BTvNEWS: The Chief Judge of Kaduna State, Hon. Justice Muhammad Tukur Mu'azu Aliyu, has highlighted the effectiveness of the Alternative Dispute Resolution (ADR) approach in decongesting court dockets.

Speaking at the opening ceremony of the Kaduna Multi-doorhouse Settlement Week 2025 on Monday, Justice Aliyu noted that ADR has complemented the conventional court system by providing a platform for parties to resolve disputes in a less adversarial and more efficient manner.

According to the CJ, the settlement week marks a significant milestone in the collective effort to deepen access to justice through timely, cost-effective, and amicable resolution of disputes.

He emphasized that the Kaduna Multi-Door Courthouse has remained a testament to the judiciary's commitment to innovation and reform, becoming a credible hub for ADR.

Justice Aliyu encouraged parties with eligible matters to take full advantage of the settlement week, stating:

"As we flag off the 2025 Settlement Week, I encourage all parties with eligible matters to take full advantage of this opportunity. Mediation and other ADR processes not only save time and cost—they often preserve relationships, build understanding, and provide flexible solutions that litigation may not offer."

The CJ assured that the Kaduna State Judiciary remains committed to strengthening the institutional framework and operational capacity of the Kaduna Multi-Door Courthouse.

He emphasized the importance of collaboration, stating:

"We shall continue to work with the Ministry of Justice, the NBA, civil society, development partners, and the private sector to promote ADR as a fundamental pillar of our justice system."

Justice Aliyu also commended the panel of neutrals and ADR officers, urging them to uphold the highest standards in assisting parties toward resolution.

He added, "To our esteemed panel of neutrals and ADR officers—your professionalism, impartiality, and diligence remain critical to the credibility of this process. I urge you to uphold the highest standards as you assist parties toward resolution."

At the same event, the Director of the Kaduna Multi-Door CourtHouse, H/W Dorcas Levy Daniel, reported that the initiative has yielded tangible results since its inception.

She disclosed that the Kaduna Settlement Week has successfully decongested courts, reduced case backlog, and promoted a culture of dialogue rather than litigation.

According to H/W Daniel, "last year alone, over 150 matters were successfully resolved, saving both the court and the litigants significant time and cost."

She also emphasized the importance of amicable resolution, stating:

"As we begin the 2025 Settlement Week, may we be reminded that every matter resolved amicably brings us closer to a society where justice works and peace lasts."

The Kaduna Multi-Door Courthouse has become a beacon of hope for parties seeking alternative dispute resolution.

As the settlement week progresses, parties with eligible matters are encouraged to take advantage of this opportunity to resolve their disputes in a timely, cost-effective, and amicable manner.

BTvNEWS: The Federal Capital Territory Administration (FCTA) has signed a Memorandum of Understanding (MoU) with MAG International Links Ltd for the development of City Walk Abuja on Wednesday, a 200-hectare project modeled after Dubai's famous City Walk.

FCT Minister Nyesom Wike explained at the signing ceremony that the project would feature a mix of residential, commercial, retail, hospitality, institutional, and healthcare facilities.

"We are not going to just give you a Certificate of Occupancy and then nothing happens," Wike said, emphasizing the FCTA's commitment to monitoring the project's progress.

The minister criticized the trend of developers securing land without implementing projects, saying:

"People have collected 200 hectares, 300 hectares, and in 20 years, nothing has happened. We have changed that pattern, so we are going to monitor the developments strictly," he added.

City Walk Abuja will be built on land previously designated for the Abuja Technology Village along Airport Road, which has remained undeveloped for two decades.

Wike assured the investor of government support, saying:

"The Executive Secretary, Federal Capital Development Authority, is doing his best to see that there is no delay in this project."

"Construction is expected to begin soon, with the foundation-laying targeted between July and August 2025, and the first phase scheduled for completion by May 2026," he stressed.

"The project's developers aim to create a world-class destination that blends elegance, sustainability, and economic value," Wike further emphasized.

At the same event, Dr. Kassim Gidado, Executive Director of MAG International Links Ltd, stated:

"The City Walk Abuja will not replicate the one in Dubai but edge it. The project will be built to suit local cultural and traditional flavor and transform the Lugbe axis completely."

NCDMB Boosts Oil and Gas Capacity with Youth Training Program

BTvNEWS: The Nigerian Content Development and Monitoring Board (NCDMB) is making significant strides in developing the skills of Nigerian youths in the oil and gas industry.

The Executive Secretary of NCDMB, Engr. Felix Omatsola Ogbe, on Tuesday inspected the ongoing training of 305 youths at the Centre for Marine and Offshore Technology Development (CMOTD), Rivers State University (RSU).

