NEWS | WPU Earns ‘Very Satisfactory’ Rating in DBM 2024 Review

Through its Budget ng Bayan Monitor, the Department of Budget and Management (DBM) reaffirmed the enhanced 2024 Agency Performance Review (APR), where Western Philippines University (WPU) earned a Very Satisfactory rating.

After the evaluation that assessed National Government Agencies (NGAs), Other Executive Offices (OEOs), Constitutional Commissions, and State Universities and Colleges (SUCs) across three key dimensions: financial performance, physical performance, and the timeliness and quality of report submissions, WPU garnered a 4.66 rating, equivalent to Very Satisfactory.

Aside from WPU, other MIMAROPA SUCs were also included in the results: Palawan State University (4.30), Mindoro State University (4.09), and Occidental Mindoro State College (4.55).

On the other hand, Marinduque State College received a 2.57 rating (Unsatisfactory), while Romblon State University got 1.85 (Poor).

Despite this, Luzon remained the best-performing island group overall, with WPU recording the highest rating.

Additionally, only Davao del Sur State College, Biliran Province State College, Cagayan State University, and President Ramon Magsaysay University achieved a perfect 5.00 rating, earning an Outstanding distinction.

Meanwhile, DBM Assistant Secretary Romeo Matthew T. Balanquit underscored the call for continuous reform.

“While these gains are encouraging, much more remains to be done. The ever-evolving needs of our citizens, the complexity of program implementation, and the rising demand for greater transparency and results call for bolder action and a stronger push toward institutional efficiency,” he stated.

Aniya, “I congratulate you all–not just for winning the election, but also for just bringing yourselves forward in service for our university. Congratulations to everyone and I welcome you to the WPU management.”

“As soon as you took your oath, that is exactly what you’re committed to do–to be part of the WPU management.”

“I cannot just consider you as students who are leading your particular organizations–but you are the helping hands of our management in making everything in WPU be good for our students, be good for our community, and be good for what our university really stands for.”

Sa pagtatapos ng programa, binigyan ng pagkakataon ang lahat upang makakuha ng larawan kasama sina Dr. Liao, Dr. Kutat, Outgoing SSC President, Hon. Ombe, COMSELEC adviser, sir Urmenita, at COMSELEC Chairperson, Coching.

Empowering teachers, librarians, and media in the digital age, Western Philippines University (WPU) hosted the National Media and Information Literacy (MIL) Caravan at CEd Audio Visual Hall on August 08, 2025.

In partnership with the Polytechnic University of the Philippines (PUP) College of Communication and PUP PhD Communication Society, Communication Foundation for Asia-IMPACT through MIL has chosen WPU to host the Palawan LEG.

One of the key speakers of the program, IMPACT Professor and PUP Dean Dr. Jose Reuben Alagaran II, emphasized media mindfulness in everyday life. In an interview with Dr. Alagaran, he mentioned the goal of the program to promote MIL in the country and the need to be media literate in a media-saturated society. He shared,

“𝘐𝘯 𝘳𝘦𝘢𝘭𝘪𝘵𝘺, 𝘵𝘩𝘦𝘳𝘦 𝘪𝘴 𝘯𝘰 𝘤𝘰𝘯𝘴𝘤𝘪𝘰𝘶𝘴 𝘪𝘯𝘵𝘦𝘨𝘳𝘢𝘵𝘪𝘰𝘯 𝘰𝘧 𝘮𝘦𝘥𝘪𝘢 𝘢𝘯𝘥 𝘪𝘯𝘧𝘰𝘳𝘮𝘢𝘵𝘪𝘰𝘯 𝘭𝘪𝘵𝘦𝘳𝘢𝘤𝘺 𝘪𝘯 𝘵𝘩𝘦 𝘤𝘶𝘳𝘳𝘪𝘤𝘶𝘭𝘶𝘮, 𝘴𝘰 𝘵𝘩𝘢𝘵’𝘴 𝘵𝘩𝘦 𝘳𝘦𝘢𝘴𝘰𝘯 𝘸𝘩𝘺 𝘵𝘩𝘦 𝘯𝘦𝘹𝘵 𝘴𝘵𝘦𝘱 𝘧𝘰𝘳 𝘶𝘴 𝘪𝘴 𝘵𝘰 𝘵𝘦𝘢𝘤𝘩 𝘵𝘩𝘦 𝘴𝘵𝘶𝘥𝘦𝘯𝘵 𝘢𝘯𝘥 𝘵𝘩𝘦 𝘧𝘢𝘤𝘶𝘭𝘵𝘺 𝘢𝘴 𝘸𝘦𝘭𝘭 𝘩𝘰𝘸 𝘵𝘰 𝘪𝘯𝘵𝘦𝘨𝘳𝘢𝘵𝘦 𝘮𝘦𝘥𝘪𝘢 𝘢𝘯𝘥 𝘪𝘯𝘧𝘰𝘳𝘮𝘢𝘵𝘪𝘰𝘯 𝘭𝘪𝘵𝘦𝘳𝘢𝘤𝘺 𝘪𝘯 𝘵𝘩𝘦 𝘦𝘹𝘪𝘴𝘵𝘪𝘯𝘨 𝘤𝘰𝘶𝘳𝘴𝘦𝘴.”

