Borno State Governor, Babagana Zulum, has approved a minor cabinet reshuffle and the appointment of two new commissioners as part of ongoing efforts to strengthen governance in the state.

The Secretary to the State Government, Alhaji Bukar Tijani, announced the changes in a statement issued on Wednesday in Maiduguri.

As part of the reshuffle, Mr Tarpaya Asariya has been moved from the Ministry of Trade, Investment and Tourism to the Ministry of Inter-Governmental Affairs and Special Duties.

Mohammed Habib has been appointed as the new Commissioner for Environment, while Mr Ibrahim Hala-Hassan will now oversee the Ministry of Trade, Investment and Tourism.

Tijani directed all affected commissioners to immediately carry out the necessary handover procedures and assume their new responsibilities without delay.

A 22-year-old man has been killed in a mob attack in Kumo, Akko Local Government Area of Gombe State, after being accused of involvement in a series of motorcycle thefts.

The state police command confirmed the incident, which occurred around 9:30 a.m. on Wednesday, in a statement issued by its spokesperson, DSP Buhari Abdullahi.

According to the police, four individuals allegedly conspired to assault the victim with machetes, leaving him with severe injuries to the head and abdomen. He was rushed to the General Hospital in Kumo but was declared dead on arrival.

The attack was reported to the police by the victim’s elder brother, Dahiru Ahmed. Two suspects have been arrested, while efforts are underway to apprehend the others still at large. Preliminary investigations indicate that the arrested suspects confessed to the crime, claiming frustration over repeated cases of motorcycle thefts in the community.

The case has been transferred to the State Criminal Investigation Department for further investigation and possible prosecution.

The Federal Road Safety Corps (FRSC) in Cross River State has launched “Operation Isangtim,” a special enforcement campaign aimed at reducing road crashes caused by speeding and other traffic violations.

Sector Commander Innocent Etuk, speaking in Calabar on Wednesday, said the operation, which began on Monday, is part of the agency’s broader goal to cut traffic fatalities by 10 per cent in 2025.

Etuk said the operation targets offences such as speeding, overloading, dangerous driving, tyre violations, and other infractions that frequently contribute to road accidents.

He disclosed that several traffic offenders had already been apprehended, including individuals who attempted to bribe officers.

“Two persons were caught for overloading, eight for driving without valid licences, nine for seatbelt violations, and one for dangerous driving,” he said. Others were cited for offences including failure to install speed limit devices, use of worn tyres, and windshield violations.

Etuk added that the operation is part of a wider strategy to address the increasing trend of overloading, which he described as a major cause of avoidable crashes, injuries, and fatalities.

The Enugu State Commissioner for Health, Prof. George Ugwu, has sealed the X-ray unit of the Poly General Hospital in Asata over safety concerns.

Ugwu took the action during an unscheduled inspection on Wednesday, accompanied by officials from the Ministry of Health. The commissioner said the decision followed the discovery of unsafe practices and multiple regulatory breaches within the radiology unit.

He emphasised that the move was necessary to protect patients, staff, and the wider community from potential hazards linked to improper use of radiological equipment.

A new report has called for the urgent establishment of family courts to handle cases involving children, in line with the provisions of the Child Rights Act (CRA), as part of broader reforms aimed at overhauling Nigeria’s juvenile justice system.

The 2024 report, titled “An Assessment of the Situation of Children and Young Adults Deprived of Liberty in Nigeria,” was produced by the Federal Ministry of Interior with support from UNICEF Nigeria and published in 2025. It presents a critical evaluation of how minors in conflict with the law are treated, pointing to systemic issues that violate both national and international child protection standards.

According to the report, trying minors in regular magistrate or Sharia courts contravenes the CRA and the United Nations Convention on the Rights of the Child (UNCRC), and contributes to the over-criminalisation of children. It argues that such practices expose minors to the risk of being treated as adult offenders, potentially worsening their chances of rehabilitation.

“The current system of trying children and young adults in conventional courts, magistrate courts and sometimes Sharia courts contravenes the law,” the report noted. “It increases the criminalisation of children and young adults and also has the tendency to treat them like adult criminals.”

To address this, the report recommends the widespread creation of functional family courts, particularly in states where none currently exist. It also calls for clear timelines and monitoring systems to fast-track proceedings involving minors, as well as the provision of free legal aid through the Legal Aid Council of Nigeria (LACON) and other stakeholders.

The National Emergency Management Agency (NEMA) and state counterparts in Anambra, Ebonyi, and Enugu have ramped up flood preparedness efforts amid fresh warnings from meteorological authorities, even as many residents in high-risk communities remain reluctant to vacate their homes.

Following alerts from the Nigeria Meteorological Agency (NIMET) and the Nigeria Hydrological Services Agency about the likelihood of severe flooding across 19 states, emergency agencies have mobilised resources and launched public sensitisation campaigns to reduce disaster risk.

