Governor Radda Inaugurates Startup Council, Sets N250m Annual Grant for Young Entrepreneurs

* Katsina Becomes First State in Nigeria to Domesticate Startup Law

Katsina State Governor, Malam Dikko Umaru Radda, has inaugurated the Katsina State Council for Digital Innovation and Entrepreneurship, making the state the first sub-national government in Nigeria to fully domesticate and institutionalize the Startup Law.

Governor Radda announced during the inauguration ceremony at Government House on Thursday that the state has established a Startup Grants and Investment Fund with a guaranteed minimum of N250 million annually to help innovative businesses grow, scale, and compete globally.

The governor described the occasion as an important milestone in the state's journey toward a modern and inclusive digital economy.

"The Katsina Startup Law is not just another policy document; it is an engine for growth. It provides a solid framework to create an enabling environment, streamline regulations, promote research and development, support incubation and acceleration, and connect startups with investment and markets," Governor Radda stated.

He explained that the creation of the council aligns with his administration's broader vision to modernize governance, diversify the economy, generate jobs, and promote shared prosperity across all local government areas.

The governor noted that this vision has already produced key institutions such as the Katsina State Directorate of Information and Communication Technology (KATDICT) and the Katsina Development and Management Board (KDMB), both playing vital roles in advancing the state's technology and innovation agenda.

Governor Radda disclosed that Nigeria's ICT sector currently contributes about 18 per cent to national GDP, emphasizing the increasing importance of technology in shaping the future of work and industry.

"Katsina must not stand behind; we must lead. We are sending a clear message that this state is ready to build a strong innovation economy capable of nurturing globally competitive startups and creating meaningful jobs for our youth," he declared.

The Director General of Katsina Directorate of Information and Communications Technology, Naufal Ahmad, revealed that the Startup Bill establishes a complete end-to-end innovation support system including incubators, accelerators, venture-building programmes, and a Credit Guarantee Scheme enabling startups to access capital using intellectual property, shares, and chattel assets as collateral.

Ahmad noted that Governor Radda demonstrated visionary commitment to digital innovation even before the passage of the bill by conceiving and funding the first state-backed startup incubation programme in partnership with Katsina's first technology hub.

"At the Arewa Tech Festival, startups from Katsina took home every prize, and many went on to win at national and international stages. That success was not luck—it was deliberate leadership," the KATDICT boss said.

Ahmad disclosed that the state will launch a Startup Support and Engagement Portal—a one-stop platform for registration, incentives, market access, procurement, and investment opportunities—alongside a Startup Consultative Forum to ensure ecosystem participation in decision-making.

He explained that the state will establish innovation clusters, hubs, and enterprise centres across local governments, technology parks, talent development centres, and Technology Development Zones to attract investment and exports, ensuring innovation is distributed statewide.

The KATDICT DG also disclosed that the council brings together government, academia, and industry in a triple-helix model of innovation ensuring synergy and shared responsibility.

Earlier, Governor Radda announced that he will personally chair the council, which includes his Economic Adviser, the Director-General of KASEDA, the Executive Secretary of KTDMB, the Commissioners for Budget and Economic Planning, Finance, and Justice, as well as two representatives from academia, two from the ICT ecosystem, and three from the Startup Consultative Forum, including two women.

"I have chosen to chair this council myself to ensure our goals are achieved with urgency and precision. Together, we will build an economy where young people turn ideas into enterprises, where businesses grow with confidence, and where technology becomes a true tool for prosperity, peace, and progress," the governor promised.

Ahmad assured that KATDICT, as secretariat, is committed to coordinating programmes, managing the startup portal, supporting capacity building, and ensuring every founder has a pathway to success.

Governor Radda Distributes Free Vesico Vaginal Fistula (VVF) Surgeries and Women Empowerment Packages

* Commends First Bank for Humanitarian Partnership as 50 Women Benefit from Life-Changing Surgeries and Empowerment Support

Katsina State Governor, Malam Dikko Umaru Radda, has reaffirmed his administration’s strong commitment to quality healthcare delivery and women’s empowerment during the official flag-off of the Free Vesico Vaginal Fistula (VVF) Surgeries and Women Empowerment Programme, held today at the Katsina Hospital Services Management Board.

The initiative, jointly organized by the Katsina State Ministry of Health and the Ministry of Women Affairs in collaboration with First Bank of Nigeria Plc, aims to provide free surgical operations and rehabilitation support for women affected by Vesico Vaginal Fistula.

In his remarks, Governor Radda commended First Bank of Nigeria Plc for sponsoring the programme as part of its Corporate Social Responsibility (CSR).

He described the gesture as deeply humanitarian and transformative, emphasizing its far-reaching impact in restoring dignity, confidence, and hope to women battling VVF.

The Governor explained that 50 women living with VVF would benefit from the free corrective surgeries and receive empowerment packages to help them rebuild their lives with renewed strength and purpose.

He added that the partnership serves as a model for how the private sector can collaborate effectively with government to improve lives and promote social inclusion.

Governor Radda further noted that the initiative aligns with his administration’s broader vision to strengthen healthcare delivery across Katsina State. He highlighted ongoing reforms such as the recruitment of additional health workers, the renovation and upgrading of hospitals and primary healthcare centres, and the introduction of 24-hour service at all primary healthcare facilities.

