A strong call to action on the rising water rates in Catanduanes echoed through the halls of the Sangguniang Panlalawigan as Liga ng mga Barangay President and SP Member, Hon. Tito V. Villamor delivered a privilege speech, urging the passage and adoption of the proposed “𝗧.𝗜.𝗧.𝗢. 𝗢𝗿𝗱𝗶𝗻𝗮𝗻𝗰𝗲” or Tubig-Inisyatibo Tungo sa Oportunidad during the SP 3rd Regular Session held on July 14, 2025.

Addressing Vice Governor Robert “Obet” Fernandez and fellow members of the provincial board, PBM Villamor cited increasing grievances from constituents across the province—particularly in the Municipality of Virac—where basic access to water has become increasingly burdensome for ordinary families, barangay officials, senior citizens, single mothers, and farmers.

“𝑾𝒂𝒕𝒆𝒓 𝒊𝒔 𝒏𝒐𝒕 𝒂 𝒍𝒖𝒙𝒖𝒓𝒚. 𝑻𝒖𝒃𝒊𝒈 𝒂𝒚 𝒉𝒊𝒏𝒅𝒊 𝒍𝒖𝒉𝒐. 𝑰𝒕 𝒊𝒔 𝒏𝒐𝒕 𝒂 𝒃𝒖𝒔𝒊𝒏𝒆𝒔𝒔 𝒕𝒐 𝒃𝒆 𝒎𝒐𝒏𝒐𝒑𝒐𝒍𝒊𝒛𝒆𝒅. 𝑰𝒕 𝒊𝒔 𝒂 𝒍𝒊𝒇𝒆𝒍𝒊𝒏𝒆—𝒇𝒐𝒓 𝒉𝒆𝒂𝒍𝒕𝒉, 𝒔𝒂𝒏𝒊𝒕𝒂𝒕𝒊𝒐𝒏, 𝒇𝒂𝒓𝒎𝒊𝒏𝒈, 𝒂𝒏𝒅 𝒅𝒂𝒊𝒍𝒚 𝒔𝒖𝒓𝒗𝒊𝒗𝒂𝒍,” PBM Villamor declared during the session.

Concerns have mounted in recent weeks over the reportedly unsustainable water rates being implemented in Virac, described by the speaker as having minimal consultation and lacking transparency. The situation, he warned, could force the poorest residents to resort to unsafe water sources or go without water altogether.

Citing Article II, Section 16 of the 1987 Philippine Constitution—“𝑻𝒉𝒆 𝑺𝒕𝒂𝒕𝒆 𝒔𝒉𝒂𝒍𝒍 𝒑𝒓𝒐𝒕𝒆𝒄𝒕 𝒂𝒏𝒅 𝒂𝒅𝒗𝒂𝒏𝒄𝒆 𝒕𝒉𝒆 𝒓𝒊𝒈𝒉𝒕 𝒐𝒇 𝒕𝒉𝒆 𝒑𝒆𝒐𝒑𝒍𝒆 𝒕𝒐 𝒂 𝒃𝒂𝒍𝒂𝒏𝒄𝒆𝒅 𝒂𝒏𝒅 𝒉𝒆𝒂𝒍𝒕𝒉𝒇𝒖𝒍 𝒆𝒄𝒐𝒍𝒐𝒈𝒚”— PBM Villamor questioned what kind of community is being built when families must choose between paying for water and buying food.

The T.I.T.O. Ordinance, which was formally submitted for calendaring during the session, aims to empower barangays through sustainable, community-based water initiatives which include:
• Development of local water sustainability plans
• Establishment of rainwater harvesting systems
• Protection of wells and natural springs
• Creation of Barangay Water Councils
• Reduction of dependence on centralized, profit-driven water systems

Through his speech, the SP Member appealed to multiple stakeholders for coordinated action:

1. All Water Districts in the Province of Catanduanes – to publicly disclose their current rate structures and plans for adjustment
2. Sangguniang Panlalawigan – to conduct a province-wide review of rate justifications and initiate public consultations
3. Municipal Local Government Units through their respective Mayors – to support barangays with funding and technical assistance for local water projects
4. Barangays and Liga ng mga Barangay – to unite under the T.I.T.O. framework and reclaim water access for the people

Concluding his speech, the SP Member urged the provincial leadership and community stakeholders to act urgently and collectively:

A decisive move to address the worsening power crisis in the province, the Sangguniang Panlalawigan (SP) of Catanduanes passed a series of urgent resolutions during its Second Regular Session held on Monday, July 14, 2025. Authored by PBM Edwin T. Tanael and approved by all members of the august body, the measures aim to respond to the intermittent brownouts, high electricity rates, and long-term energy insecurity plaguing the island-province.

