*Papua New Guinea Unveils Digital ID SIM Reform to Combat Crime and Strengthen Online Safety*

Papua New Guinea is preparing to roll out one of the most comprehensive mobile identity reforms in the Pacific, with the Government announcing a new SIM Card Registration Regulation to take effect in 2026. The reform will link every active SIM card in the country to the national SevisPass Digital ID, a move the Government says is essential to reducing fraud, cybercrime and unverified mobile activity.

The announcement was made by Acting Minister for Information and Communications Technology, Hon. Peter Tsiamalili Jr., following NEC Decision No. 183/2025 and outcomes from the Digital Transformation Summit 2025. The new regulation is being drafted by NICTA to align with the National Digital Identity Policy 2025, and will formally mandate the use of SevisPass, SevisWallet and the SevisDEx digital identity exchange across the telecommunications sector.

Under the proposed changes, all adults aged 18 and above will be required to obtain a SevisPass and link their SIMs through the SevisWallet App. No new SIM card will be activated without digital ID-based verification. For young people, the Government will introduce SevisPass-Minor for youths aged 13 to 17, while children under 12 will only use Dependent SIMs registered under a parent or guardian.

A nationwide grace period from 1 January to 30 June 2026 will allow existing SIM card users to complete digital verification. Any SIM not linked to a valid SevisPass arrangement after the deadline will be deactivated.

A new Digital ID Implementation Authority will oversee the national identity system and provide eKYC and Customer Due Diligence services to operators. While operators may be charged regulated fees, the Minister confirmed that citizens will not pay for SevisPass registration or SIM linking.

The regulation will also introduce strengthened privacy and cyber-security protections. Telcos will no longer store biometric data; instead, encrypted SevisPass tokens will be used.

The reform aims to clean up PNG’s SIM ecosystem, curb criminal misuse of mobile numbers, strengthen AML/CTF compliance, expand access to digital services, and ensure that every mobile user in the country is tied to a trusted, sovereign PNG Digital ID.

Goldie River Training Depot, Central Province PNG – History was made today as the PNGDF Trainee Accommodation Project officially broke ground, becoming the first major infrastructure initiative to commence following the signing of the PNG-Australia Mutual Defence Treaty—the Pukpuk Treaty.

​The ceremony was attended by Australia's Deputy Prime Minister and Minister for Defence, Hon Richard Marles MP, and PNG Minister for Defence, Hon Dr. Billy Joseph MP right after 2pm, PGT.

​The event was symbolically blessed by heavy rain immediately following the official proceedings, similar to what concluded on Lombrum Naval Base, Manus.

​This project, supported by the Australian Government, will deliver sustainable, modern accommodation for up to 200 PNGDF trainees, featuring solar power, rainwater storage, and essential new amenities.

​This joint effort is a tangible step forward in building a stronger, more capable PNGDF, fulfilling the core principles of both allies in the region.

Final Day Wrap-Up: Inside the Operations Team Behind the International Pacific International Conference 2025

The International Pacific International Conference 2025 wrapped up on Wednesday after three days of powerful discussions, regional collaboration, and professional networking across the Pacific.

Held under the unifying theme “One Pacific, One Profession,” the event brought together leaders, professionals, academics, and policymakers from across Melanesia, Micronesia, and Polynesia. Since Monday, delegates have been exploring capacity-building, digital transformation, Pacific identity, and stronger long-term cooperation.

While the conference focused on big ideas and regional outcomes, much of its success came from the team working tirelessly behind the scenes.

NBC National Radio’s Mark Ali spoke with Mr. Samuel Jacob, a key member of the organising committee, who shared insights into the weeks of preparation that ensured the event ran smoothly from start to finish.

Mr. Jacob highlighted the enormous logistics involved, from coordinating accommodation and transport, to setting up day-to-day workshop spaces, technology, and security. He said the turnout exceeded expectations, with strong representation from right across the Pacific.

Cultural performances, exhibitions, and evening showcases added colour to the three-day program, and Mr. Jacob acknowledged the commitment of the operations team who worked long hours to deliver the inaugural conference.

With the event now concluded, organisers say they are confident the conference has set a strong foundation for future regional gatherings, strengthening the message of unity and shared professional standards across the Pacific.
