Secretary, Senator Ajibola Bashiru.

Governor Fubara explained that the housing scheme is designed to improve living standards, promote health, and boost productivity among senior civil servants. “Insecurity begins when individuals are uncertain of what the next hour holds. This situation is especially challenging for family men and women, affecting confidence and decision-making,” he observed.

Highlighting the prestige of the Permanent Secretary's role, the Governor emphasized that providing official accommodation and mobility is essential for their well-being and effective service delivery. “Meeting these fundamental needs will enable civil servants to focus fully on their duties with dedication and responsibility,” he said, adding that similar benefits would eventually extend to other staff categories.

RIVERS WOMEN ENDORSE TINUBU, PLEDGE LOYALTY TO GOV. FUBARA

Rivers women, under the platform of Rivers Women Unite for SIM, have formally declared their support for President Bola Ahmed Tinubu and Rivers State Governor, Sir Siminalayi Fubara, describing the move as a collective decision aimed at promoting unity, democracy and development.

GOV. FUBARA URGES LOYALISTS TO SUPPORT TINUBU'S RE-ELECTION

Rivers State Governor, Sir Siminalayi Fubara, has called on his supporters to channel their political backing toward the re-election of President Bola Ahmed Tinubu, describing the task as a collective responsibility ahead of the next general election.

The governor made the appeal on Thursday, December 18, 2025, while inaugurating the Ogbakiri Roundabout–Ogbakiri Waterfront Road in Emohua Local Government Area of the state.

Governor Fubara disclosed that he recently held a strategic meeting with the National Working Committee (NWC) of the All Progressives Congress (APC), during which he assured party leaders of the organic and growing support for President Tinubu among the people of Rivers State.

Describing Tinubu’s re-election bid as a major assignment, the governor said he had already commenced grassroots mobilisation, noting that the large turnout of residents at the commissioning ceremony was a clear indication of progress. According to him, the enthusiasm displayed showed that about 70 per cent of the mobilisation work had already been achieved in the local government area.

“We know you are hardworking and that you enjoy organic support. What we need now is to transfer this support to the success of our leader, President Bola Ahmed Tinubu,” Fubara said. “I assured the party leadership not to worry, because what truly matters is having the right foot soldiers on ground.”

Turning to the commissioned project, the governor described the Ogbakiri road as a landmark achievement, recalling that it was initiated at one of the most challenging moments of his administration. He revealed that the first payment for the project was made at a time when the state was under a court order restricting access to federal allocations.

Despite the difficulties, Fubara said his administration chose to keep faith with the people, trusting that “God would always make a way,” adding that the completed road stands as evidence of his government’s commitment to service delivery and promise-keeping.

He also acknowledged requests presented by the Council of Chiefs, including the construction of internal roads and a proposed bridge to improve transportation, security and commercial activities. The governor assured that the proposals would be studied and addressed after proper cost assessment.

Commending the host community, Fubara noted that peace and cooperation played a critical role in the successful ex*****on of the project. He remarked that Ogbakiri, once associated with frequent crises and loss of lives, has now embraced peace, paving the way for development.

The governor emphasised that peace remains the foundation for sustainable development across Rivers State and urged residents to protect public institutions such as universities and other government facilities, stressing that they exist for the benefit of the people.

Providing technical details, the Permanent Secretary, Rivers State Ministry of Works, Dr Austin Ezekiel-Hart, said the road project, awarded in September 2024, spans 9.7 kilometres with a width of 7.3 metres. He added that it includes solar-powered streetlights, 4.5 kilometres of reinforced concrete drainage, and reinforced concrete culverts at strategic points.

In his remarks, the Chairman of Emohua Local Government Area, Dr Chidi Lloyd, applauded Governor Fubara for delivering on his promise, describing the road as a major boost to mobility, economic activities and overall development in the area.

GOV. FUBARA COMMITS TO TRANSPARENCY, COMMISSIONS 14.2KM OBODHI-OZOCHI IN AHOADA-EAST

Rivers State Governor, Sir Siminalayi Fubara, has reaffirmed his commitment to the prudent and transparent management of the state’s resources, assuring residents that his administration has maintained clear and verifiable financial records.

Governor Fubara gave the assurance on Wednesday, December 17, 2025, while commissioning the 14.2-kilometre Obodhi–Ozochi Road at the Ozochi Playground in Ahoada-East Local Government Area.

He disclosed that his administration left over ₦300 billion in the state’s coffers before the declaration of emergency rule and returned to meet the sum increased to about ₦600 billion, stressing that detailed records of revenue, expenditure and ongoing projects are intact.

According to the governor, the full financial records of the state will be made available to the public within the next six months, noting that accountability remains a core principle of his leadership.

