NATIONAL LEADERSHIP OF NUP MEETS GOVERNOR OTTI, APOLOGIZES ON BEHALF OF STATE NUP, AS GOVERNOR OTTI REASSURES COMMITMENT TO REVISIT AGREEMENT WITH PENSIONERS.

Abia State Governor, Dr. Alex Otti, received the leadership of the Nigerian Union of Pensioners (NUP) and reassured them of his commitment to revisiting the lingering issues with the State Chapter of the Union.

Governor Otti, who received the delegation of the NUP led by its National President, Mazi Godwin Abumisi, in his office on Tuesday, while responding to the plea by the National leadership of the NUP to forgive the Abia State Chapter of the Union and revisit the matter. Recall that the Governor had promised to take a second look at the issue in response to the plea made by a priest at an event held at FMC Chapel, a few months ago.

The Governor directed his Senior Special Assistant on Labour Matters, Comrade Godson Aǹucha to lead the negotiation and revisit the issues with the NUP leadership in the State, with the Secretary to the State Government, Prof. Kenneth Kalu, Chief of Staff to the Governor, Pastor Caleb Ajagba, Special Adviser to the Governor on Media and Publicity, Mr. Ferdinand Ekeoma and Special Assistant to the Governor on Special Duties, Dr. Betty Emeka-Obasi as members of the negotiation committee.

"So, I will still have the SSA Labour lead the discussion. And all the people on this table are part of it, including the SSG. So that we can engage, put on our thinking caps, and know how to resolve the problem.

"I'm happy that you (NUP National Executives) are here today. So, my response is that we will look at it. Like you know and you have also said, we are not culpable. Some of them (arrears) date back 10 years or even more.

"So, it's something that we need to manage. I don't have an answer to it now. I don't even know how much it is. Because it keeps climbing. And, as more people retire, the number goes up.

"But I believe that there must always be a way to solve a problem once the Will is there. And I can assure you from this side of the table, the Will is there to solve the problem," Gov. Otti stated.

Governor Otti narrated how he invited the leadership of the Abia State NUP over for discussions and how they twisted the whole story against him, adding that the visit of the National leadership would not have been necessary if the leadership of NUP in the State spoke in the way and manner the National President did.

"They (NUP State leaders) were not the ones that called me. I was the one that invited them. After I took over, I said, Please, can we look at this? The first meeting we had here, they were surprised that I called them. The meeting was held here, I presided over it. I now set up a committee.
“I say it all the time; it is only God that does not make mistakes. The issue is not about making mistakes; it is about learning from your mistakes. But you should not deny when you make mistakes. You should not pretend that what you said or what you did, that you didn’t do it.

“You should not also come and tell lies. If there is anything in all these that brought us here today, it is about lies. Ask Abia people, one thing that this Government does not do is tell lies. We are people with integrity, ” Governor Otti asserted.

"What we tried to do, just to set the record straight, when we came in, we looked at the total indebtedness. It was too much.

“The leadership said that what is important to them is not the arrears, but that it is for them to be able to plan. That, if I can start paying full pension from the beginning of my administration, I should forget about the arrears. “I said no, it is not fair. It is like a man that is down; you can’t also kick him. A man whose hands have been tied behind, when you slap him, he can’t respond…But I have secured 10 billion Naira to pay you people – to take out all the indebtedness. They were happy as they were being owed several months of arrears, as at that time,” Governor Otti added.

Governor Otti disclosed that they distributed it, so that the people who were owed one million and less, got 100% of their money, while those that theirs ran into millions were paid up to 60% in the distribution of the 10 billion, and everybody was happy.

Speaking earlier, the National President Mazi Godwin Abumisi, who commended Governor Otti's leadership acumen and visible achievements in different sectors, said that they came to plead with the Governor to forgive the leadership of the NUP in Abia State and revisit the lingering issue of pensions and gratuity in the State, saying that whatever document they signed with the State Government concerning their pensions was signed in ignorance.

"I am here to plead with you to tear that document. After they had signed it, they reported to me at Abuja, and I said it is not done.

