GOV. OTTI COMMISSIONS UMUEÑE COURT COMPLEX, VOWS TO ENSURE CONDUCIVE ENVIRONMENT FOR JUDICIAL STAFF.

Abia State Governor, Dr Alex Otti has commissioned the newly constructed Umueńe Ultra-Modern Court complex fitted with digital connectivity and state-of-the-art facilities.

Speaking while commissioning the project at the Umueñe, Isialangwa South on Wednesday, Governor Otti, who titled his speech, "The Judiciary Not Left Behind", said that his governance orientation is holistic.

"We consider an effective judicial system as important to the development matrix as quality road networks and efficient power supply systems.

"An effective judiciary is closely connected to improved security of lives and property in communities, better ease of doing business rating, and of course, building the confidence of investors.

"The State Government has invested princely sums in developing modern, fit-for-purpose court buildings across the State, on the strength of its conviction that there can be no real development without unfettered access to justice for every member of the society," Gov. Otti stated.

Governor Alex Otti vowed to ensure that judicial officers work in conducive environment.

"The summary of my message today is that never again will our judicial officers operate from structures that are below their standing and stature as oracles of truth and conscience" Gov. Otti stated.

He charged judicial officers to discharge justice, saying that his expectation is that, "as we begin a new epoch, everyone connected to the service of justice delivery will rise to the demands of the hour, serving with a fair and balanced disposition",

While commending the Abia State Judiciary for distinguishing itself as an objective partner in the push to advance the boundaries of wholesome human experience in the State, Governor Otti informed the audience that, over the next few weeks, completed court buildings across the 16 other Local Government Areas would be open for public use.

Governor Otti reiterated his commitment to constructing multifunctional ultramodern judicial complexes in Aba and Umuahia.

"Like I had announced at the beginning of the Legal Week ceremony a few weeks ago, we shall again crack the earth to begin the construction of multifunctional ultramodern judicial complexes in Aba and Umuahia.

"The structures will accommodate 15 standard courtrooms, standard offices, a special courtroom, and chambers for the Chief Justice, conference centres for the judges, and other spaces for judicial events and ceremonies.

"There will also be a 1,000-seater capacity multi-purpose hall within the two complexes, amongst other facilities that highlight the central place of the judiciary in our grand development outlook," Gov. Otti stated.

In her speech, the Chief Judge of Abia State, Justice Lilian Abai said that the project is a milestone, describing the project as a symbol of justice and hope, saying that the court would strengthen justice delivery and speed up judicial processes in Abia State.

She thanked Governor Otti for his visionary leadership and commitment towards promoting justice delivery in Abia State and called on all judicial officers and staff to uphold the sanctity of the judicial system.

In their speeches, Senator Darlington Nwokocha, Okenze Ginger Onwusiɓe and Hon. Chinwendu Rowland
congratulated Governor Otti on the construction of the court building .

They said that achieving the project was possible because Abia State at present has a government that is working and assured that the Isialangwa South people would continue to support him even beyond 2027.

The Attorney General and Commissioner for Justice, Barr. Ikechukwu Uwanna, SAN, in his speech, appreciated Governor Otti for constructing the court building, saying that, Abia is building not just physical structure but enduring institution.

Barr. Uwanna disclosed that the court building has digital connectivity and independent power system, water supply facilities, standard IT tools, facility maintenance and management services among others.

The event attracted many dignitaries from all walks of life.

GOV. OTTI PERFORMS GROUND BREAKING CEREMONY FOR ABIA STATE DUCT INFRASTRUCTURE PROJECT TO PROVIDE INTERNET CONNECTIVITY.

Abia State Governor, Dr Alex Otti has performed the groundbreaking ceremony of the West Indian Ocean Cable Company (WIOCC) Abia State DUCT Infrastructure Project.

The West Indian Ocean Cable Company (WIOCC) Duct Infrastructure project is being set up to transform the digital and internet connectivity landscape of Abia State.

Speaking while performing the ceremony at the Aba South Local government headquarters, Governor Otti said that the project was set up to highlight the commitment of his administration to the development of the State's technology infrastructure.

Governor Otti who titled his speech, "Taking Tomorrow" said that the overall objective of the project is to run an interconnected underground DUCT system to support the deployment of reliable broadband technology, superior digital services and expand the network to the advantage of all Abia residents.

The Governor said that his administration is building an interconnected service delivery architecture that would limit the use of physical papers and files and create a new culture of digital communication, interactions and exchange among students, teachers, patients, government institutions and members of the general public.

