BCDA serves 500 Aytas in Tarlac medical mission, celebrating IP Month

In celebration of Indigenous Peoples’ Month and “Katutubo Day,” the Bases Conversion and Development Authority (BCDA) held a large-scale medical mission in Barangay Sto. Niño, Bamban, Tarlac, extending essential health and welfare services to around 500 members of the local Ayta community.

With the theme “Kalusugan at Kaunlaran,” the initiative delivered comprehensive medical checkups, free medicines, health kits, nutritious meals, food supplements, and vitamins to 300 adults and 200 children. Young beneficiaries were also given toys, highlighting BCDA’s commitment to promoting not only physical health but also the holistic well-being of the community.

BCDA Vice President for Public Affairs Leilani Barlongay-Macasaet expressed her appreciation to the residents for welcoming the team’s efforts. “Sa ngalan ng Presidente ng BCDA, Engr. Joshua M. Bingcang, ako ay lubos na nagpapasalamat sa pagkakataong makiisa at makatulong sa ating mga katutubong kapatid dito sa Bamban,” she said.

Community members were able to consult with volunteer doctors, receive medical referrals, and discuss personal health concerns directly with medical personnel.

The success of the medical mission was made possible through strong partnerships across government and non-government organizations. BCDA collaborated with the Northern Luzon Command (NOLCOM), Training Command (TRACOM), Philippine Army, 600th Air Base Group, Air Logistics Command, Philippine Air Force, Philippine Marine Corps Foundation, Inc., Philippine Red Cross, Manila Water Foundation, and the Eagle-K Foundation.

The success of the activity was made possible through collaboration among government agencies and partner organizations, including the Northern Luzon Command (NOLCOM), Training Command (TRACOM), Philippine Army, 600th Air Base Group, Air Logistics Command, Philippine Air Force, Philippine Marine Corps Foundation, Inc., Philippine Red Cross, Manila Water Foundation, and Eagle-K Foundation.

Pampanga partners with NCSC to promote the rights and welfare of senior citizens

The Provincial Government of Pampanga paid tribute to its senior citizens through a meaningful assembly aimed at empowering them with knowledge of their legal rights and the benefits available to them.

Governor Lilia “Nanay” Pineda led the gathering of 2,096 senior citizens from the province’s 1st, 3rd, and 4th Districts, emphasizing the vital role of the elderly as pillars of strength and sources of inspiration for Kapampangan families.

Joining the governor were 1st District Board Members Cherry Manalo and Christian Halili, 4th District Board Member Kaye Naguit, and Provincial Social Welfare and Development Officer Fe Manarang, who presented the Capitol’s various programs and incentives designed for the welfare of senior citizens.

National Commission of Senior Citizens (NCSC) Regional Director Emmanuel Daez discussed the agency’s key functions and the provisions of Republic Act No. 11982 or the Expanded Centenarian Act of 2024.

Liezel Llarves from the DSWD Region III also shared details about the Social Pension for Indigent Senior Citizens Program, which provides financial assistance to elderly individuals with limited or no income.

Meanwhile, Mylene Lumber and Dr. Jocelyn Pangan of PhilHealth Regional Office III explained the benefits under the Yaman ng Kalusugan Program (YAKAP), while Mark Apaya of Landbank introduced banking services tailored for senior citizens.

Participants likewise received ₱1,000 cash assistance, food packs, and free medicines during the event.

As for Converge, the company sees the importance of sovereign cloud to give the government and Filipino companies the assurance that their most sensitive data is governed by the country’s own legal frameworks. Sovereign cloud operates independently, or in hybrid form, with global cloud providers but with clear boundaries on data location, access, and control.

This is becoming increasingly important given the Philippines’ growing dependence on digital transactions. When users access websites and do online transactions with government agencies, banks, and hospitals, they hand over sensitive personal information, which most people assume is automatically protected under Philippine law. The truth is, that’s not always the case. If an organization’s cloud systems are hosted abroad or managed by a foreign provider, their data could legally fall under the laws of another country, preventing the Philippines from fully regulating or auditing how that data is handled. Sectors such as government, finance, healthcare, and education, among others, are the ones to benefit the most from the adoption of the sovereign cloud, as they handle vast amounts of personal and confidential information.

For ordinary Filipinos, this gives them confidence that their data is used or shared according to what’s allowed by the country’s existing laws. At the same time, it strengthens their trust in organizations, knowing their information is safe and managed
responsibly. Ultimately, the move toward sovereign cloud is to allow the Philippines to embrace the benefits of digital transformation while ensuring that its most critical data remains secure and processed within trusted boundaries. CONG POGI CONGRATULATES ANGELES LGU FOR HISTORIC 2023 PBB ELIGIBILITY GRANT

FIRST DISTRICT, Pampanga – “Binabati ko ang lahat ng Department Heads, Chiefs of Office, at mga kawani ng Angeles City LGU sa pagkamit ng eligibility sa 2023 Performance-Based Bonus.”