"We are not here today to argue whether they did it or not. Your Excellency, I plead, forgive them; they didn't know what they were doing.

"Your Excellency, when we were coming, we saw new roads, we saw houses and other developmental strides. You are paying salaries and wages. You are paying pensions. You pay gratuity. And, I am not afraid to say that Dr. Alex Otti, Governor of Abia State, is a star performer," Mazi Abumisi stated.

The meeting was well attended by senior appointees of the Government.

GOV. OTTI INAUGURATES ABIA STATE NUTRITION COUNCIL.

Abia State Governor, Dr Alex Otti on Tuesday, inaugurated the Abia State Council on Nutrition to implement the Nutrition 774 (N-774) Initiative of the Federal Government in Abia State.

Inaugurating the Council which is constituted to provide overall leadership, policy direction, coordination and oversight for the effective implementation and sustainability of nutritional activities across the State in line with the policy directives of the Federal Government N774. Governor Otti said that the initiative is a welcomed development.

Governor Otti said that the advocacy visit to the State by the National Technical Working Group, led by the Senior Special Assistant to the President on Public Health and the Focal Person on Nutrition 774, Dr. (Mrs.) Uju Rochas - Anwukah would awaken the consciousness of the State to become intentional in the reporting of nutrition indicators across various sectors of the State's economy.

"Clearly, when you talk about nutrition, the initiative is very good and we welcome it. The heavy investments we are making, first of all, in healthcare, 15% of our total budgets envelopes in the last two years has been reserved for healthcare and 20% for education. So that's a whopping 35% of the total budgets.

"So, when you see us fixing roads in Aba, in Umuahia, cleaning up the environment, ensuring that the investments we are making in healthcare, you will find that if people are well fed, they will probably not be sick. So, you will find that your investment is good there, and the number of people that takes ill will be reducing.

"So, what am I driving at? I'm saying as a Government, we've taking those decisions that give the kind of outcomes you are monitoring.

"But, we have not been deliberate in monitoring the numbers. And now that you have come here, if there's nothing that you have succeeded in doing, it's to now get us to be deliberate in monitoring our numbers," Gov. Otti stated.

He urged members of the newly inaugurated Nutrition Council to ensure effective coordination and performance tracking, noting that such attitude is a direct intervention which he said is important.

Presenting an overview of the initiative, the Senior Special Assistant to the President on Nutrition and the Focal Person for the Nutrition 774 initiative, Dr. Uju Rochas-Anwukah said that the N-774 is a multi sectorial, community based programme established to improve nutritional outcomes across the 774 LGAs in the country.

Dr. Rochas - Anwukah, who said that malnutrition is a global manace that requires a collective efforts to combat, regretting that Nigeria is ranked number 2 globally in malnutrition and added that malnutrition contributes to about 45% of children deaths and drives intergenerational poverty.

She said that a national framework, Nutrition 774, which is a flagship programme of National Council on Nutrition has been collectively developed to tackle the manace of malnutrition . She added that Nutrition 774 adopts a multisectoral approach to health, food systems, education, social protection, water sanitation etc.

She commended Governor Otti for the transformational works he is doing for Abia people which speaks volumes of his leadership capacity.

"We may not reside here, but even from Abuja, we hear the testimonies of progress. We sincerely commend you, and this speaks volumes of your leadership and vision, and we congratulate you and your entire team. Your Excellency, malnutrition is a menace killing our people.

"It's a global challenge. It doesn't just exist here in Nigeria. It's a universal issue that does not understand tribal differences.

"It doesn't understand religious differences. It does not understand political differences. But, it's one that requires a collective, collaborative effort across all sectors and across all tiers of Government," Dr. Rochas -Anwukah stated.

The Council which will be chaired by the Governor has its membership drawn from various line Ministries including; Commissioner for Budget and Planning who serves as Vice Chairman, Chairman House Committee on Food and Nutrition, ALGON Chairman, Commissioners for Health, Agriculture, Basic and Secondary Education, Finance, Women Affairs, Information, Arts Culture and Creative Economy, Power and Public Utilities, Poverty Alleviation and Social Protection while the Permanent Secretary Ministry of Budget and Planning serves as Secretary of the Council.

