Alhaji Muhammadu Shehu Kangiwa was the first elected civilian governor of Sokoto State, Nigeria in the short-lived Nigerian Second Republic, holding office from October 1979 to November 1981.

In 1981, he increased the number of Local Government Areas in the state from 19 to 32.

He died in November 1981, falling from a horse while playing polo in the 1981 edition of the Georgian League.

Nagarta College Sokoto was established and commissioned in the year 1905. It produced many of the Nigerian leaders including Northern Premier, Sir Ahmadu Bello Sardaunan Sokoto and President Shehu Shagari.

Sir Ahmadu Bello (Sardaunan Sokoto) initiated plans to modernise traditional Quranic education in Northern Nigeria. He set up a commission to this effect and gave official recognition to the schools.

The commission recommended the introduction of secular subjects in the schools and creation of different classes for pupils.

He was assassinated on 15 January, 1966.