He also noted that students are not exposed to ways to evaluate information, as it is not usually done in school, and that teachers should also be trained on how to practically evaluate information through the use of tools. He also commented that we should be embracing Artificial Intelligence (AI) rather than not using it.

“𝘛𝘩𝘦𝘳𝘦’𝘴 𝘯𝘰𝘵𝘩𝘪𝘯𝘨 𝘸𝘳𝘰𝘯𝘨 𝘸𝘪𝘵𝘩 𝘪𝘵 (𝘈𝘐); 𝘸𝘩𝘢𝘵 𝘐 𝘣𝘦𝘭𝘪𝘦𝘷𝘦 𝘪𝘴 𝘪𝘮𝘱𝘰𝘳𝘵𝘢𝘯𝘵 𝘪𝘴 𝘧𝘰𝘳 𝘴𝘤𝘩𝘰𝘰𝘭𝘴 𝘵𝘰 𝘤𝘰𝘮𝘦 𝘶𝘱 𝘸𝘪𝘵𝘩 𝘢 𝘴𝘦𝘵 𝘰𝘧 𝘱𝘰𝘭𝘪𝘤𝘪𝘦𝘴 𝘰𝘯 𝘩𝘰𝘸 𝘵𝘰 𝘣𝘦 𝘢𝘣𝘭𝘦 𝘵𝘰 𝘶𝘵𝘪𝘭𝘪𝘻𝘦 𝘈𝘐 𝘮𝘰𝘳𝘦 𝘳𝘦𝘴𝘱𝘰𝘯𝘴𝘪𝘣𝘭𝘺 𝘢𝘯𝘥 𝘦𝘵𝘩𝘪𝘤𝘢𝘭𝘭𝘺.”

He also advises students attending these types of seminars to share the learning, especially with their parents. Students should also be more responsible in utilizing media, not just believing in what they see but also going out of their way to verify information.

Dr. Rastanura Bober, Dean of the College of Education, clarified the issue regarding the offering of BSEd majorships per campus. She emphasized that there will be no transferring of students from one campus to another amid circulating concerns related to the specialization offerings in the Bachelor of Secondary Education (BSEd) program.

In an interview, Dr. Bober explained that education students who have already begun their current majorships will continue with the same track. This means that no student will be moved between campuses. However, for incoming freshmen, there will be a limited number of BSEd specialization offerings in both campuses.

Tentatively, three major subjects—English, Science, and Values Education—will be offered at the Main Campus, while Filipino and Mathematics majors will be available at the PPC Campus.