One of the key resolutions passed strongly urges the National Power Corporation (NAPOCOR) to immediately provide emergency power augmentation to Catanduanes, citing prolonged and unannounced brownouts that have severely impacted local communities, businesses, hospitals, schools, and government operations.

The resolution calls on NAPOCOR to deploy additional generation sets, implement fast-tracked augmentation, and coordinate closely with the First Catanduanes Electric Cooperative, Inc. (FICELCO) to ensure prompt and sustainable energy solutions.

Another resolution urges the SP Committee on Energy to conduct an inquiry, in aid of legislation, into the alleged ₱538 million obligation of NAPOCOR to Sunwest Water and Electric Co. (SUWECO), the local power provider. The move is meant to shed light on the reported financial transaction, its legitimacy, and its potential impact on electricity rates and public service.

A third resolution appeals directly to NAPOCOR President Fernando Roxas to immediately conduct the bidding process for the Emergency Power Supply Agreement (EPSA) involving SUWECO and other qualified power suppliers. This EPSA is seen as a temporary but critical measure to stabilize power supply while long-term solutions are still being developed.

The delay in conducting the bidding, according to the SP, contributes to continued uncertainty and disruption in the province's energy services.

In a more forward-looking measure, the SP also adopted a resolution urging the Provincial Finance Committee to study the feasibility of transforming the LGU into an Independent Power Provider (IPP). This includes the potential redeeming of the Balongbong Mini-Hydro Power Plant and developing renewable energy sources such as hydro, solar, and wind.

The resolution cited the Local Government Code of 1991, which empowers LGUs to undertake energy projects. PBM Tanael said this approach aligns with both provincial needs and the national government’s clean energy transition goals.

All resolutions were ordered furnished to the Office of the President, Department of Energy (DOE), NAPOCOR, NEA, SUWECO, FICELCO, and other relevant agencies for immediate and appropriate action.

The SP’s strong and unified stance reflects the growing urgency to resolve the power crisis in Catanduanes—a province whose energy situation is now a serious barrier to development, health, safety, and quality of life.

Virac, Catanduanes – Black Talon Gaming Corporation (BTGC), the sole authorized Small Town Lottery (STL) operator in Catanduanes, has released an official statement vehemently denying any connection to circulating fake news regarding its operations. The statement, released today, clarifies that BTGC has no involvement whatsoever in the spread of misinformation concerning STL.

The company emphasized that the authorization and franchising of STL operations are the exclusive responsibility of the Philippine Charity Sweepstakes Office (PCSO), not local government units. Each province is only permitted one legitimate STL operator, and BTGC holds the sole franchise for Catanduanes, granted on September 18, 2023.

BTGC explicitly denied offering any form of bribe or incentive to any high-ranking provincial official. The company called on media outlets and journalists to conduct thorough and careful research before publishing any reports to ensure accuracy and credibility.

Isang kahina-hinalang cargo vessel o barge ang sumadsad sa baybayin ng Barangay San Vicente, Virac, Catanduanes.

Ayon sa mga residente, nakita nila ang barko na may pangalang "Premium Portland 2" na nakasulat sa katawan nito. Agad itong naging usap-usapan sa komunidad dahil sa laki at misteryosong pagkakadapo nito sa dalampasigan.

Sa ngayon, wala pang opisyal na ulat mula sa Philippine Coast Guard (PCG) Catanduanes ukol sa pinagmulan ng naturang barko, dahilan ng pagkasadsad, at kung may posibilidad ng oil spill o anumang environmental threat.

Kasalukuyan nang inaantabayanan ang magiging pahayag ng Coast Guard upang linawin ang mga detalye at matukoy kung may kinalaman ito sa bagyong Crising na kasalukuyang nakaapekto sa silangang bahagi ng probinsya.