The training program, which is sponsored by NCDMB, covers seven technical areas, including Automation, Instrumentation and Control, Mechanical/Process Piping and System Design/Pressure Vessel and Heat Exchanges Design (PV-ELITE), Electrical Power Transformer Repairs and Maintenance, and Industrial/Practical Ship Design and Construction.

Other specialist areas covered by the training include Oil Well Surveillance and Enhancement Analysis Training, Capacity Building on Big Data Analytics, and International Class Welding, Fabrication, and Qualification.

The four-month program is part of NCDMB's Human Capacity Development initiative, designed to close identified indigenous manpower competency gaps in the oil and gas industry.

Participants were selected from the Nigerian Oil and Gas Joint Qualification System (NOGICJQS), the oil industry's repository of human and technical competencies.

During his inspection, the Executive Secretary charged the participants to make good value of the opportunity.

"The skills you are acquiring are highly sought after in the oil and gas industry and beyond," he said.

"NCDMB will continue to train Nigerians in key skills required in the operations of the oil industry and linkage sectors, and create employment opportunities," he added.

The NCDMB boss also visited the Advanced Marine Engineering and Offshore Engineering Research Centre, erected at the university by an international oil company as part of the Nigerian Content institutional strengthening initiative.

He promised that the furnishing and partitioning of the building would be executed, so the building can be utilized for its intended purpose.

Engr. Ogbe also promised to review the delayed completion of the staff quarters, which NCDMB built for the university.

The NCDMB delegation was received by the Vice Chancellor of the University, Prof. Isaac Zeb-Obipi, and other management personnel.

The National Chairman of the Nigerian Institution of Marine Engineers and Naval Architects (NIMENA) and Chairman of the Management Board, CMOTD, Engr. Dr. Sylvanus Eferebo, informed that Rivers State University is designated by the Council for the Regulation of Engineering in Nigeria (COREN) as the centre of excellence in marine engineering.

He explained, "70% of trainers for CMOTD's programs are contributed from the oil and gas industry and other sectors, while 30% are from the university."

With this initiative, NCDMB is empowering the next generation of oil and gas professionals to drive the industry's growth and development.

Breaking Barriers: Kaduna State Judiciary Launches Settlement Week

BTvNEWS: In a groundbreaking move to expand access to justice and reduce court congestion, the Kaduna State Judiciary has announced the temporary closure of all courts from July 28 to August 1, 2025, to observe the Kaduna State Settlement Week.

This pioneering initiative, spearheaded by the Kaduna State Multi-Door Courthouse (KDMDC), aims to promote alternative dispute resolution (ADR) mechanisms, such as mediation and arbitration, as faster, cheaper, and more inclusive ways of resolving disputes.

The Director of the KDMDC and ADR Centre, Dorcas Levy Daniel, revealed this during a media engagement held in Kaduna on Friday.

According to her, the Honourable Chief Judge of Kaduna State, Justice M.T. Aliyu, will formally declare the event open on July 28 at the High Court Complex, Bida Road, Kaduna.

"The Chief Judge has directed the closure of all courts across the state to allow full participation of judicial officers in this week-long settlement initiative," Daniel stated.

"Anyone, individual or organization, can walk into the Multi-Door Courthouse during this period and submit disputes for free mediation services."

According to her, the event is designed to redirect eligible court cases to mediation and encourage voluntary settlements without prolonged litigation, as part of a broader shift toward restorative and community-based justice models.

During the same event, the Chairperson of the Federation of Women Lawyers (FIDA), Kaduna Branch, Olufunke Bamikole, emphasized the critical role of the media in extending the reach of justice to the grassroots.

"FIDA handles paralegal training, community mediation, and free legal aid, yet most rural communities remain unaware of these services," she said.

"We need the media to raise awareness, especially around issues of gender-based violence and the channels available to survivors," she further stressed.

Bamikole stressed that media engagement is crucial in combating sexual and gender-based violence (SGBV), particularly in underserved areas where access to justice remains a challenge.

Also speaking at the event, Gladys Matthew, Executive Director of Iron Grace Empowerment Centre, highlighted the essential role of civil society organizations in the justice delivery ecosystem.

"We run safe spaces, train survivors in life and digital skills, and support their reintegration," she said.

"Economic empowerment remains one of the strongest defenses against abuse. But this must go hand-in-hand with parenting. Parents need to be more alert and accountable for the well-being of their children," she further emphasized.

She advocated for stronger alliances between NGOs, parents, and state institutions to protect vulnerable populations and prevent child abuse.

In preparation for the Settlement Week, the breakfast meeting was convened to facilitate collaboration and strategy development among the media, civil society, and judiciary in Kaduna State.

By dedicating a week to free mediation services and court closures, Kaduna's judiciary is making a bold move towards community-driven justice.

This innovative approach proves that justice doesn't always require a gavel, and that alternative dispute resolution mechanisms can be a powerful tool in promoting access to justice for all.
