The Sayawa Chiefdom and Why The People Should Not Be Deceived Again

By Prof. Bukata Bukar

Believe it or not, for any member of the Sayawa ethnic group of Bogoro and Tafawa Balewa LGA, Bauchi state, the issue of their Chiefdom has been topical for many years. This is partly because it is central to their belief system which they have firmly held to protect against external aggressors for centuries. The Sayawas have a very rich culture that is comparable to none in the state.

The Sayawas agitation for a separate Chiefdom predates our current generation. Gladly, in spite of all odds but to the glory of God, the Chiefdom was created in 2011. The delay on its take-off more than a decade ago could be traced to the mischief of some few individuals both from within and outside the Sayawa Community. Those from within are reacting because they lost out in the game, and also failed to manipulate the "Gung Zaar select" into appointing their brothers as hamlet heads.

As they were initially very close to the "Gung zaar select, because of the above reason, they now distanced themselves from him with several flimsy attempts to link the delay in coronation of the "Gung Zaar select", Air Commodore Ishaku Komo (rtd) to illegality and lack of what they like referring to as "due process". These attempts has always failed woefully because history is replete with how traditional institutions among various ethnic groups in Nigeria started long before the British colonial masters arrived to establish their administration. The Sayawas were not an exception. Though they were unilaterally placed under the Bauchi emirate by the colonial administration through the indirect rule, the Sayawas have never been conquered in a war by any ethnic groupor throughout their chequered history right from Yemen through Ngazargamu to their present location. Until the emergence of "Gung Zaar select" through the process of doctrine of necessity, the last of their central leader was Baba Peter Gonto (1882-2000). This simple historical fact therefore renders the issue of illegality or lack of "due process" invalid or ineffective and unjustifiable for the delay on coronation of the "Gung Zaar select".
The current administration met the "Gung Zaar select" in office, and it will be morally unfair to dismantle his office because even with the colonial administration that met several of such traditional rulers on board when they first arrived, there is no traceable evidence that they dismantle the system. Therefore, the government should not be misled into reversing a peaceful process collectively endorsed by the generality of the Sayawas.

It is a common saying that "once beaten, twice shy". On this ground, I wish to suggest that we as Sayawas henceforth desist from churning reckless statements to the public and respect the selection process that brough Air Commodore Ishaku Komo (rtd) as "Gung Zaae select". The process was in accordance with the Sayawa tradition and should be respected as such. However, I advise that any aggrieved person or group against the process can go to court instead of grandstanding against the people while hiding under the shadows of government. The process started after the demise of the Sayawas leader, Baba Peter Gonto in 2000. Let us not forget that the Gov Muazu Adamu administration had earlier between 1999 and 2007 requested for submission of 3 names for same purpose, but he practically did nothing about it. Some of those calling for "due process" and asking for obeying the traditional laws of the state were silent between 1999 and the 2007 when the Gov Muazu administration deceived their people. It was few of us that had confronted Gov Muazu through several press release that he was deceiving the Sayawas. Disheartingly, it is the same set of people asking the Sayawas to respect the traditional laws of the state as if the Sayawas are rebels. How do you expect courageous people like the Sayawas to trust weak minds. Curiously, some of them were not even close to Gov Isa Yuguda administration which created the Sayawa Chiefdom, yet they are attempting to take some credits for such result. Anyway, they can do so, but let Gung zaar select be. Therefore, once beaten twice shy.

The Sayawas are never a rebellious ethnic group, and no one should give them that bad name by asserting that the choice of Gung zaar select did not follow due process. If the Sayawas are rebellious as they insinuate to the public, they wouldn't have stayed calm and maintain the peace when successive administrations in the state refused to create the Sayawa Chiefdom as recommended by the white paper on Justice Babalakin Commission of Inquiry in 1992. I dont understand why a legitimate call on the government by the Sayawas to coronate the "Gung Zaar select" should be considered an act of disobedience to the state traditional laws.

Lastly, it is no longer in doubt that the Sayawa chiefdom was created in 2011, and has become an entity. To this effect, one may ask if it is "due process", that a Committee on creation of Sayawa chiefdom was set up again by the Gov Bala Mohammed administration. Further more, that some chiefs under the Sayawa Chiefdom who ere appointed under the Bauchi emirate system are still being recognized by government while the "Gung Zaar select" and those hamlet chiefs that are products of the newly created Sayawa chiefdon are being denied their functions is a double standard that should not be overlooked. If there is an ongoing amendment to the law that created the Sayawa chiefdom in 2011, on which law are the other chiefs under the Bauchi emirate now operating? Can there be an amendment without consulting the people through public hearing? Who among the Sayawas is the spokesperson for the government that the Sayawas should listen and trust? I thought Sayawa land is above this deception, as it prides itself of having members with sound intellectual capacity.
Let us stay focused on tract by condemning all sorts of false narratives aimed at distracting the Sayawas, as it was the case between 1999 and 2007. Once beaten, twice shy, but time remains our judge for now.

