Oluebube Chukwu Hails Governor Otti Over Statewide Primary Health Centre Rehabilitation

Dr. Oluebube A. Chukwu has lauded Governor Alex Otti for commissioning several Primary Health Care Centres (PHCs) across Abia State, describing the initiative as an ambitious and visionary leap in the state’s healthcare evolution. The health centres, spread across different local government areas, mark the first phase of the administration’s plan to revitalize 948 PHCs under the transformative “Project Ekwueme.”

Oluebube Chukwu, Senior Special Assistant to Governor Alex Otti on Due Process, a respected development advocate and policy strategist, expressed profound satisfaction with the scope and depth of the rehabilitation, noting that for the first time in decades, the state is witnessing a concerted effort to restore dignity and accessibility to grassroots healthcare delivery. According to him, the recent commissioning of the first phase of the PHCs is a testament to the governor's practical commitment to equitable public health infrastructure.

While touring several of the rehabilitated facilities in Umunneochi LGA, Chukwu noted that the level of work being executed is not just cosmetic but structural and functional. “What we are seeing is not a mere facelift but a comprehensive overhaul of the primary healthcare framework,” he remarked, commending the facilities for being well-equipped and ready to serve communities with professionalism and efficiency.

He highlighted that Governor Otti’s approach mirrors global standards in rural healthcare prioritizing accessibility, affordability, and preventive medicine. “These centres will help bridge the gap between underserved populations and quality medical services. This is how real development begins by addressing the everyday needs of the people,” he asserted.

The initiative, according to reports, follows a symbolic commissioning model. For instance, Ngwu Uzuakoli PHC in Bende represents 16 renovated centres in the LGA, while Amigbo, Owerrinta, and Ekeoba Oriendu PHCs serve as symbolic flags for dozens of others in Umuahia South, Isiala Ngwa South, and Umuahia North respectively. Chukwu defended the approach, praising it as a cost-efficient method of public service delivery that avoids wasteful expenditure on ceremonies.

Emphasizing sustainability, Dr. Chukwu called on local leaders, health professionals, and civil society to collaborate in maintaining the centres. “Reviving a health facility is one thing, keeping it alive through accountability, staffing, and community ownership is another. We must do both,” he said, urging the Ministry of Health to institutionalize monitoring protocols.

He noted that the impact of these rehabilitated PHCs would extend beyond health they would reduce pressure on hospitals, improve maternal and child outcomes, and rekindle confidence in public services. "With these 54 PHCs now functional, more lives will be saved, and fewer families will be pushed into poverty by avoidable medical emergencies," Chukwu said.

Chukwu reaffirmed his support for Dr. Alex Otti’s healthcare reforms, describing them as a watershed moment in Abia’s history. “This is not governance by gimmick; it’s governance by grit. While others offered tokenism, Governor Otti is delivering transformation. The New Abia is here and it’s healing itself,” he declared.

Refugees Deserve Dignity, Belonging, Says Oluebube Chukwu on World Refugee Day

Dr. Oluebube A. Chukwu, Senior Special Assistant to Governor Alex Otti on Due Process, has reaffirmed the Abia State Government’s commitment to protecting the rights and dignity of refugees and displaced persons, describing inclusion and empathy as pillars of the present administration.

Speaking with newsmen in his office at Government House, Umuahia, during the commemoration of the 2025 World Refugee Day, Dr. Chukwu said the Alex Otti-led government is working to ensure that all persons in Abia, regardless of their background or status, are treated with fairness and compassion.

He stated that the growing number of displaced persons across the country, driven by conflict and instability, demands urgent and sustained action by all levels of government. “Refugees are not statistics they are people with dreams, talents, and rights. We in Abia believe in creating an environment where everyone can thrive,” he said.

Dr. Chukwu disclosed that the state government, under the pragmatic leadership of His Excellency Dr. Alex Otti, in partnership with humanitarian agencies, has commenced new efforts aimed at identifying displaced individuals especially women and youths and integrating them into ongoing empowerment and social support programmes.

Reflecting on the global theme of this year’s observance, “For a World Where Refugees Are Welcomed”, Dr. Chukwu called on citizens to show empathy and take collective action to protect the dignity and rights of all. “This is not just about policy it is about humanity. We must open our hearts and structures to those in need,” he said.

According to him, Governor Otti’s administration sees public service as a tool for healing and inclusion. “We are intentionally designing programmes that bring everyone on board, because progress means nothing if it leaves people behind,” he noted.

He urged Abians to embrace the spirit of the day by standing up for the vulnerable and advocating for policies that reflect justice and humanity. “This government will continue to champion due process and fairness in every area, ensuring that no one is invisible or forgotten,” Chukwu assured.

