While the spotlight was on the court and the crowd roared with pride, a quiet force stood strongโensuring every match, every march, and every moment was safe.
To the heart of our security and safetyโthe Incident Command System teamโwe raise our loudest cheer for you!
The LCUAAโEV 1st Friendship Games held on June 26 to 28, 2025 was more than a gathering of athletic excellence in the region. It was a celebration of unity, discipline, and resilienceโand none of it would have been possible without the unwavering commitment of our Incident Command System personnel.
From Day 0 to the final whistle, there was a group who moved quietly but mightily behind the scenesโensuring every delegate slept safely, every meal was served, every injury was treated, and every risk was managed.
The Incident Command System (ICS) team of the LCUAA-EV 1st Friendship Games was activated in full force with limited preparation time, human resources, and logistical supplies. Yet, under pressure, they delivered nothing less than excellence.
At the helm was the Responsible Incident Officer, none other than Hon. Mayor Lemuel Gin K. Traya coordinated operations and ensured smooth communication across units.
Supporting him was the Incident Commander Mark I. Castaรฑas with the three main sections of ICS:
Operations Section Chief, Mr. Erik Barcelo,head of the Municipal Disaster Risk Reduction Management Office (MDRRMO) who oversaw safety, venue control, and delegate movementโkeeping order in every court, room, and street.
Planning Section Chief, Mr. Reinz R. Corbeza who took charge of data tracking, schedules, and contingency plansโeven as situations shifted every hour.
To the logistics section chief, Prof. Ella Krista Traya with the support of her logistic officer , Prof. Dulce Amor Cutura who managed supplies, billeting, transport, and meals.
To the camp managers, Dr. Domer P. Regis, Dr. Teofilo Montallana, Prof. Franco Salamanca and Dr. Eduardo Raquel Sr. who worked past midnight just to make sure every delegation had a place to sleep and food to eat.
Also embedded within these sections were Staging Area Manager, Prof. Marian Joy Brillo, Water Distribution, Sir Siegfredo Flores, Medical Team, supervised by Maam Marie Knell Agullo, Event Team coordinator, Prof. Fhaila Donn Soniedo, Sanitation Monitoring, Dr. Asuncion M. Villote, Radio Communications Support by Mr. Edilberto Erne Jr., for Waste Managemen, Mrs. Sheila V. Posas, Security and Traffic Team by PMAJ Luis B. Hatton.
With minimal preparation time, limited manpower, and mounting logistical hurdles, the odds werenโt in our favor. Camp management, food distribution, medical response, and safety protocols could have easily unraveled the entire event. But the ICS stood tallโpivoting, improvising, and executing their roles with unwavering commitment.
From dawn patrols to late-night troubleshooting, they bore the weight of everyoneโs safety so the athletes, coaches, and guests could simply play and celebrate. Whether ensuring first-aid was within reach, checking billeting sites, or orchestrating rapid responses, these brave individuals exemplified service above self.
Safety isnโt always seen in photos or heard in cheersโbut it is felt in the peace of mind of every player, coach, student, and guest.
