Communities Welcome Return of Justice Elis as Residential Judge for Enga

The people of Enga Province have described the return of Residential Judge, Justice Graham Elis, as “an answer from God” after confirmation that he has been reappointed to serve in Enga.
Justice Elis previously served as Enga’s Residential Judge from 2009 to 2010, and his reallocation has been met with overwhelming support from communities across the province.
A resident of Langeres, near Wabag town, said the appointment was not only a necessity but a legal requirement for provinces to effectively uphold justice and curb rising lawlessness.
“The need for a residential judge is more than just a want. It is a requirement. Every province must have one to ensure the law is respected,” the resident said.
In anticipation of Justice Elis’ arrival, residents from surrounding areas, including Karls, Lanekep, Sapip, Apiap, Kayauls, and Wabag town, gathered as early as 6am to clean the entire township. The gesture was seen as a show of appreciation for his return, given his strong record in handling cases ranging from criminal and civil matters to human rights issues during his earlier tenure.
Many Engans believe his reappointment is a direct response to their prayers during a time of widespread lawlessness, with all five districts in the province declared tribal war zones, except Wabag town.
The official program to welcome Justice Elis has been rescheduled to October 2, 2025, to coincide with the provincial celebrations marking Papua New Guinea’s 50th Independence Anniversary and to celebrate Enga's infrastructural developments and achievements within the last 50 years.