“Nobody can take away my sincerity and genuineness,” Governor Fubara said, insisting that he has never been associated with financial misappropriation and has served diligently under previous administrations without any blemish.

“I am not associated with anything fraudulent. Your money and the record of how your money is being spent are intact, and we are executing very strong and impactful projects across the state,” he added.

Speaking on the Obodhi–Ozochi Road, the governor described the project as a major intervention that has significantly improved access and connectivity for communities in Ahoada-East, reaffirming his administration’s commitment to people-oriented development.

He explained that the project was initiated in November 2022 by his predecessor after consultations aimed at strengthening political support in Ahoada-East and Ahoada-West, and was conceived as a strategic development initiative for the people.

Governor Fubara noted that upon assuming office, his administration ensured the completion of the project and expanded its scope by extending the original design by four kilometres, bringing the total length to 14.2 kilometres.

“This is our own way of saying thank you for the support of your son and for the love you have shown,” he said, acknowledging the immense contributions of leaders and stakeholders in the area to his emergence as governor.

He also expressed appreciation for the warm reception accorded him, describing the presentation of 14 cows by the community as a powerful symbol of unity and gratitude.

“What you have demonstrated today is love,” the governor said, assuring the people that his administration would respond positively to their requests, including the proposed extension of the road.

Governor Fubara further called for sustained political support, urging stakeholders to translate the massive turnout at the event into future electoral capital, particularly towards the re-election of President Bola Ahmed Tinubu.

Earlier, the Permanent Secretary of the Rivers State Ministry of Works, Dr Austin Ezekiel-Hart, said the Obodhi–Ozochi Road and Bridge Project has a total length of 14.2 kilometres with a carriageway width of 7.3 metres, adding that the project meets required engineering standards.

In his welcome address, the Chairman of Ahoada-East Local Government Area, Hon. Solomon Abuba Ochoma, said the road and bridge symbolise access, connectivity and opportunity, marking the end of years of hardship and the beginning of improved mobility, safer transportation and increased economic activities for communities in the area.

He commended Governor Fubara for ensuring the completion of the project, describing it as clear evidence that governance is a continuum and that development thrives on consistency.

Despite stiff legal hurdles, the Rivers State Government has commissioned Phase One of the Greater TAF City Housing Estate.

Governor of Rivers State, Sir Siminalayi Fubara, on Monday, December 15, 2025, officially inaugurated the first phase of the housing project, triumphing over more than 90 court cases filed in an attempt to halt its ex*****on.

The housing estate, developed under the Greater Port Harcourt City Development Authority, is designed to decongest Port Harcourt metropolis and provide affordable homes for middle-income earners.

Speaking at the event, Governor Fubara described the project as one of the most challenged developments in the history of the state, noting that it was conceived and executed during a particularly difficult period of his administration.

He revealed that the project faced over 90 litigations from individuals laying claim to the land, a move he described as a deliberate attempt to frustrate the government’s vision and stall development.

According to the Governor, the successful delivery of Phase One confirms the administration’s commitment to delivering 1,000 housing units as a starting point, out of a long-term plan to construct 20,000 units across the axis.

Governor Fubara urged land allottees within the area to commence development without delay, stressing that the state government would not tolerate unnecessary setbacks. He also commended the private sector partner, Greater TAF Nigeria Limited, assuring of continuous government support to ensure full completion of the project.

The Governor further disclosed that the initiative aligns with President Bola Ahmed Tinubu’s Renewed Hope Housing agenda, adding that Rivers State has also provided land for 1,000 federal housing units. He expressed optimism that housing deficits in the state would be significantly reduced upon completion of the projects.

Linking housing to social stability, Governor Fubara noted that access to decent shelter would help curb crime by addressing basic human needs.

Earlier, the Managing Director and Chief Executive Officer of Greater TAF Nigeria Limited, Mr. Mustapha Njie, praised the Governor for his leadership and steadfast support, describing the project as a fulfillment of promises made to the people. He also disclosed that the housing scheme has received continental recognition from the African Union for Housing Finance as Africa’s most innovative public-private partnership in affordable housing.

Also speaking, the Acting Administrator of the Greater Port Harcourt City Development Authority, Barrister Bennett Chu, said the 20,000 affordable homes initiative has moved from vision to reality. He recalled that the project’s Memorandum of Understanding was signed in December 2023, followed by the groundbreaking ceremony days later.

In his welcome address, Chairman of Ikwerre Local Government Area, Hon. Wobodo Charles, commended Governor Fubara for his frequent visits and commitment to projects that directly impact the lives of the people, describing the Governor’s actions as a clear demonstration of leadership and love for the grassroots.