The meeting and inauguration was attended by senior Government appointees.

‎EDUCATION AND HEALTHCARE, MAJOR PARTS OF OUR AGENDA – GOVERNOR OTTI, THANKS AMERICA HOME AID HEALTH TRAINING INSTITUTE FOR PARTNERING WITH LUX MUNDI UNIVERSITY IN ABIA FOR EXCHANGE PROGRAMMES IN THE US.

‎The Governor of Abia State, His Excellency, Dr. Alex Otti, OFR, says that education and health remain major parts of his administration’s agenda.

‎Governor Otti disclosed this on Wednesday, July 16th, when he played host to the Board of Trustees of Lux Mundi University, Umuahia, led by the alternate chair of the Board of Trustees, Prof. Ahmed Abubakar Audi, mni, OFR, who is also the Commandant General of the Nigeria Security and Civil Defense Corps.

‎The Lux Mundi Board came to inform the Governor about a partnership with the Home Health Aid Training Institute, United States of America (USA) which will see 50 of their students travel to the United States next month for an exchange programme with the institute and also to invite the Governor to their 2nd matriculation programme taking place on July 18th.

‎Addressing his guests, Governor Otti, who was delighted to hear the cheering news, said, “For us in the State, the major things you put on the table are part of our agenda since we came in 2023 – Education and Health. In the last 24 months, we have allocated 15% of our Budget to health and 20% to Education.

‎Governor Otti explained that he decided to tackle the challenges his administration inherited in the education and health sectors from the root cause. “We found that the number of out-of-school children was actually increasing. We looked at the whole situation, on a Monday or Tuesday, you see children of school age hawking things – akara, groundnut, etc. When we checked, we found out that it was because of school fees that a lot of them could not afford to go to school.

‎“Therefore, from the beginning of this year, we removed school fees and education became free and compulsory at the basic level,” the Governor stated amidst applause.

‎The Governor disclosed that the free education policy of his Government led to an upsurge in school enrollment, which threw up a huge manpower challenge to the already existing problem of lack of teachers, as well as the need to fix the dilapidated schools, as the learning environment is also important.

‎Speaking further, he said, “First of all, we tried to make teaching attractive by improving their pay and also making all the total compensation package more attractive than even the Civil Service,” He added. The Governor explained that the employment of 5364 new teachers was not enough to contain the continued upsurge in enrollment in public schools. Presently, the Government is processing the employment of an additional 4000 teachers to ensure that every school has adequate, well-trained, and motivated manpower.

‎“The fact that your parents are not rich should not deny you the opportunity to go to school,” Dr. Otti declared

‎On Health, the Governor revealed that his administration inherited a dysfunctional Primary Healthcare system in dilapidation and lacking in manpower. None of the 948 Primary Healthcare Centers (PHCs) was working. “The first thing we did was to design a minimum standard template for primary Healthcare Centers,” the Governor stated,

‎On the ongoing renovation, remodeling, and retrofitting of 200 PHCs, he said, “At the last count, 138 have been completely retrofitted, with the remaining 62 making it 200 to be completed soon. We have commissioned those that we have fitted properly. The last one was in Bende. ‎“The Primary Health Centers are fitted with renewable energy – solar power.

‎On the ongoing recruitment of more manpower into the health sector, the Governor said, “As we are rolling out the Primary Healthcare Centers, we also found that there were scarcity of healthcare professionals. We have also tried to upgrade the compensation package for healthcare professionals in the State, and I just gave approval for the hiring of 771 of them. The recruitment portal is open currently.

‎“We have to be deliberate about policies that would help our healthcare workers stay,” The Governor explained that people who ordinarily would not have access to healthcare, now have access to healthcare by the fixing of the Primary Healthcare Centers and other investments in the health sector.

‎He commended the Board of Trustees and management of Lux Mundi University for introducing Nursing and Health Services among the course they offer and assured them of the continued support of the State Government wherever it can “I’m very glad that you introduced faculty of Nursing and Health Services and I’m sure we would be able to partner one way or the other.

