Subject: Urgent Appeal: Violation of Human Rights in Nepal – Police Shooting School Students

Dear United Nations Human Rights Council,

I am writing to raise an urgent appeal regarding the grave human rights violations currently occurring in Nepal. Recent incidents reveal that police forces have opened fire on students wearing school uniforms, resulting in the tragic deaths of at least 16 Gen Z so far.

These actions constitute serious breaches of international human rights law, specifically under the United Nations Convention on the Rights of the Child (UNCRC, 1989) and the International Covenant on Civil and Political Rights (ICCPR, 1966):

Relevant UNCRC Articles Violated

Article 6: Every child has the inherent right to life, and states must ensure maximum survival and development.

Article 19: Children must be protected from all forms of violence, including excessive force by authorities.

Article 37(a): No child shall be subjected to torture, inhuman, or degrading treatment.

Relevant ICCPR Articles Violated

Article 6(1): Everyone has the inherent right to life, and this right must be protected by law.

Article 24(1): Children are entitled to special protection as minors under international law.

The unjustified killing of students particularly those in school uniforms and unarmed represents a direct violation of the right to life and could trigger international accountability under both conventions.

I have attached supporting photos and videos as evidence of these serious violations. I respectfully request the United Nations Human Rights Council and other relevant bodies to:

Launch an urgent investigation into the unlawful killing of students.

Hold accountable those responsible for ordering and executing the use of lethal force.

The situation in Nepal requires immediate global attention. The lives and rights of Nepalese children are in imminent danger, and intervention from the international community is crucial to uphold the principles of human dignity, justice, and protection of minors.

Thank you for your urgent attention and support in addressing this humanitarian crisis.

सरकारले फेसबुक,ट्वीटर (एक्स),युट्युबलगायत २६ वटा सामाजिक सञ्जाल बन्द गर्ने निर्णय गरेको छ। मन्त्रिपरिषदको निर्णय र सर्वोच्च अदालतको परमादेश कार्यान्वयन गर्नका लागि सञ्चार तथा सूचना प्रविधि मन्त्रालयले बिहीबार उक्त निर्णय गरेको हो।

सरकारले आजदेखि नै उक्त सामाजिक सञ्जाल बन्द गर्नका लागि दूरसञ्चार प्राधिकरणलाई पत्राचार गरेको छ। स्रोतका अनुसार सञ्चार मन्त्रालयमा बिहीबार बसेको बैठकले सर्वोच्च अदालतको परमादेश र यसअघि मन्त्रिपरिषद्को निर्णय कार्यान्वयन गर्न फेसबुकलगायत २६ वटा सामाजिक सञ्जाल बन्द गर्ने निर्णय गरेको हो।

ती सामाजिक सञ्जालहरूले नेपालमा दर्ताका लागि प्रक्रिया अगाडि बढाएमा क्रमशः खोलिदिने निर्णय भएको स्रोतको भनाइ छ।

Detailed Estimates:

On the approval of the approximate estimate or after getting the administrative approval, this estimate is prepared in detail. In this estimate the quantities of various items under each sub-head of works are calculated in detail from the dimensions taken from the drawings and the cost of each item is worked out according to the prevalent market rates or sanctioned schedule of rates. If the work proposed shall be constructed is located at a remote place, the provision for the carriage of the material shall also be added in the estimate. A percentage 5% to 10% of the estimated cost for unforeseen items (contingencies) such as change of design, and for the provision of petty establishment and a percentage of about 2% are provided for work charged establishment, so as to avoid any excess over the administratively approved estimate later on. The rates include the cost of labor, materials, and equipments, water charges, overhead charges, tax, profits etc. This estimate includes water supply & sanitary fittings, electrical works, site development, boundany walls and approach road.

This estimate is accompanied by:
a) A detailed report.
b) Detailed specifications for the ex*****on of work.
c) Detailed drawings (plans, site plan, elevations, sections etc)
d) Calculation and designs of various items such as for beams, slabs, irrigation channels.
e) Schedule of rates followed and premium if allowed.

Numerical Example:
Prepare a preliminary estimate for the civil works required for the establishment of a Polytechnic requiring a total carpet area of 6000 sqm. This includes the actual floor area required for classroom's laboratories, offices and stores etc. Suitable extra provision should be made for walls, verandahs, corridors, lavatories, staircase etc. The plinth area rate is 1100 per sqm. Suitable provision may be made for the special treatment required for providing the necessary water supply and sanitary: work and electric installation, contingencies and supervision charges.

Solution
Carpet area = 6000 Sqm
Let built up area = X Sqm
Plinth area = carpet area + area occupied by corridior, veréndahs, lavaratories and staircase + area occupied by walls

Assume that the area occupied by corridors, verandahs, lavaratories and staircases be 30% of plinth area and walls be 10% of plinth area.
Plinth area = X
X = 6000 + 30/100X + 10/100X
=6000 + 0.30X + 0.10X
X=6000/0.6
X=10000 Sqm

Building cost = 10000 × 1100 = 11000000

For architectural treatment
@1% of Building cost=11000000 × 1/100= 110000

For water supply and Electrical installation
@15% of building 11000000 × 15/100 = 1650000
Total = 12760000

Contingencies @10% of total cost = 1276000
Supervision charge @5% of total cost = 638000

●Grand Total = Rs.14674000