He also disclosed that work is progressing on the construction of a modern Imaging Centre in Katsina, which will house advanced radiology, cardiology, cancer, and laboratory units. The Governor revealed that the facility—expected to be commissioned next year—will be the first of its kind in the state.

Governor Radda praised healthcare professionals across Katsina for their unwavering dedication and service to humanity, commending the Chief Medical Director and the General Manager of the Katsina State Hospital Management Board for their commitment to improving healthcare delivery.

“Our administration remains fully committed to improving healthcare and the well-being of our people,” Governor Radda said. “When partners like First Bank join hands with us, we move closer to building a Katsina where every citizen can live a healthy and dignified life.”

He reaffirmed his administration’s readiness to deepen partnerships with the private sector, medical professionals, and development partners to ensure that Katsina women live healthier, safer, and more fulfilled lives.

In his remarks, the Honourable Commissioner for Health, Dr. Musa Adamu Funtua, commended First Bank for its generous humanitarian intervention, describing it as an exemplary act of corporate partnership in service of humanity.

He urged other public and private institutions to emulate the gesture and assured continuous government support and follow-up care for all VVF patients across the state.

Speaking on behalf of First Bank of Nigeria Plc, Alhaji Shehu Aliyu, who represented the Managing Director, Mr. Olushegun Alebiosu, reiterated the bank’s belief that access to quality healthcare is a fundamental right for every woman.

He explained that the free VVF surgery and empowerment initiative reflects First Bank’s continued commitment to restoring dignity, health, and hope to women affected by the condition. He further noted that Vesico Vaginal Fistula is not only a medical challenge but also a social and emotional burden that denies women confidence and opportunity.

“Our goal is to help women live free from pain, shame, and isolation by supporting them with care, empowerment, and inclusion,” he said. “When we empower women, we strengthen families, communities, and the nation.”

Also speaking, the General Manager of the Katsina State Hospital Management Board, Dr. Muhammad Nazir Shehu, described the VVF programme as a landmark milestone in the state’s healthcare history. He introduced the first beneficiary of the surgery, whose operation was sponsored by First Bank, and commended the organization for its compassion and generosity.

Dr. Shehu explained that Vesico Vaginal Fistula, often caused by prolonged or obstructed labour, remains a serious condition that affects both the physical and emotional well-being of women.

Among the dignitaries present at the event were the Chief of Staff, Alhaji Abdulkadir Mamman Nasir; Principal Private Secretary, Alhaji Abdullahi Aliyu Turaji; Member representing Rimi/Charanchi/Batagarawa Federal Constituency, Hon. We note that the former Minister is a member of the ruling party APC and a loyalist of former President Muhammadu Buhari.

We are skeptical about the allegations, and wonder if they are being used as a pretext to target opposition and critics of the President Bola Ahmed Tinubu administration. The timing of these allegations, amidst the president's second-term bid, raises suspicions about the true intentions of the government.

The Arewa Unity Forum believes that the allegations lack concrete evidence and may be a sign of fear and insecurity within the president's administration. We urge the government to provide transparent and credible evidence to support these claims, and to ensure that due process is followed.

We also note that the ruling party APC is facing internal challenges and divisions, which may be contributing to the uncertainty surrounding the president's second-term bid. The Arewa Unity Forum calls on the government to focus on addressing the socio-economic challenges facing Nigerians, rather than engaging in actions that may be perceived as targeting opposition and critics.

Governor Radda Felicitates Senator Abu Ibrahim at 80 — Describes Him as a Distinguished Statesman and Loyal Democrat

Katsina State Governor, Malam Dikko Umaru Radda, has congratulated elder statesman and former lawmaker, Senator Abu Ibrahim, on the occasion of his 80th birthday anniversary.

In his congratulatory message, Governor Radda described Senator Ibrahim as a principled politician, patriotic leader, and loyal democrat whose life and career have been dedicated to public service, the growth of democracy, and the unity of Nigeria.

The Governor noted that Senator Abu Ibrahim, a proud son of Katsina State, has earned his place among Nigeria’s most respected political figures, having served his people and the nation with integrity, courage, and wisdom.

“Senator Abu Ibrahim remains a shining example of leadership built on honesty, loyalty, and a strong commitment to national development. His contributions to democratic governance, both during and after the military era, continue to inspire younger generations of leaders,” Governor Radda said.

He recalled the Senator’s remarkable service in the Nigerian Senate, where he represented Katsina South Senatorial District across different political periods, including the Third and Fourth Republics, demonstrating unwavering dedication to his people and progressive ideals.

The Governor also highlighted Senator Ibrahim’s key role in championing the merger that led to the formation of the All Progressives Congress (APC) in 2013, describing him as “a bridge-builder whose vision and experience helped lay the foundation of modern Nigerian democracy.”

“Over the decades, Senator Abu Ibrahim has shown uncommon loyalty to his friends and allies, standing firm for justice and good governance. His courage during the pro-democracy struggle and his steadfast devotion to national unity remain truly admirable,” he added.

Governor Radda further commended the octogenarian’s mentorship of younger politicians and his invaluable contributions to policy formulation, particularly in the areas of civil service reform, housing, and economic development.

“Senator Abu Ibrahim humility, patience, and wisdom have made him a moral guide and father figure to many, both within and beyond Katsina State. He embodies the finest traditions of public service,” the Governor stated.