Alex Otti and the Leadership Mindset: A Portrait of Vision in the Mould of World Changers

Oluebube A Chukwu

Unfolding the story of Abia State’s transformation, Governor Alex Otti stands as a symbol of determined leadership anchored in vision, discipline, and service. His approach to governance mirrors the timeless qualities that defined global icons like Lee Kuan Yew of Singapore, Paul Kagame of Rwanda, and the late Nelson Mandela of South Africa, leaders who understood that building nations required more than good intentions; it demanded courage, clarity, and a willingness to challenge the status quo.

From the outset of his administration, Dr. Otti made it clear that leadership, to him, is not about titles or ceremony, but about results. His refusal to be encumbered by political baggage and transactional politics has positioned him uniquely among contemporary Nigerian governors. Like the world leaders he is often compared to, Otti is not driven by short-term popularity but by a long-term vision for posterity.

One of the defining elements of Otti’s leadership is his emphasis on systems over slogans. In just two years, he has dismantled the structures of inefficiency that plagued Abia for decades. Echoing Lee Kuan Yew’s belief in institutional discipline and data-driven governance, Otti has prioritised transparency, accountability, and service delivery, creating a culture of public service that values competence over connections.

His strategic investments in infrastructure, healthcare, education, and security are reminiscent of Rwanda’s Paul Kagame, who turned a post-genocide nation into one of Africa’s fastest-growing economies. In Aba, Otti is championing a reconstruction agenda with a clarity of purpose that has turned the commercial hub into a major construction site. Roads once abandoned have become arteries of commerce again, attracting both local and diaspora investment.

Much like Mandela, Otti recognises the moral weight of leadership. His commitment to fiscal discipline, workers’ welfare, and restoring dignity to governance reflects an understanding that good leadership is, at its core, a human project. It is not just about building structures, but building trust and he has made measurable progress in doing both.

Leadership scholars have long argued that what sets transformational leaders apart is not charisma, but consistency. Otti’s meticulous, quiet style may not grab headlines in the sensational manner of others, but it is effective. His work ethic punctual, intentional, data-conscious is gradually becoming the cultural DNA of governance in Abia.

Perhaps one of the most striking features of the Otti doctrine is his belief in people. He is not a leader who hoards ideas; rather, he surrounds himself with competent technocrats, empowers civil servants, and listens deeply to communities. This inclusive model of leadership borrows from the playbooks of successful nations where the leader is only as effective as the quality of his team.

Governor Otti’s reforms are not accidental; they are the result of a carefully nurtured mindset shaped by years in finance, policy, and civic engagement. His time as an economist and former bank chief infused him with a results-oriented logic that now guides public spending in Abia. Every project has a timeline, every plan a performance matrix.

Where others see impossibility, Otti sees design challenges. Where others lament revenue shortfalls, he seeks partnerships and innovations. He has often stated that the wealth of a state lies not beneath its soil but in the ingenuity of its people. This philosophy has informed his youth development agenda, aimed at unlocking the potential of Abia’s vibrant young population.

Observers note that his leadership style is not reactive but proactive. He does not wait for crisis to reveal capacity; he prepares for it. As the national economic shocks continue, Abia’s fiscal discipline shields it from extreme fallout, allowing the state to maintain salaries, keep contractors engaged, and continue its development programmes.

In a political environment often marred by excuses and inertia, Otti's hands-on, disciplined approach feels like a breath of fresh air. He is not merely governing; he is modelling a new paradigm for what is possible in Nigerian subnational leadership one where competence is not a luxury, but the baseline.

For Abians, the dividends are not abstract they are tangible, visible in cleaner streets, smoother roads, safer neighbourhoods, and more responsive institutions. And for Nigerians watching from afar, Otti’s rise is a reminder that transformational leadership, though rare, is still possible.

If the arc of history truly bends towards justice and progress, then Governor Alex Otti is helping bend it with precision. His mindset, shaped by principle and practice, is a study in what it means to lead with vision and to do so in the interest of generations yet unborn.

Governor Alex Otti: 24 Months of Road Revolution in Abia State

Oluebube A. Chukwu

In just 24 months in office, Governor Alex Otti has embarked on a sweeping infrastructure revolution across Abia State, rewriting the narrative of bad roads and broken promises that once defined the State. From the bustling streets of Aba to the rural expanses of Umunneochi, road construction and rehabilitation projects have become hallmarks of his administration’s drive for economic rejuvenation and social transformation.

In Ohafia Local Government Area, the administration commenced the reconstruction of the long-abandoned 41.4 km Ohafia–Arochukwu Highway in August 2024. The project, despite being a federal responsibility, was taken on by the state government, with Governor Otti highlighting its strategic importance in connecting over 60 communities and fostering agriculture, tourism, and commerce. Reconstruction of Amaekpu Ohafia Ring Road and other rural roads in the area.

Also in Ohafia, the 46.3 km Umuahia–Uzuakoli–Abiriba–Ohafia road, which stretches through Bende and parts of Umuahia, has been reconstructed and commissioned, significantly improving travel between northern and southern parts of the state. Complementing these highways are smaller but impactful community-level roads undertaken by the Greater Ohafia Development Authority under the supervision of Deputy Governor Ikechukwu Emetu.