Thus said former Angeles City Mayor and now Congressman Carmelo "Pogi" Lazatin, Jr. on October 29, 2025, following the release of the final list of eligible LGUs for the grant of F.Y. 2023 Performance-Based Bonus (PBB) for officials and employees.

“Isa itong malaking karangalan dahil for the first time in the history of the city ay nagawaran ng PBB eligibility ang Lungsod ng Angeles,” Lazatin said.

The PBB is awarded to government agencies and LGUs that have complied with all requirements under four dimensions of accountability – Performance Results, Process Results, Financial Results, and Citizen/Client Satisfaction Results – and attained a total score of at least 70 points based on the PBB Scoring System.

The F.Y. 2023 PBB eligibility granted to the Angeles LGU is based on its performance in the year 2023, during Lazatin’s time as Angeles City Mayor.



The Angeles LGU also bagged the Seal of Good Local Governance (SGLG) back in 2023, after which Lazatin promised to raise the employees Collective Negotiation Agreement (CNA) bonus from P7,000 to P10,000 should the City bag the SGLG in 2024.

In December last year, five months before being elected Congressman, Lazatin fulfilled his promise as the Angeles LGU earned another SGLG in 2024 – securing a historic back-to-back SGLG.

To date, Lazatin is the most awarded Angeles City Mayor having obtained 43 city awards and six personal awards during his two terms from 2019 to 2025.

A Small Town in Pangasinan, Ready to Power PH’s Nuclear Future

Labrador, Pangasinan – October 29, 2025 — Every few months, headlines warn of another electricity price hike, a familiar sting for Filipino households already strained by inflation. For many, the question is no longer if power will become more expensive, but whether it will ever be affordable again.

Electricity remains the lifeblood for Filipino households. A recent Philippine Statistics Authority (PSA) report shows that 94.8 percent of households, which translates to about 26.5 million homes, are connected to the grid. But accessibility does not always mean affordability. For millions, each increase in the monthly bill chips away income that can be used for other essentials like food and education, and this in turn, erodes opportunity, livelihood, and hope.

That sense of urgency brought residents of Labrador, Pangasinan, together for this year’s Stand Up for Nuclear (SUFN) 2025 town hall, a gathering that felt less like a debate and more like a community taking its future into its own hands.

Organized by Alpas Pinas, a non-stock, non-profit organization dedicated to promoting nuclear energy as a clean and sustainable source of power, and attended by Pangasinan 2nd District Representative Mark O. Cojuangco, a staunch nuclear advocate and principal author of the Philippine Atomic Energy Regulatory Authority (PhilAtom) Law, the event drew local officials and residents to discuss what it would mean for this quiet town to host a modern nuclear facility. The proposal, once abstract, is now deeply personal.

A Decision by the People
When the town hall opened, it wasn’t merely officials addressing a crowd; it was democracy in action. For years, the idea of a nuclear plant in Labrador hovered as a possibility and was met with both curiosity and caution. But according to Cojuangco, the discussion changed when locals began to see nuclear power as an engine for the town’s growth.

“I challenged them [citizens of Labrador], I said if this is what they want, write to the government that you will invite companies or the government to build a nuclear plant here in Labrador,” Cojuangco recalled.

The challenge sparked a movement. Within months, 65 percent of registered voters in the municipality signed a notarized petition inviting the development of a nuclear facility which is a rare and formal declaration of consent.

For Mayor Noel Uson, the decision marks both progress and prudence. “We are in full support of nuclear energy utilization,” he said, “but safety and security will always come first.”

Vice Mayor Melchora Yaneza agreed, adding that strict oversight and preparedness would be key to earning public trust.

Powering Livelihoods
Much of the town hall’s focus was on livelihood. A 1,000-MW plant, Cojuangco explained, carries a project value of about US$4 billion, with as much as 60 to 65 percent of spending expected to circulate through local civil works, supply chains, and services. Properly managed, this could become a cornerstone for regional economic development.

Equally compelling was the promise of lower electricity costs. Cojuangco projected that under the right framework, nuclear energy could provide power at PHP5 per kWh, or even free for local households, under certain arrangements.

“Do you think that with electricity that cheap, investors wouldn’t flock to Labrador to build all sorts of businesses, livelihoods, and industries? And who would benefit from permanent jobs, wouldn’t it be you as well?” Cojuangco emphasized.

Equally important is longevity. Modern nuclear plants can operate for up to 80 years, offering stable power and economic stability across generations. For small businesses long constrained by high utility bills, that longevity could be the difference between survival and growth.

Safety, Trust, and Transparency
Fear remains nuclear power’s most enduring obstacle, but the town hall discussed that modern engineering and transparent governance can turn fear into informed confidence.

Cojuangco cited the Diablo Canyon Power Plant in California, built to endure seismic forces more than twice the usual standard—a related situation for the Philippines—which lies on the Pacific Ring of Fire.

“If a plant in earthquake country like California can operate safely for decades, there’s no reason the Philippines—with the right regulation and technology—cannot do the same,” he affirmed.