‎Governor Otti thanked Dr. Mario Santiago, Chief Executive of America Home Aid Health Training Institute, Westbury, New York, USA, who came to Nigeria to profile the 50 students of Nursing Science of Lux Mundi University, approved by the American government for student exchange programme next month, for the partnership. He assured her that she would not regret it.

‎He equally commended the founder and Pro-Chancellor of the University, Prof. Gabriel Okenwa Esq, OFR, for establishing a University, noting that not a lot of people can do that because the profit does not come quickly.

‎Dr. Santiago expressed her gratitude to Governor Otti for trusting the University, saying that he was grateful to be in the Governor’s presence. She assured that she would do everything she can to support the University to succeed.

‎The founder and Pro-Chancellor of Lux Mundi University thanked Governor Otti for his transformative leadership in the State, saying that he had written a book in 2014 on Transformative Leadership, which he used Governor Otti as a case study. He explained that what is happening in the State under Governor Otti’s visionary leadership is the fulfillment of the content of the book.

‎He informed the Governor that the University is growing, attracting collaborations with international organizations like the America Home Aid Health Training Institute, whose Chief Executive, Dr. Maria Santiago, came to profile 50 nursing students of the University who would be leaving for the United States of America next month for an exchange programme.

‎Earlier in his speech, the alternate chairman of the board of trustees of Lux Mundi University, Prof. Ahmed Abubakar Audi, mni, OFR, thanked Governor Otti for receiving them, and introduced members of the delegation, including their partners from the USA, and yielded the floor for the members of the delegation to speak.

Right from inception, Governor Alex Otti-led administration in Abia State, has remained very passionate about investment in Digital Technology and Innovation.

The administration has made deliberate efforts not only to conscientise Abia youths on the vast opportunities in the sector, but also made it easily accessible.

A number of trainings and workshops have been organised for youths with apt in digital technology and innovation.

The benefits of these efforts are beginning to manifest as evidenced by the inclusion of four Abians among the participants in an International All - Expense - Paid Seminar on Cloud Data Center Planning and Construction, scheduled for Hubei, Jiangsu, and Henan Provinces, People's Republic of China, from today, July 17th to August 6th, 2025.

This is a testimonial of the global appreciation and reciprocity of the Governor's efforts to make Abia a major digital hub in Africa.

The seminar, organized and sponsored by the Wuhan Research Institute of Posts and Telecommunications (FiberHome Technology Group), through the Office of the Consul General, will cover critical topics including: Cloud Data Center Design and Security,
Application of AI, and 5G in Data Networks, Smart City Infrastructure, and International Exchange on Digital Transformation Practices.

Gov. Otti has so far demonstrated firm commitment to promoting global exposure and technical excellence among public and civil servants in line with his administration’s core vision.

Under his focused and transformational leadership, Abia State is being repositioned as a beacon of innovation, transparency, and infrastructure-driven prosperity.

The up-coming international engagement in China and its likes which had in the past, eluded the State, have now become frequent since Otti came on board.

This seminar represents yet another milestone in the ongoing effort by the Otti-led administration to align Abia's human capital with the demands of a competitive global digital economy.

The Abia contingent, is among other things, expected to engage fully with the programme, prepare a brief national presentation on Nigeria’s and Abia’s data infrastructure efforts, as well as contribute to post-engagement reporting and knowledge sharing.

Upon their return to the State, the participants including three civil servants, are expected to contribute to Abia’s digital transformation agenda.

Just recently, Governor Otti granted automatic employment to 19 best-performing graduates of the digital training programme, TechRise, organized by the Abia State Government and the 17 Local Government Mayors in conjunction with LearnFactory Nigeria.

The Governor who announced the automatic employment during the graduation ceremony of the Abia TechRise ICT training programme held at the JAAC Building Secretariat in Umuahia, said that the gesture was aimed at promoting digital technology in the State.

