The House of Representatives has requested at least five committees to review a fifty-seven million dollar financing agreement between Liberia and the International Development Association- IDA.

The committees are Investment, Mines and Energy, Contracts and Monopoly, Ways and Means, and Public Utilities.

Plenary took the decision during its regular Thursday sitting on May 28, 2026, after receiving the agreement from President Joseph Boakai.

The agreement, between Liberia and the International Development Association, seeks to rapidly expand grid-connected renewable energy capacity and strengthen regional energy integration among participating countries.

The project will support the construction of a thirty megawatt solar plant with twelve megawatt hour battery storage, including associated transmission lines for grid connection at Mount Coffee Island.

It will also fund the expansion of the Mount Coffee Hydro Power Plant by adding forty-two megawatts of capacity through the installation of four turbines, each with a maximum capacity of ten point five megawatts.

Under the agreement, the International Development Association will extend a concessional credit of fifty-seven million United States dollars to support the full implementation of the project.

President Boakai, in his submission to the Legislature, urged timely ratification of the financing agreement, stressing its importance in strengthening Liberia's overall energy sector.

Meanwhile, the committee is expected to report to plenary next week Thursday.

The Honorable House of Representatives has constituted a specialized committee to investigate alleged undue charges imposed on the business sector and ordinary citizens at the Freeport of Monrovia.

The decision was reached during Thursdayโ€™s sitting following concerns raised by Grand Bassa County Electoral District #2 Representative, Hon. J. Clarence T. Banks, regarding excessive port-related charges and bottlenecks that continue to negatively impact importers and the general public.

Those appointed to serve on the committee include:

Hon. Musa Bility โ€“ Chairman
Hon. Foday Fahnbulleh โ€“ Co-Chair
Hon. Marvin Cole โ€“ Member
Hon. Jeremiah Sokan โ€“ Member
Hon. Austin Taylor โ€“ Member
Hon. Dixon Seboe โ€“ Member
Hon. Ernest Manseah โ€“ Member

The committee has been mandated to conduct a full-scale investigation into the matter and report its findings and recommendations to Plenary.

The House believes that ordinary Liberians continue to suffer from the burden of excessive charges and administrative bottlenecks at the port, a situation lawmakers say is discouraging business growth and increasing hardship for citizens.

According to lawmakers, many importers are now opting to use neighboring ports in the Republic of Guinea to bring in their goods due to the high charges and delays experienced at Liberian port. Members of the House further noted that delays in cargo clearance often compel importers to pay huge demurrage fees, thereby increasing the cost of goods on the local market.

Appearing before the House during Thursdayโ€™s session were the Commissioner General of the Liberia Revenue Authority (LRA), the President of the Liberia Business Association (LIBA), the General Manager of Global Tracking & Maritime Solution (GTMS), the President of the Custom Brokers Association of Liberia, the General Manager of APM Terminals, the General Manager of MTS Inspection Services Ltd., and the General Manager of METECH Scientific.

The officials appeared to address issues surrounding the alleged imposition of undue charges on the business community and citizens of Liberia.

President Boakai Issues Cabinet Directive on Excessive Foreign Trips, Orders Restrictions on Officialsโ€™ Travel

Thursday, May 28, 2026

Executive Mansion, Monrovia: President Joseph Nyuma Boakai, Sr., has issued a cabinet directive significantly restricting official foreign travel by Cabinet Ministers and senior government officials, citing growing concerns over the need for stronger focus on mounting national priorities.

The directive immediately imposes stringent conditions on all foreign trips undertaken by ministers, heads of agencies and commissions, ambassadors, and other senior officials.

Issuing the "Cabinet Directiveโ€ at a cabinet meeting this afternoon, President Boakai asserted that some of the travels have negatively affected Cabinet participation and disrupted key government operations, depriving the Administration of critical policy input and leadership at important decision-making levels.

The President in the directive further noted that repeated international trips financial burdens on the Government at a time when resources are needed for urgent national development priorities.

According to the directive, no government official will be allowed to embark on official foreign travel without expressed prior approval from the President.

Meanwhile, the Liberian Leader has also introduced a โ€œVirtual Participation First Policy,โ€ directing Ministries, Agencies, and Commissions to prioritize participation in international meetings through platforms such as Zoom and Microsoft Teams whenever practical.

The Chief Executive and Chair of the Cabinet further mandates that all travel requests must now provide detailed justification, including the strategic relevance of the trip to Liberia, estimated costs, funding sources, delegation composition, and explanations as to why virtual participation would not be sufficient.

President Boakai in the directive stressed that physical attendance at conferences and international engagements will only be approved where it is โ€œdemonstrably necessaryโ€ and clearly in Liberiaโ€™s national interest.

The President ordered that, except under extraordinary circumstances, no Cabinet Minister or senior official should undertake more than one official foreign trip per quarter unless expressly authorized by him.

Additionally, travel requests will be denied if the absence of the official is likely to affect Cabinet deliberations, institutional leadership, urgent decision-making, or critical government functions.

The directive also reinforces strict compliance with government travel regulations, including limitations on class of travel, per diem allowances, accommodations, and related expenditures.

Implementation and monitoring of the directive will be jointly supervised by the Ministry of State for Presidential Affairs and the Cabinet Office, while reserving the right to grant exceptions in cases involving compelling national interests.

The President cautioned that all officials are expected to fully comply with the new policy in the interest of responsible governance, operational efficiency, and prudent management of public resources.

Senator Amara Konneh writes โœ๏ธ

There is nothing new in Liberia except the history you don't know or the one you conveniently forget to benefit your actions. Political parties seek power only for their own benefit. The goal of power is power itself. And when power shifts, what makes us think it won't follow the same pattern again?

Here's a tough but important truth: in 2018, we saw some current Unity Party (UP) leaders lose their jobs and livelihoods when power moved to the Coalition for Democratic Change (CDC) because of their loyalty to the party. We've also seen the UP government dismiss several CDC officials, civil servants, and security personnel for openly taking part in political rallies while wearing party regalia. These dismissalsโ€”affecting people from the Executive Protection Service (EPS) and the Monrovia City Corporation (MCC)โ€”"were carried out to stop civil servants from breaking government conduct policies,โ€ as a reason for the governmentโ€™s actions. Our letter to the Senate requesting the reinstatement of the fired civil servants from MCC is stuck in the Labor Committee.

Today, we notice some UP government officials and civil servants, including the Director-General of the CSA, wearing regalia in support of President Boakai. I wonder what will happen to their jobs and livelihoods when power changes again.

History doesn't always have clear endings, but one thing everyone knows is this: Power will eventually end. The real question is, what do you do with it while you have it? When do we take a moment to reflect? When do we put an end to targeting each other because of our political affiliations and see the Liberian in each of us?
