Title: PAP Belongs to the Entire Niger Delta — Not to Any Palace
ICHC Condemns Attempts to Politicize the Presidential Amnesty Programme
The Izon Cultural Heritage Centre (ICHC) has expressed deep concern over recent comments from the palace of the Olu of Itsekiri, conveyed through one Dr. Shola Mese, who claims to represent the Olu in the Presidential Amnesty Programme (PAP).
ICHC says such “misguided and misleading” remarks distort the PAP’s purpose, scope, and beneficiaries.
“The PAP is not an arm of the Itsekiri Traditional Rulers Council, nor is it an appendage of the Olu’s palace. It is a Federal Government peace instrument for all documented beneficiaries across the Niger Delta — without ethnic or sectional bias,”

PAP’s Mandate is Clear
The PAP was designed to address the needs of 30,000 documented beneficiaries drawn from all Niger Delta ethnic groups.
It does not answer to any palace. Its operational focus is on empowerment, reintegration, and welfare, not on palace politics.
ICHC warns that attempts to influence PAP operations through traditional authority could fuel unnecessary ethnic tension, undermine peace, and destabilize the region’s fragile stability.
The Disarmament Phase is Over
ICHC emphasized that the disarmament phase of the PAP ended years ago. The current reintegration phase is strictly for already documented beneficiaries.
“This is not a platform to reopen old claims or alter established lists. If His Majesty wishes to become an ex-militant, he should approach the Delta State Government and seek pardon — not interfere with a federal programme,” Apostle Kemepadei added.
On Dr. Shola Mese’s Remarks
ICHC strongly condemns Dr. Mese’s claims that the PAP under Dr. Dennis Otuaro is skewed against the Itsekiri people.
These claims are described as false, inflammatory, and intended to stoke division.
The organisation further notes that Dr. Mese’s supposed appointment in 2024 as Sole Itsekiri Representative to the PAP is invalid.
There is no such position in the PAP’s structure.
Confidence in Dr. Dennis Otuaro’s Leadership
ICHC reaffirms its full confidence in Dr. Otuaro’s leadership, describing his tenure as “marked by diligence, inclusivity, and commitment to President Bola Ahmed Tinubu’s Renewed Hope Agenda.”
Final Word
The PAP is a Niger Delta–wide peace instrument — it belongs to all ethnic nationalities, not to the Itsekiri alone, and certainly not to any palace.
Its future depends on unity, not division.
