Brief history on Gongola basin ( kolmani I, II and IV) Gombe and Bauchi region oil exploration

The path to today's historic event (Tuesday, November 22nd, 2022) began in the 1990s, when Shell and Chevron were awarded Oil Prospecting Licenses (OPLs) 809 and 810 as part of their frontier obligation under the Production Sharing Contractual (PSC) Agreement on Oil Mining License (OMLs) 118 and 132 for consolidated cost Recovery.

The New Nigeria Development Company (NNDC) bid for and won the two PSC blocks- OPL 809 and 810 with NNPC as the concessionaire during the August 2005 license bid round under President Olusegun Obasanjo. However, the NNDC made several efforts to further explore the acreages for commercial discoveries, with no significant results.

In 2017, the Nigeria Petroleum Development Company (NPDC), a subsidiary of NNPC, agreed to join NNDC as a participant of the PSC contractor group and the Operator responsible for funding and technical operations. Subsequently, NPDC engaged the services of Frontier Exploration Services (FES) Division of NNPC to acquire 3D seismic data over the Kolmani River Prospects area.

FES engaged in aggressive exploration to achieve commercial discovery in the basin, utilizing cutting-edge hydrocarbon de-risking technologies such as Magneto-telluric technology, air-borne based stress field detection technology, and micro-magnetic analysis (MMA), among others. This laudable initiative resulted in the maturation of several drillable prospects in the area, including the spudding of the Kolmani River-II, III, and IV to determine the size of hydrocarbon finds and explore deeper targets.

On the morning of Saturday, February 2, 2019, President Muhammadu Buhari, GCFR arrived at the site of the Kolmani River II well on the Upper Benue Trough of the Gongola Basin, where he flagged off the wells' spud in.

One of the reservoirs in the Kolmani River II Well was perforated on Thursday, October 10, 2019, at 18:02 hours, and hydrocarbon began gushing to the well head at 21:20 hours. In many ways, the patina on the Kolmani skyline that fateful night effectively signaled success in the Gongola Basin's long search for commercial hydrocarbon deposits.

The first phase of this campaign in Kolmani area led to the successful initial discovery of one billion barrels of oil and over 500 billion standard cubic feet of gas with prospects for higher volumes.

In 2021, the Contractor party, represented by NPDC, conducted a Three-Tier Open Competitive Bidding Process for the engagement of a credible Strategic Partner (Financial and Technical Service Provider) for the Integrated Development of OPLs 809/810. The process, which was transparently carried out in full compliance with existing processes and regulations, resulted in the engagement of Africa Oilfield Movers Limited Consortium as the Strategic partner for the integrated development of OPL 809 and 810.

And now…on Tuesday, 22nd November 2022, President Muhammadu Buhari is here again, this time for the Presidential Flag-off of Kolmani Integrated Development Project of Oil Prospecting Licences (OPLs) 809 and 810 at the Kolmani field site, which straddles Bauchi & Gombe States, in a novel partnership that will see the trio of Africa Oilfield Movers Ltd consortium, New Nigeria Development Company (NDDC) and NNPC E&P Ltd (formerly NPDC) will kick-off the monetization of the massive hydrocarbon deposits in Kolmani for the benefit of all Nigerians.

Nigeria and the Qur’an: Thank you Borno

Glory be to God for Nigeria’s first position in number of Huffaz—people who memorize the Qur’an by heart—among nations. We must appreciate the effort of two people for this glorious position.

Borno and its people

Borno was the Caliphate that nurtured Islam in Nigeria for close to 1000 years with a lasting emphasis on memorization of the Qur’an. To date, no other place on earth is deeper and wider in attending to the Qur’an—both as a text and occupation—than the parts of Nigeria which were under the former Borno Caliphate.

To the Borno tradition are added all its satellite Qur’anic (almajiri) schools throughout northern Nigeria from where thousands of memorizers of the holy book graduate annually, continuing that millennium long chain of Bornoan scholarship.

Borno and the Kanuri will forever earn my respect for this exceptional contribution. Here, we the Fulani must humbly bow and doff our hats for the mighty. While we may carry the medal for jurisprudence, to Borno we must surrender the Qur’an. Nobody and nowhere can beat it on earth.

And so deeply embedded is the Bornoan tradition in the psyche of Muslims in Borno and near-Hausa lands that there is in them still a fierce binary competition between formal (western) and Qur’anic education after 100 years of introducing the former.

Islamiyya schools of all sects

Our very recent Islamiyya schools (not more than 70 years old) have also contributed immensely to this glory. They have modernized the methods and made it possible for kids to memorize the Qur’an easily without traveling to “The East”, Gabas, the roots—Borno.

Piety

What we are yet to conquer is how to translate this glory into piety on a mass scale such that we will all become strongly trustworthy, God-fearing and loving.

My Wish

I wish one day, we will be able to bring the Qur’anic and basic jurisprudence syllabus as compulsory curriculum for Muslim children in our formal (western) schools, just as we presently spend billions trying to take formal education to Qur’anic schools through BESDA and other government-sponsored projects.

As I said at an occasion last week, for the moral rectitude that is so essential to our peace and progress, there is greater thirst for Qur’anic education in our formal schools than there is for formal education in Qur’anic schools.

Prayer

May God continue to bless our Borno and bring it everlasting peace. May he also bless our Qur’anic, Islamiyya and formal schools. May he increase us in both knowledge and piety such that we will attain peace and prosperity on earth and his pleasure in the hereafter. May he bless Nigeria and all its people.