She said, ‘𝘚𝘵𝘶𝘥𝘦𝘯𝘵𝘴 𝘦𝘯𝘳𝘰𝘭𝘭𝘦𝘥 𝘪𝘯 𝘵𝘩𝘦𝘪𝘳 𝘤𝘶𝘳𝘳𝘦𝘯𝘵 𝘮𝘢𝘫𝘰𝘳 𝘸𝘪𝘭𝘭 𝘤𝘰𝘯𝘵𝘪𝘯𝘶𝘦 𝘢𝘴 𝘪𝘵 𝘪𝘴. 𝘞𝘢𝘭𝘢 𝘴𝘪𝘺𝘢𝘯𝘨 𝘤𝘩𝘢𝘯𝘨𝘦𝘴 𝘴𝘢 𝘮𝘢𝘫𝘰𝘳. 𝘔𝘢𝘨𝘬𝘢𝘬𝘢𝘳𝘰𝘰𝘯 𝘭𝘢𝘯𝘨 𝘯𝘨 𝘪𝘯𝘵𝘦𝘳𝘯𝘢𝘭 𝘱𝘳𝘰𝘤𝘦𝘴𝘴 𝘬𝘢𝘴𝘪 𝘬𝘶𝘬𝘶𝘯𝘵𝘪 𝘢𝘯𝘨 𝘯𝘶𝘮𝘣𝘦𝘳 𝘰𝘧 𝘦𝘯𝘳𝘰𝘭𝘭𝘦𝘦𝘴. When asked whether stakeholders were consulted regarding the changes, Dr. Bober said: ‘𝘚𝘪𝘯𝘤𝘦 𝘮𝘢𝘨𝘵𝘢𝘬𝘦 𝘦𝘧𝘧𝘦𝘤𝘵 𝘪𝘵𝘰 𝘴𝘢 𝘪𝘯𝘤𝘰𝘮𝘪𝘯𝘨 𝘧𝘪𝘳𝘴𝘵 𝘺𝘦𝘢𝘳, 𝘴𝘪𝘨𝘶𝘳𝘰 𝘴𝘢 𝘮𝘢𝘳𝘬𝘦𝘵𝘪𝘯𝘨 𝘯𝘨 𝘱𝘳𝘰𝘨𝘳𝘢𝘮, 𝘥𝘰𝘰𝘯 𝘮𝘢𝘭𝘢𝘭𝘢𝘮𝘢𝘯 𝘱𝘢𝘳𝘢 𝘮𝘢𝘨𝘪𝘯𝘨 𝘪𝘯𝘧𝘰𝘳𝘮𝘦𝘥 𝘢𝘯𝘨 𝘴𝘵𝘢𝘬𝘦𝘩𝘰𝘭𝘥𝘦𝘳𝘴, 𝘢𝘯𝘨 𝘤𝘰𝘮𝘮𝘶𝘯𝘪𝘵𝘺 𝘢𝘯𝘥 𝘰𝘵𝘩𝘦𝘳 𝘴𝘤𝘩𝘰𝘰𝘭𝘴, 𝘯𝘢 𝘢𝘯𝘨 𝘌𝘥𝘶𝘤 𝘪𝘵𝘰 𝘯𝘢𝘭𝘢𝘯𝘨 𝘢𝘯𝘨 𝘰𝘧𝘧𝘦𝘳𝘦𝘥 𝘯𝘢 𝘱𝘳𝘰𝘨𝘳𝘢𝘮.’

She also emphasized the university’s academic freedom in implementing policies and assured that students will be kept informed.

‘𝘓𝘦𝘵’𝘴 𝘦𝘮𝘣𝘳𝘢𝘤𝘦 𝘤𝘩𝘢𝘯𝘨𝘦𝘴 𝘬𝘢𝘴𝘪 𝘯𝘰𝘳𝘮𝘢𝘭 𝘭𝘢𝘯𝘨 𝘯𝘢 𝘮𝘢𝘺 𝘮𝘨𝘢 𝘤𝘩𝘢𝘯𝘨𝘦𝘴 𝘴𝘢 𝘣𝘢𝘸𝘢𝘵 𝘪𝘯𝘴𝘵𝘪𝘵𝘶𝘵𝘪𝘰𝘯. 𝘚𝘰, 𝘩𝘪𝘯𝘥𝘪 𝘯𝘢𝘵𝘪𝘯 𝘵𝘪𝘵𝘪𝘯𝘨𝘯𝘢𝘯 𝘢𝘯𝘨 𝘮𝘨𝘢 𝘤𝘩𝘢𝘯𝘨𝘦𝘴 𝘯𝘢 ‘𝘺𝘢𝘯 𝘢𝘴 𝘯𝘦𝘨𝘢𝘵𝘪𝘷𝘦; 𝘥𝘰𝘰𝘯 𝘵𝘢𝘺𝘰 𝘱𝘢𝘭𝘢𝘨𝘪 𝘴𝘢 𝘱𝘰𝘴𝘪𝘵𝘪𝘷𝘦 𝘴𝘪𝘥𝘦. She added that openness to change is essential.

The decision to retain specific BSEd majors per campus was based on the current number of enrollees and the university’s available resources to support the programs.

Meanwhile, an official announcement of the changes will be released within the week.
Additionally, a room-to-room information campaign will be conducted, led by College of Education Officer-in-Charge Ian Christian U. Cadiz, together with the program chair, to inform BSEd students of the upcoming adjustments.
