This was one of the important messages from the recent capacity-building workshop organized for Office Managers of Administration/General Services and Accounts/Finance in the Unified Local Government Service.

The Permanent Secretary, Akwa Ibom State Local Government Service Commission, Mrs. Affiong Ebieme, urged participants to take the lessons beyond their notebooks and apply them to their daily responsibilities.

From correspondence and file handling to financial reconciliation and interactions with the public, the knowledge gained should translate into better performance.

SOME GOVERNMENT JOBS LOOK ROUTINE UNTIL YOU UNDERSTAND THEIR CONSEQUENCES.

Marriage registration may appear to be a straightforward administrative process: complete the forms, register the marriage, issue the certificate and keep the records.

But there is much more to it.

The Permanent Secretary, Local Government Service Commission, Mrs. Affiong Ebieme, recently reminded Marriage Officers that they are custodians of marriage institutions across Akwa Ibom State.

Their records can affect questions of citizenship, inheritance, spousal rights and the legal status of families.

That makes accuracy and proper record management extremely important.

The Permanent Secretary also warned that the Commission would not hesitate to discipline officers found guilty of misconduct, extortion or negligence in handling public records.

The message is clear:

Public office may sometimes look ordinary from the outside, but the responsibility attached to it may be enormous.

THREE THINGS EVERY MARRIAGE OFFICER MUST PROTECT: PROFESSIONALISM, CONFIDENTIALITY AND INTEGRITY.

These three principles stood out during the recent capacity-building workshop for Marriage Officers organized by the Local Government Service Commission in collaboration with Betterlife Plus.

Professionalism ensures that procedures are properly followed.

The objective was to strengthen their knowledge, skills and ethical standards in the discharge of their duties.

Behind every name entered into a marriage register are two individuals, two families and a legal relationship with consequences that may last for generations.

This is why the work of Marriage Officers deserves more attention than it sometimes receives.

At a recent training organized by the Akwa Ibom State Local Government Service Commission in collaboration with Betterlife Plus, the Permanent Secretary, Mrs. Affiong Ebieme, described Marriage Officers as custodians of marriage institutions across the state.

A marriage document is not something that should be altered, backdated or falsified for convenience.

Speaking to Marriage Officers during a capacity-building workshop organized by the Local Government Service Commission in collaboration with Betterlife Plus, the Permanent Secretary, Mrs. Affiong Ebieme, warned against practices that could compromise the integrity of marriage records.

She specifically stressed the need for zero tolerance for backdating of marriage documents, falsification of records and accepting inducements to tamper with marriage registers.

IF WE WANT BETTER GOVERNMENT, WE MUST ALSO PAY ATTENTION TO THE PEOPLE RUNNING THE SYSTEM.

Policies may be well written. Government programmes may be carefully designed. Resources may even be available.

But without competent people who understand the rules and know how to apply them, implementation can still fail.

This is why the recent capacity-building workshop organized by the Akwa Ibom State Local Government Service Commission in partnership with Betterlife Plus is significant.

The workshop brought together Chief Administrative Officers and Legal Officers from the 31 Local Government Councils to strengthen their understanding of Public Service Rules, Financial Regulations, Government Circulars and Public Sector Governance.

Government handles public resources and makes decisions that affect the lives of citizens.

For this reason, public officers must understand the rules guiding government business and have the integrity to follow them.

At the capacity-building workshop for Chief Administrative Officers and Legal Officers in Akwa Ibom State’s 31 Local Government Councils, participants were reminded of the importance of studying and applying the Public Service Rules.

The Permanent Secretary, Local Government Service Commission, Mrs. Affiong Ebieme, quoting the immediate past Head of the Civil Service of Akwa Ibom State, Elder Effiong Essien, emphasized the need for public officers to imbibe the provisions of the Public Service Rules to ensure due process and probity in government business.

GOVERNMENT IS NOT STATIC. PUBLIC SERVICE MUST EVOLVE WITH IT.

A retired Director of Management Services, Barr. Udo Udoma Udofia, while speaking at the capacity-building workshop, referenced the Ayida Panel Report of 1996, which observed that the Civil Service is expected to respond with speed and sensitivity to changing policies and events.

That observation remains relevant today.

Government operates in an environment that constantly changes. New policies emerge. Technology changes how services are delivered. Citizens’ expectations change. Economic realities change.

The public service must therefore continue to develop the knowledge and skills required to respond effectively.

This is why continuous training of public officers is important.

The recent workshop for Chief Administrative Officers and Legal Officers across the 31 Local Government Councils of Akwa Ibom State was a step in that direction.