The State Chief Executive assured that the DUCT Infrastructure development initiative would on completion, form the base for the accelerated growth of the State's digital economy, providing the structural leverage for enterprise innovation, resource sharing and collaboration across geographical boundaries.

While describing technology as a strong backbone for prosperity, business development and expansion, Governor Otti said that technology is critical to the transformational programmes in education and health, productivity in the civil service, security and social protection.

He said that the project would have a multiplier benefits in the area of job creation, enterprise partnerships, and the multiplication of entrepreneurial opportunities, noting that the project on completion would create not less than two hundred thousand direct and indirect jobs.

"While the project will begin with the urban centres, my assurance is that no community will be left behind.

"Our target is that over the next 12 to 18 months, we shall see a dramatic rise in the number of homes, schools, offices, and institutions connected to the broadband superhighway that runs on the DUCT fiber infrastructure we are laying the foundation today.

"The successful delivery of this project, as we have seen in other places, will attract the interest of big players in the global tech ecosystem to the State" Gov. Otti stated.

Earlier in an address, the Commissioner for Science, Technology and Innovations, Engr. David Kalu said that the event marked the continuation of a revolution of transformation, innovation and bold leadership that would revolutionise every corner of the State.

He noted that Abia State under Governor Alex Otti has witnessed a renaissance in governance.

Also in his remarks, the Managing Director of West Indian Ocean Cable Company (WIOCC), Dr Ayotunde Coker while noting that the company has been active in building digital infrastructure across Africa for the past 18 years, said that Governor Otti is bringing economic growth to all nooks and crannies of the State through the project.

Dr Coker expressed delight for the great opportunity given to him to be part of the project, saying that the project is all about breaking barriers and building new technology infrastructure in Abia State

In their goodwill massages, the General overseer, Omega Power Ministry ( OPM) and Royal Father, Eze Apostle Chibuzor Chinyere, the representative of Nokia-Seimens, Mr. Mike Okpechimeh described Dr. Alex Otti as a Messiah sent by God Almighty to deliver the State from ruins, and appreciated the transformational projects of Governor Otti in Abia State.

Earlier yesterday, the Executive Governor of Abia State, His Excellency, Dr. Alex Chioma Otti, OFR, was the keynote speaker at the Oxford Global Think Tank Leadership Conference on better leadership for a better Nigeria, organized and hosted by an Abia born Nigerian economist and former Treasurer and Vice President of the World Bank, Ms Arunma Oteh, OON. The occasion also featured the public presentation of the book; All Hands on Deck: Unleash Prosperity through World Class Capital Market, authored by Ms Arunma Oteh.

Governor Otti in his speech challenged the dignitaries and leaders of thought present in the event to embrace discipline in the exercise of leadership authority, the powers of ideas and the courage of execution;

"Every society thrives or falls on the strength of the ideas developed and propagated by its thought leaders - the individuals whose opinions direct the ebbs and flows of public conversation, morality and values"

This is a significant achievement for Abia State, marking the first time it has featured in the top 10 since the report's inception 10 years ago. Under Dr. Alex Otti's leadership, Abia State has demonstrated focused and intentional leadership, as also recognized by the Debt Management Office (DMO) report earlier in the year.

BudgIT relies strictly on factual economic and financial data to objectively evaluate and analyze the financial management and sustainability of States in Nigeria. Abia State Governor, His Excellency, Dr. Alex Otti, OFR, has assured Abians and residents that nothing will distract his administration from delivering dividends of democracy to them, reaffirming his unapologetic stance that the essence of Government is the welfare and the happiness of the people.

Governor Otti gave the reassurance on Monday, 27th October, immediately after the weekly State Executive Council meeting, when he received in audience the Abia-born cyclist, Mr. Wisdom Chisom, who rode a bicycle all the way from Lagos State to Abia State in honour of the Governor’s visible and impactful achievements across the State in record time.

“We are happy that our people are happy because the essence of government is to make your people happy – that is the welfare of the people. We will continue and will not stop.

“We want to thank our people for the massive support everywhere, not just in Abia, but everywhere that our people are. And, we want to reassure them that nothing will distract us and that we will continue to deliver dividends of democracy to our people.

The Governor, who didn’t know about the cycling journey of Mr. Wisdom Chisom until he was informed at the close of the Executive Council Meeting by the State Commissioner for Sports and Youth Development, Sir Nwaobilor Ananba, welcomed and thanked Mr. Wisdom for the honour.