Thank you

Plateau genocide: Don't be like your predecessors who were mourners-in-chief instead of commanders-in-chief - Dogara tells Tinubu
. Says Killers want to "upend our ways of life"

President Bola Ahmed Tinubu has been advised not to toe the ignoble path of his predecessors who only mourned victims of killings in press statements, thereby reducing themselves to mourners-in-chief instead of taking responsibility as commanders-in-chief

Rt. Hon. Yakubu Dogara gave the advice when he led some serving and former members of the House of Representatives on a condolence visit to Governor Caleb Mutfwang on Saturday in Jos, Plateau State over the recent massacre of about 200 people in Bokkos and Barkin Ladi local government areas.

He urged the President to rise to the occasion and use every available coersive apparatus to locate the perpetrators and sponsors of violence across the country and bring them to justice.

Hon Dogara maintained that those responsible for the genocide and o**y of violence are all out to end our ways of life and must be stopped.

"The perpetrators of these violence are not just crazy but are very dangerous, and the truth is that they won't just stop until we stop them. We must stop them. Who has the responsibility to stop them? It is the commander-in-chief, but previously, they reduced themselves to mourners-in-chief instead.

"It means using whatever coersive security apparatus we have as a nation to locate where these perpetrators are and their sponsors wherever they are littered in the ungoverned spaces that we have in Nigeria whether in Plateau, Nasarawa, Benue, Katsina, Zamfara, Sokoto or in southern Kaduna or in the south, we must locate them and after locating them, the commander-in-chief must take justice to them or bring them to justice."

He continued: "The failure to either take justice to them or bring them to justice has always been the bane of the fight against terrorism and violence in Nigeria because it emboldens them. If they will kill on the Plateau and go scot-free, why won't they kill in any other state in the North and in the South?

"Failure to act at that level is more or less an incentive for them to continue to deploy this unbridled violence on the people. So, my call, therefore, is to the President to rise up and for him to know that condolences at this moment, whether on the Plateau or elsewhere in the country, are better given in form of decisive action against the perpetrators of these violence and not by mere words.

"It beats my imagination as to why these things are happening in a country like Nigeria; violence, sponsors of violence and those who actually participate in it. We may not know the reasons why they do this, as is the case with Plateau, but we can not deny that they want to upend our ways of life.

"I read some commentaries of people who were trying to allude to politics which sought to lay the blame on the corridors of this State House, but we all know that although you are the Chief Security Officer of the state, you do not command or control any troops. Except for those who don't know how the federation of Nigeria is structured.

"Obviously, we have heard your passion about ending this circle of violence even during the campaigns, and we have seen how you are pursuing the issue of peace on the Plateau. We know how passionate you are, but if you don't have the troops to deploy, you are reduced to just passing information, and if it is not acted upon, then what do you do?

"We are here to extend our heartfelt condolences to you, the people of Plateau State and especially the families of the victims of this unfortunate act of terrorism that was visited on the Plateau. We pray that our God, who is the God of all comfort, will comfort you all. We pray for the end of this kind of violence on the Plateau and also in Nigeria."

Responding, Governor Caleb Muftwan who expressed gratitude to the former Speaker for always identifying with Plateau state, urged him not to be silent but to keep pushing for the interest of the people.

"There is a delibrate orchatrated plan to cause mayhem so as to discomfit us. We may be knocked down, but we are not knocked out. Our spirits are not broken. God has placed us where we are, and He will preserve us, " He said.

He regretted that killings have continued unabated on the Plateau for years and argued that Nigeria risk becoming like Somalia.

"It is unforntate that this circle has continued for years. We are praying that as a nation we will get it right so that we toe the path of justice so that we don't allow people to slip into self-help because once we allow the people to go into self help, we will become another Somalia.

"I think I can with all boldness say that I see a desire for a shift with the current president. I see a desire to change the narratives to rewrite the story and get things right. I have Interracted with him a couple of times, and I think he carries a burden to end this violence. What we need is a mass of critical leaders to rally round him to be able to expand his scope so that he understands the root and immediate causes of these problems and to proffer solutions.

"There is an economy that has been built around this insecurity. We need to know who the financiers are and who paid for the hundreds of AK47 rifles? Where did they get them from? "

Governor Mutfwang also reiterated the commitment of his administration to in collaboration with the Federal Government to bring to an end the carnage and decades of attacks that have claimed several lives in Plateau State.

He concluded his remarks by commiserating with the former Speaker over the transition to glory of his mother and prayed God to grant him the fortitude to bear the irreparable loss.