He had also directed that another set of 850 trainees, representing 50 persons from each LGA be taken for the second batch of the TechRise ICT training, with a further instructed that the graduands be given laptop computers for the training to enable them, upon graduation, start business with the knowledge they have acquired.

Governor Otti has never hidden his administration’s commitment to empowering people with 21st-century, viable skills especially ICT where the world is now drifting towards.

This aligns with his philosophy that rather than giving someone a fish, it's better to teach our people how to fish.

The Abia TechRise, a transformative initiative by Governor Otti has become a vehicle for the empowerment of Abia youths with practical digital skills within three months and issuing them global passports to become global citizens.

As aptly captured by the Commissioner for Local Government and Chieftaincy Affairs, Sir Uzor Nwachukwu, "Abia TechRise is not just a training programmes, it is a movement, and a platform for unlocking the latent potentials of Abia youths and positioning them for relevance in the 21st century digital economy.”

Gov. Otti's intention is to make Abia the leading exporter of digital and ICT experts across the globe in the years ahead.

‎GOVERNOR OTTI THANKS FG FOR APPROVING THE CONSTRUCTION OF NSCDC COMMAND IN ABIA, ALLOCATES LAND FOR THE CONSTRUCTION.

‎Abia State Governor, His Excellency, Dr. Alex Otti, OFR, has expressed his gratitude to the Federal Government for the approval for the construction of the Nigeria Security and Civil Defense Corps (NSCDC) command in Abia State and gave approval in principle for the allocation of land as the construction site of the command.

‎Governor Otti expressed his gratitude on Wednesday, 16th July, and gave approval for the allocation of land when he received in audience the Commandant General (CG) of the NSCDC, Prof. Ahmed Abubakar Audi, mni, OFR, who paid him a working visit in his office as he arrived Abia State for an operational tour.

‎“I want to thank you for bringing the news of the approval by the Minister to construct a command. It is good news. So, CG, when you get back, let the honourable Minister know that we already have approved in Principle a suitable land for the construction of the command,” Governor Otti stated.

‎He directed that the Commissioner for Lands and Housing sees him before the end of the week so that a suitable land would be identified and allocated to them for the command.

‎Dr. Otti stated that Abia State is blessed because some of the security challenges being experienced elsewhere are not happening in the State, while acknowledging that it is difficult to have 100% security.

‎He acknowledged the good works the service commanders in the State are doing, noting that they are very dedicated to their duties. “They don’t sleep so that our people can sleep. Anywhere there is a breach, in seconds they are there, the Army, the Police, the Navy, the DSS, your team, and Others,” he stated.

‎“For us, security is the key; it is the most important thing in the State. It is clear that everything we are doing, if we ignore security, those things will fail. You may build roads, build bridges, clean up the environment, build schools, build hospitals, but if people cannot safely go out of their homes, it is only a question of time before those places become lonely places, even the State itself, you will see, people moving out. That is why we are deliberate about issues of security,” the Governor asserted.

‎The State Chief Executive disclosed that his administration has made the State uncomfortable to those who want to perpetrate and perpetuate violence and informed his visitor of an operation earlier in the day in which the security agencies raided a criminal camp in Isiukwuato and completely cleared it.

‎The Governor thanked the NSCDC Commandant General and his entourage for coming to Abia. He commended the Federal Government for appointing him to such a position, stating that it was well-deserved, given his intellectual accomplishments, competence, and capacity. He equally thanked him for paying attention to what is happening in Abia and for his kind words in acknowledging the modest achievements of his administration.

‎Earlier in his speech, the Commandant General of the Nigeria Security and Civil Defense Corps stated that he was in the State for an operational tour, visiting to familiarize himself and appreciate Governor Otti for what he is doing in Abia and Nigeria at large. He informed the Governor that the Honourable Minister has approved the construction of the Abia State Command of the NSCDC from the Federal Budget.

‎“Because of the way you have been responding to security issues, I would like to tell you that the Honourable Minister has approved the construction of Abia State Command from the Federal Budget (among the five States selected to construct new Commands).