He encouraged him to keep being a good citizen wherever he finds himself, noting that Abians stand out in anything they are doing wherever they find themselves.

Earlier in his speech, Mr. Chisom Wisdom, who hails from Nunya in Isiukwuato Local Area of the State, where Governor Otti’s administration is presently reconstructing the 11.5 Kilometer Nunya-Eluama Road after being left in a deplorable condition for many years, said that he couldn’t believe the transformation taking place in his place the last time he visited.

In his words, “Most times when I go online, I will see things happening, I read them, and I will be like Wow! So, we really have somebody like this in the State. The last time I came to my village, I couldn’t believe it. I was like, is this place really Nunya or is it a new place? I was impressed.

“When I went back to Lagos, I kept seeing things going very fast. Not just when you say you want to do this, after sometime, you will say that you have forgotten. Things are changing with speed. If you go to Umuahia Tower now, you might not believe it, because there is light everywhere.

“I was seeing traffic lights, I was like, wow!” Mr. Wisdom, who could not hide his joy and excitement, stated excitedly.

“And I said no! I will cycle all the way from Lagos State on a bicycle. That Bicycle, when you see it, it’s not just a bicycle, it is a symbol of honour to you. Thank you very much, Sir. we really appreciate what you are doing in the State, Sir.” Mr. Wisdom emotionally stated, amidst applause.

The Abian-born Cyclist concluded by saying, “2027 is assured sir because you are doing a great thing,” adding that even Governor Otti’s picture on his T-Shirt elicited the excitement of policemen on duty who gave him easy passage at every security checkpoints, “When I was coming on the way, police officers will just stop me and say, he is a good Man! Just go.”

Mr. Wisdom disclosed that he left Lagos on Monday and arrived in Umuahia, the State capital, on Saturday (weekend), and insisted that he must see the Governor to pay his homage.

Governor Otti was joined by the Secretary to the State Government, Prof. Kenneth Kau, the Chief of Staff to the Governor, Past Caleb Ajagba, Ph.D, and other members of the State Executive Council in receiving Mr. Wisdom Chisom.

GOV. OTTI ASSURES OF INCREASED SPEED IN DRIVING DEVELOPMENT IN THE STATE, SAYS THE BEST IS YET TO COME

Abia State Governor, His Excellency, Dr. Alex Otti, OFR, has assured Abians of increased speed in driving development across the State as he moves towards the third year of the first tenure of his administration, urging Abians and residents not to lose hope because the best is yet to come.

Governor Otti stated this on Sunday at the Methodist Theological Institute (MTI), Mission Hill, Umuahia, where he went to worship God in the Beauty of His Holiness in his usual way of going to Church unannounced.

Addressing the joyous congregation who warmly received him, the Governor thanked them for their continued support before, during, and after the elections. The Governor recalled how Most Rev. Dr. Raphael Chibuzo Opoko, the Methodist Archbishop of Umuahia Archdiocese, and other senior anointed men of God, and all those who were concerned, fervently prayed for God's intervention in the State and also put in their physical efforts to ensure that change happened.

The number one citizen of the State said that he has now stabilized things, having started from sub-ground zero, as his administration inherited a Government that was in a total mess.

Using the analogy of road construction, where you have to start excavating to remove the bad soil to get to a stable soil, like the situation that was met at Port Harcourt Road, Aba, Governor Otti said, “I can assure you that we’ve got to a stable soil. The speed with which we ran in the first two years will increase as we move towards the third year.”

Speaking further, Dr. Otti said, “I want to encourage you not to lose faith or hope; the best is yet to come. This is our State; it is our responsibility to rebuild it. If we don’t do it, nobody else will do it. And, we are fearless about it. We don’t care whose ox is gored once we are doing the right thing.”

“One thing you can take away, I have always said it, this is a Government that will not deliberately do the wrong thing. But, when we make a mistake, we will come back, correct ourselves, and apologize,” Dr. Otti added amidst applause from the congregation.

The preacher of the day, Very Rev. Nnaemeka Ndubuwa, Ph.D, described Abia as God's Own State and Governor Otti as God's servant chosen by God himself to fix Abia. He commended the Governor for his good works in the State.

In a sermon titled “Don’t lose heart,” drawing his key Bible from Luke 18:1, where Jesus Christ encouraged believers to “pray and not lose heart or faith, Rev. Ndubuwa said that Prayer is the live wire of every Christian, urging Christians to imbibe prayer as a lifestyle. He said that through prayers, we communicate with God, and “Communication is not complete until there is feedback,” he added as he admonished the congregation to always pray in obedience to the will of God as they expect answers to their prayers.

