RE: NBA DRAGS IGP TO COURT OVER TINTED-GLASS PERMIT POLICY
The Nigeria Police Force (NPF) has noted a publication in The Punch newspaper of 5th September, 2025, reporting that the Nigerian Bar Association (NBA) has dragged the Inspector-General of Police (IGP) to court over the tinted-glass permit policy. It is necessary to set the record straight and provide clarity to Nigerians on the legality of the issuance of tinted-glass permits by the Police.
Section 2(3a) of the Motor Vehicles (Prohibition of Tinted Glass) Act, 2004, empowers the IGP, or any person duly authorised by him, to grant or approve such permits. In addition, Section 1(2) of the same Act stipulates that an applicant must demonstrate good cause—either on health grounds or for security reasons—before approval can be granted. This regulation aligns with the Police’s mandate to prevent crimes, as the permit serves as a vital tool in combating kidnapping, armed robbery, terrorism, and “one chance” operations.
It is equally important to clarify that the charges attached to the acquisition of tinted-glass permits are strictly processing fees. These cover the maintenance of the digital infrastructure deployed for the service. This is lawful, as provided under Section 26(e) and (f) of the Nigeria Police Act, 2020, which authorises the Police to render specialised services to the public at a fee.
Notably, the Electronic Central Motor Registry (e-CMR) has recorded remarkable successes, enabling the tracing and recovery of numerous stolen vehicles nationwide. This achievement underscores the effectiveness of modernised police specialised services in line with global best practices.
The Force, therefore, categorically states that claims suggesting that the tinted-glass permit policy is illegal, non-transparent, or unconstitutional are false, misleading, and aimed at undermining the integrity and lawful operations of the Nigeria Police.
The IGP, Dr. Kayode Adeolu Egbetokun, NPM, reaffirms the unwavering commitment of the NPF to upholding the rule of law, safeguarding the rights of Nigerians, and ensuring transparency, professionalism, and dedication in the pursuit of a safer and more secure nation.