‎“We want to say, please, we need you to allocate a parcel of land that is not too far from the city so that we can give you a very befitting command that will House the Personnel of the Abia State command. It will go a long way to spur them, to encourage them to give their best,” Prof. Audi stated

‎He thanked the Governor for the things he has been doing for the Corps in the areas of logistics supports, donation of vehicles, making them part of the State’s joint security taskforce “Operation Crush”, among other things, as the State Commandant has been briefing him. He described the Governor as a security-conscious leader.

‎The NSCDC Boss went on to describe Governor Otti as humility personified, saying that, it is difficult to find a Governor who lives and dines with his people and still answers phone calls despite his very busy schedule.

‎Governor Otti was joined in receiving Prof. Audi and his team by the Special Adviser on Security, Navy Commander MacDonald Uba (rtd), Senior Special Assistant on Homeland Security and Fire Emergencies, Mr. Chukwunenye Alajemba, and the Chief Security Officer to the Governor (CSO), Sir Ken Nwosu.

GOV. OTTI FLAGS OFF REHABILITATION OF ABA REGIONAL WATER SCHEME.

Abia State Governor, Dr. Alex Otti has officially flagged-off the rehabilitation of Aba Regional Water Scheme, an initiative set up by the State Government to increase access to safe drinking water for every family in the State.

Flagging off the project at the premises of St. Joseph's College, CKC Aba, Governor Alex Otti noted that, the resuscitation of the existing water schemes and the addition of new ones across the State are the integral components of the Abia Integrated WASH Accelerated Programme.

In the words of Governor Otti, "Our vision is to build a community where there is a public water stamp post within a two to three minute walking distance from every home.

"The initiative seeks to cut down the amount of time that thousands of individuals especially children and mothers commit to sourcing water from private boreholes or remote streams.

"The initiative, in addition to guaranteeing steady and sufficient water supply, will also support human hygiene and effective sanitation.

"Beyond Water Supply is a health care and human support initiative that will ultimately improve the health of our communities, support the economy through improved productivity, and give new impetus to our efforts to create mass prosperity, Gov. Otti stated.

He added that the project would also support emergency response services, especially in moments of fire outbreaks, enabling rescue workers to save lives and mitigate damages to property. He disclosed that he is resolute in his resolve to restore public water supply to Aba, Umuahia, and across the 57 rural water schemes in the State.

The Governor directed that the security teams be deployed to guard public assets and keep vandals at bay and encouraged all to pay close attention to public facilities and report suspected acts of sabotage to the appropriate authorities.

The Governor, who granted the request of the students of the St. Joseph's College and directed the General Manager of ASEPA to ensure that before the end of the week, a refuse bin is delivered to the school also approved the establishment of Computer Based Test (CBT) Centre within the school with at least 250 computers.

He commended the contractor handling the project and representive of Vena Cava Technologies Nig. Ltd., Mr. Miloslav Mitic for his experience and commitment towards the project.

Also speaking, the member representing Aba central Constituency, Hon Ucheonye Stephen and the leader of Aba organised private sector, Ide John Udeagbala appreciated Governor Otti for the water project and assured him of the continuous support of their people.

In their speeches, the Commissioner for Power and Public Utilities, Engr. Ikechukwu Monday and the General Manager Abia State Water and Sewage Corporation, Engr. Felix Okonkwo, who gave a brief history of the Aba Water Scheme said that the event is a bold and transformative initiative of Governor Otti towards improving the lives of the people

They noted that the water project would improve sanitation, healthcare and hygiene in schools and informed the audience that the duration for the revamping of the scheme is 6 months.

In a goodwill message, the Catholic Bishop of Aba Diocese, Most Rev. Prof. Augustine Echema commended Governor Otti for the laudable project he initiated.

The Bishop, who described it as a new beginning in Abia State, said that the Governor is matching words with action, adding that Abia has not have it so good as it is today.

The event was attended by the Chief of Staff to the Governor, Pastor Caleb Ajagba, Ph.D, Mayors of Aba South, Aba North, Ukwa East, Osisioma and other senior members of the Abia State Government, including members of the Aba business community, members of Labour Party and members of Abia Arise among others.