Archbishop Chibuzo Opoko, who led the Church into congregational prayers for the Governor, his entourage, and the State, told Governor Otti not to worry about the tantrums of the opposition, saying that a fruitful tree attracts stone.

ABSG TO FLAG OFF WASTE - TO-WEALTH INITIATIVE, CONCLUDES PLANS TO ACQUIRE AFRO-BEVERAGES.

Abia State Governor, Dr Alex Otti says his government will soon flag off the Waste - To - Wealth initiative aimed at turning debris into wealth for the development of Abia State.

Governor Otti disclosed this on Thursday in Government House, Umuahia, during the October edition of "Governor Alex Otti Speaks to Abians", a monthly interactive programme of the Governor.

The Governor acknowledged that waste collection and disposal have been properly dealt with in the State from the inception of his administration, when he declared state of emergency on waste management, but said that the process is now moving to the next level of turning the waste into wealth.

"We are now moving to the next stage of waste management, and that is proper waste treatment, recycling, and turning the waste into wealth.

"We have done extensive studies. We find out that it is very expensive. So, while it is going to cost some money, I would believe that, like it has been done in places like Austria and other parts of Europe, we will be able to turn the rubbish into gas, methane, and also power.

"We have started engaging with potential partners. And then we also have some strong cooperation from some institutions and industries that work in other States.

"So, some partnership agreements have been signed. So, in the near or distant future, we will flag off the waste-to-wealth initiative in the State," Gov. Otti stated.

Governor Otti informed Abians that, just as he reported on the State's acquisition of Star Paper Mill, he has equally concluded plans to acquire the Afro-Leverages in Aba, adding that, the State government 's offer to that effect has been accepted.

"Recently, we also concluded and our offer has been accepted also for Afro-Leverages. I believe it's on Aba - Port Harcourt Expressway.

"The company is still running. It's also a growing concern. Today, it's owned by AMCON.

"So, we have made an offer that has been accepted and we are going to pay AMCON in seven installments, starting from next month. As soon as all the paperwork is completed, we will take ownership of those companies," Gov. Otti stated.

He explained the essence of acquiring the assets for the State.

"The whole idea, like I had always mentioned, is not for us to run or even own them.

"We believe that government is an enabler. I'm sure that if an individual went to acquire those companies, they would probably not succeed. So, the idea is to acquire those companies, get experts to come in and partner with government, to run it as private institutions.

"The whole idea is that we want these companies to come back to life as major employers of labour for our young people, " Gov. Otti stated.

He highlighted some progress made in education and health sectors, informing Abians that, additional 4,000 teachers would be recruited before the end of the year to complete the number of new teachers to 9,000 plus to make up the short fall in the number of teachers in the State.

The State's Chief Executive added that, some school buildings which were dilapidated would be pulled down and reconstructed. He further said that for the health sector, non-Nigerians were part of candidates that applied for the current recruitment exercise of health workers in the State, adding that the process has remained transparent.

The Governor called on all to be security conscious and report all security breaches to the appropriate quarters. He directed that the November edition of the Monthly Media Chat be held at the newly remodeled Michael Okpara Auditorium.

GOV. OTTI SETS TO CONSTRUCT 1000 CAPACITY JUDICIARY COMPLEXES.

Abia State Governor, Dr Alex Otti, OFR, has announced that his administration will in the next one month commence the construction of one thousand capacity state-of-the-art Judiciary complexes in Aba and Umuahia.

Governor Otti stated this at the Queen Elizabeth Hospital Chapel, Umuahia during the thanksgiving service to mark the 2025/2026 Legal Year of the Abia State Judiciary, saying that the new complexes would be fully digitized with high speed Internet connectivity.

The Governor noted that the theme of this year's Legal Year "Reforming Abia State Justice Sector In The Digital Era" is in line with the ongoing transformation in the State Judiciary, adding that he has allowed the Judicial arm to operate without interference from the Executive as reflected in the last employment of Judges in the State.

"I want to also align with the theme of this year's Legal Year, and it speaks directly to the transformation of the judicial sector in a digital era.

"I'm happy to support you in the area of digital transformation. I think I have signed off on a request from the Honourable Attorney General to transform the entire judiciary digitally and begin to move away from the days of carrying files," Gov. Otti stated.

Governor Otti noted that the ongoing construction of 17 new court halls across the 17 LGAS of the State would soon be commissioned as most of them have been completed while a few of them are at advanced stages of completion.