In Ukwa East, a major milestone was reached with the flag-off of the 12.6 km Ohanze–Ntighauzo–Obete–Umuoha–Oberete–Akirika Obu Road. The dual-LGA project, shared with Obingwa, is considered economically strategic for boosting regional connectivity and market access.

Isiala Ngwa North saw the reconstruction of key urban roads in Nbawsi, the LGA headquarters, with improved asphalt surfaces and drainage channels transforming daily life for residents and businesses alike.

In Isiala Ngwa South, the Itungwa–Mgboko–Amaise–Amairi–Omoba–Ahiaba–Nkwo–Elechi Road was commissioned in October 2024. The 19.1 km stretch, supported by the World Bank under RAAMP, links seven communities and is expected to greatly stimulate rural economic activities and reduce post-harvest losses.

Ugwunagbo LGA benefited from the installation of solar-powered street lights in Obegbu Town Road and its environs, a project designed to enhance public safety and improve nocturnal visibility in a previously underserved area.

Similarly, in Osisioma, the rehabilitation of the the Amavo Ukwu Autonomous Community and surrounding neighborhoods were equipped with solar lighting, addressing both security and energy needs in a sustainable manner and the ongoing rehabilitation of Osisioma flyover. Reconstruction of Ekeakpara Road a massive project for rural dwellers.

Obingwa shares in the benefits of the Ohanze–Akirika Obu road project with Ukwa East, while also being served by the 19.1 km Itungwa–Elechi Road. Together, these developments aim to dismantle infrastructural bottlenecks that have hindered economic progress in the area.

In Aba North, one of the most transformational projects is the ongoing reconstruction of the 6.7 km Port Harcourt Road, which had become a symbol of governmental neglect. Now under active redevelopment, the road is slated to become a major commercial artery, easing traffic and enhancing trade logistics.

Reconstruction of Ajiwe Street, an adjoining street off Immaculate Road and directly across St. Jude Catholic Church, to Kamalu Road to bridge near Church of the Latter-Day Saints Aba.

Umuahia North has seen the rehabilitation and commissioning of the 1.3 km Dozie Way through direct labour, saving costs and fast-tracking delivery. Also the most dangerous portions along Ikot-Ekpene federal road has been addressed. Reconstruction of World Bank Roads, Agbama Road and Nkata Ibeku-Ahia Eke Road. In addition, the strategic Ossaa Road has being reconstructed and dualized to improve intra-city connectivity and support growing traffic demands in the capital city, the Zero--pothole of Umuahia Town and the ongoing Dualization of Express Tower-- Umuokpara--Onuimo Road.

In Ikwuano LGA, Governor Alex Otti's administration has launched key road infrastructure projects to boost connectivity and economic development. Notable among them is the 13.9 km Onuinyang–Okporoenyi–Oboro–Ikwuano Road, flagged off in January 2025 to support agricultural transport. Additional projects include the 4.32 km Orpet–Umuafai–Lodu–Ahiaeke Road, the 3.79 km Ahiaeke–Okwuta–Bende Road, and the proposed construction of the historic Ofeke–Azueke–Ndume–Ibeku Road, which links Ikwuano with Umuahia North and Bende LGAs. These efforts aim to enhance rural accessibility and stimulate local economies across the region.

In Bende, the extensive Umuahia–Uzuakoli–Akara–Alayi–Abiriba road, measuring over 46 km, has significantly improved mobility and integration among several communities, strengthening regional commerce and social bonds.

In Arochukwu, the administration has undertaken emergency repairs on the Amuvi–Amakohia Road and has launched the reconstruction of the Amuvi–Ndi Okereke–Ozu Abam route, reconstruction of famous Omenuko bridge to enhance safety and accessiblity within the LGA’s hilly terrains.

In Umunneochi, the reconstruction of the Ngodo-- Umuaku-- Mbala Road will bring long-awaited relief to residents of this agrarian belt, bridging the rural-urban divide.

Further, Isuikwuato has seen progress with the rehabilitation of the Nunya–Eluama Road, a project aimed at improving rural accessibility and easing movement for both residents and farmers.

Across Aba South, the rehabilitation of key commercial roads such as Emelogu, Cemetery Market Roads Phases 1 & 2, and Shalom Road has restored the city’s reputation as a regional trade hub. Strategic upgrades have also been made to Jubilee, Queen’s Street, and Umuocham roads, giving Aba a new lease on life.

Governor Otti’s administration also launched the dualization of the Umuikaa Junction to Umuene Road and the Owerrinta Bridge–Umuikaa Junction in Isiala Ngwa South, aimed at easing traffic and reducing travel time.

In all, Abia State under Governor Otti has recorded the completion of 90 roads, with dozens more ongoing. His “Zero Pothole Policy” is fast becoming a reality as every local government in the state benefits from the sweeping wave of infrastructure renewal. His administration’s focus on quality, durability, and transparency marks a sharp departure from past practices, setting Abia on a path to sustainable development.