In Anambra, authorities say 16 holding centres have been established in flood-prone areas like Ogbaru, Aguleri, and Ifite Ogwari. According to Chief Paul Odenigbo, Executive Secretary of Anambra State Emergency Management Agency (AnSEMA), the centres are equipped with basic amenities, including water and sanitation facilities, to accommodate displaced residents.

Despite these measures, Odenigbo expressed concern that many residents refuse to relocate, even with clear signs of impending disaster. “We have sensitised people on the looming danger, trained local volunteers, and simulated response strategies. Yet, many remain unwilling to leave,” he said.

He added that a recent four-day flood simulation exercise, Ide Mmiri Odachi, held in Ogbaru, has strengthened the preparedness of emergency responders across the state.

In Ebonyi, emergency officials have also launched town hall meetings and sensitisation campaigns to encourage relocation from high-risk zones. Mr. Clement Ovuoba, Executive Secretary of the state’s emergency agency, identified areas like Abakaliki, Izzi, Ikwo, Ebonyi, and Ivo as flood hotspots. He confirmed that requests have been made to the state government for stockpiling relief materials.

Hundreds of civilians have been killed in the Democratic Republic of Congo (DRC) by the M23 rebel group, despite recent ceasefire agreements brokered with international support.

The UN human rights office (OHCHR) revealed that at least 319 civilians were killed by M23 fighters over a two-week span in July. Most of the victims — including at least 48 women and 19 children — were local farmers who had set up camp in their fields during planting season.

The attacks represent one of the deadliest waves of violence in recent years, casting doubt on the effectiveness of peace efforts aimed at ending the long-running conflict in eastern DRC.

UN High Commissioner for Human Rights, Volker Türk, condemned the killings, saying he was “appalled by the attacks on civilians by the M23 and other armed groups” despite a ceasefire signed just weeks earlier.

“All attacks against civilians must stop immediately and all those responsible must be held to account,” Türk said, calling on the parties involved in the peace agreements to ensure real and rapid progress for civilian safety.

Speaking at the public presentation of two books — The Bubbles of Nigeria’s Democracy: The Musings of a Nigerian Journalist and Wadata Wonders: Memoirs of a Partisan Journalist — authored by veteran journalist Ike Abonyi, Obi emphasized the importance of institutionalising political parties that can outlive individual ambitions.

“We are working hard to build a new Nigeria where political parties are organised, enduring, law-abiding and bigger than any government,” Obi said. “Today, those privileged to be in government have contributed to the decay of political parties. This must change.”

He urged Nigerian journalists with deep insights into the country’s political terrain to write more to educate the public and support the evolution of a better political system.

Also speaking at the event, former National Chairman of the Peoples Democratic Party (PDP), Prince Uche Secondus, echoed Obi’s sentiments, lamenting the instability and inconsistency within Nigeria’s political structure.

The judgement, delivered on June 23, 2025, by Justice Musa Kakaki, followed a suit filed by one Ojo Victor Olomi, who challenged the FRSC’s decision to fine him and confiscate his driver’s licence. Olomi was cited for unlawfully repainting his vehicle’s number plate by hand, thereby making it non-reflective and in violation of the National Road Traffic Regulations, 2016.

In his ruling, Justice Kakaki dismissed Olomi’s claims, stating that the applicant had clearly breached traffic laws. The court affirmed that the reflective quality of number plates is mandated for safety, visibility, and enforcement purposes, and that the FRSC’s actions did not infringe on any fundamental rights.

The judge also clarified that the case was distinct from previous rulings that may have raised public confusion, stressing that modifying number plates by hand remains a punishable offence.

The $24 billion Dangote Refinery and Petrochemicals Complex in Lagos has emerged as a powerful symbol of Africa’s business viability and its ability to draw large-scale global investment, according to Dr. Akinwumi Adesina, outgoing President of the African Development Bank (AfDB).

Speaking at the 2025 Standard Chartered Bank Africa Summit in Lagos, Adesina said the refinery’s successful development and operational rollout signals a shift in global perception of Africa as a competitive industrial hub. The facility, now supplying petroleum and petrochemicals across Nigeria, the continent, and beyond, he noted, underscores Africa’s capacity for delivering world-class industrial platforms.

The Dangote complex, located in the Lekki Free Zone, is Africa’s largest oil refinery and the world’s biggest single-train facility, with a processing capacity of 650,000 barrels per day.

Reinforcing this momentum, the African Export-Import Bank (Afreximbank) recently announced a $1.35 billion financing facility as part of a larger $4 billion syndicated loan package to support Dangote Industries Limited. The deal is one of the biggest syndicated financings in recent African financial history and will help refinance the capital invested in the refinery’s construction.

Adesina highlighted that the refinery is just one example of how African corporates can successfully attract global capital when supported with large-scale financing. He also pointed to Mozambique’s $20 billion Liquefied Natural Gas (LNG) project, which drew the largest foreign direct investment on the continent when it was launched.