The State Chief Executive applauded the cordial working relationship existing between the Executive and Judicial arms of Government, assuring that his administration would continue to partner the Judiciary in providing justice for the people.

In an address, the Chief Judge of the State, Justice Lilian Abai said that the annual event provides them the opportunity to rededicate themselves to the noble duty of justice and to reaffirm the Judiciary as the lamp that lights the path of fairness and justice.

Justice Abai while stressing the need for urgent reforms in the Judicial system in line with the digital era, noted that with vision, innovation and commitment, the Judiciary can rebuild confidence and restore the speed, fairness and integrity that justice demands.

She thanked the administration of Governor Alex Otti for its numerous supports to the Judiciary and its digital transformation journey.

In his sermon, the Chaplain of Queen Elizabeth Hospital Chapel, The Very Rev. Ernest Onyeukwu challenged the Judiciary to be disturbed by the myriad of problems facing Nigerians including issues in the Judicial system and urged them to uphold values that would make the nation great through their profession.

The Very Rev. Onyeukwu, whose sermon was titled “Are You Not Provoked by Our Present-Day Justice System?” stressed the need for them to
arrest all forms of injustice and harassment meted against citizens, especially the daylight extortions on the road by security operatives.

"Until we reclaim our Judiciary, Nigerians will remain as conquered people," Rev. Onyeukwu stated.

The event attracted the presence of members of the Bar and Bench of the Abia State Judiciary including the President Customary Court of Appeal Justice Okey Nwamoh, the Attorney General and Commissioner for Justice, Mr Ikechukwu Uwanna (SAN) and host of other Government officials.

GOV. OTTI PROMISES TO CONTINUE TO PRIORITISE WELFARE OF WORKERS IN ABIA STATE.

Abia State Governor, Dr Alex Otti, OFR, says that his administration will continue to prioritise the welfare of workers and the entire people of Abia State.

Governor Otti stated this on wednesday, October 15th in his office when he received in audience, a delegation of the Nigeria Labour Congress (NLC) led by the National President, Comrade Joe Ajero.

Governor Otti while noting that his administration is a labour - friendly one, said that, government is about the welfare of the people and added that his government has employed 5,394 new teachers and is currently employing 771 health professionals.

"And for us, our relationship with Labour has been very cordial, and we all work for the same purpose.

"Because at the end of the day, Government is about the welfare of the people. And who are the people? The people who work.

"You may also have heard that not too long ago, precisely by the 22nd of last month, 5,394 new teachers were recruited and deployed to our schools.

"Interestingly, the minimum wage for teachers is higher than the ordinary minimum wage. As we speak, we are hiring about 771 medical professionals to deploy to our hospitals," Gov. Otti stated.

He disclosed that his administration is at present, defraying 16 years of death benefit to the next of kin to deceased Abia workers, adding that he has already paid arrears of pensions owed by past administration.

On the request for a befitting secretariat for Abia NLC, Governor Otti approved a piece of land for them and assured the delegation of assisting in building the secretariat, as well as assured of providing an operational vehicle for the NLC in the State.

Governor Otti further directed the Special Assistant to the Governor on Labour Relations, Comrade Godson Aṅucha and the NLC State Chairman, Comrade Okoro Ogbonnaya to sit and look into why the statutory 10% check off dues does not get to the national body as reported by Comrade Ajero.

Earlier, the National President NLC, Comrade Joe Ajero while acknowledging the transformational efforts of Governor Alex Otti, lauded the renovation of ABSU hostels and other friendly disposition of Governor Otti to Abians.

"Definitely, things have changed in Abia, even a blind man can see it. Anybody that enters Abia would notice the transformations going on here," Ajero noted.

Comrade Ajero who appealed to the Governor for donation of land for the building of a befitting secretariat for Abia NLC, and provision of operational vehicle for the NLC in the State, also called for direct remittance of statutory 10% monthly check off dues to the National body by the State NLC.

In his remarks, the State NLC Chairman, Comrade Okoro Ogbonnaya while commending various labour friendly dispositions of Governor Alex Otti towards Abia workers including regular payment of monthly salaries, noted that the present administration has ended the era of owing Abia workers as well as arrested the issue of dilapidated road infrastructure, hospitals among others.

The SSG, Professor Kenneth Kalu, the HOS, Mr. Benson Ojeikere, the Commissioner for Labour and Productivity, Mr. Kingsley Nwokocha, the Special Assistant to the Governor on Labour Relations, Comrade Godson Aṅucha among other senior government officials were present during the visit.