Cojuangco also detailed how deep geological repositories and borehole disposal have become global benchmarks for managing high-level nuclear waste, backed by decades of research from the International Atomic Energy Agency (IAEA) and will be properly regulated with the passage of PhilAtom Law.

“Safety is not negotiable; trust must be earned through open information, strong oversight, and honest communication. Transparency should extend beyond construction to day-to-day operations, and the people must be involved not just in approval but in continuous monitoring. That’s how we build a culture of safety,” he assured.

A National Turning Point
For a town of fewer than 30,000 people, Labrador’s actions have drawn national attention. This ignited the plans of the Department of Energy (DOE) to explore nuclear power options, from rehabilitating the Bataan Nuclear Power Plant to pursuing new feasibility studies with international partners.

In fact, a recent Social Weather Stations (SWS) survey commissioned by the DOE found that 70% of Filipinos now support or are open to nuclear energy—a level of acceptance unseen in previous decades.

For Alpas Pinas Lead Convenor Gayle Certeza, Labrador represents a turning point, stating, “This is a town that chose nuclear energy not out of fear or politics, but hope. “You are the ones putting the Philippines on the map of nuclear energy.”

If Labrador’s example holds, it could become a national template, proof that the path to a nuclear future runs not through laboratories or boardrooms, but through communities.

Because in the end, nuclear power in the Philippines is not just about reactors or policy. It is, at its core, about people—those who will live with the energy, build with it, and, ultimately, be empowered by it.

BCDA, Tarlac to open community college in New Clark City

The Bases Conversion and Development Authority (BCDA) and the Provincial Government of Tarlac have forged a landmark partnership to establish the Tarlac Community College in New Clark City, a move seen to boost regional development, expand access to affordable and quality education, and build a future-ready workforce in Central Luzon.

BCDA President and Chief Executive Officer Engr. Joshua M. Bingcang and Tarlac Governor Christian Tell A. Yap on Friday, October 17, 2025, a memorandum of understanding (MOU) to initiate the planning and development of a five-hectare community college that will position New Clark City as an emerging hub for academic excellence, innovation, and inclusive growth.

“We are laying down the foundation for the establishment of the Tarlac Community College in New Clark City, a partnership between BCDA and the Provincial Government of Tarlac. This is in line with BCDA’s vision to strengthen university-industry linkage and equip our people with the skills needed for future industries,” said Engr. Bingcang.

Under the MOU, BCDA will identify and make available an area within New Clark City for the proposed campus, while the Provincial Government of Tarlac will lead its development, financing, and academic programming. The initiative forms part of BCDA’s efforts to attract educational institutions and research centers that will shape New Clark City into a beacon of learning and innovation.

Governor Yap underscored the transformative impact of the project: “We are very grateful for the property being offered for the development of this future training center and community college for our kababayans in the western side of the province of Tarlac. The best service we can provide them is to empower them with livelihood, jobs, and other opportunities…We have the platform here in New Clark City to develop all of our dreams.”

Tarlac Community College is envisioned to offer courses aligned with emerging industries and future employment trends, enhancing human capital and contributing to the socioeconomic advancement of Tarlac and its surrounding areas.

As a smart, green, disaster-resilient, and inclusive metropolis, New Clark City dedicates 60% of its land area to open spaces and sustainability-driven development. The addition of a premier educational institution strengthens its identity as a city built not only for infrastructure and commerce, but also for community building and nation-building. Other institutions that are already establishing their presence in New Clark City, including the National Academy of Sports, the University of the Philippines, and the Philippine Science High School, further solidifying its position as an emerging academic and innovation hub for the country.

BCDA and the Provincial Government of Tarlac will convene regular coordination meetings to ensure the project’s alignment with the New Clark City master plan and national development objectives. Capitol, DSWD Extends Aid to 1,905 Cancer Patients in 1st, 2nd Districts

CITY OF SAN FERNANDO, Pampanga — The Provincial Government of Pampanga, under the leadership of Governor Lilia “Nanay” Pineda, continues to demonstrate compassion and care for Kapampangans battling cancer through the provision of medical and financial assistance to 1,905 cancer patients from the 1st and 2nd districts of the province on Tuesday, October 28.

The initiative forms part of the Ayuda para sa Kapos ang Kita Program (AKAP) of the Department of Social Welfare and Development (DSWD), in partnership with the Provincial Government. The program aims to extend financial and health support to indigent and vulnerable patients.

Each cancer patient-beneficiary received ₱3,000 in financial assistance under the DSWD-AKAP program, along with food packs, free pneumonia vaccines, and maintenance medicines for high blood pressure and diabetes provided by the Pampanga Provincial Government in ceremonies held at the Bren Z. Guiao Convention Center.

Governor Pineda personally visited and checked on the beneficiaries, expressing her commitment to ensuring that no Kapampangan is left unaided in their time of need.

“We want every Kapampangan battling illness to know that they are not alone. The government will continue to stand by them in their fight,” she said.

One of the beneficiaries, Jennifer Santiago from the municipality of Guagua, who was diagnosed with Stage 4 Cervical Cancer last November, expressed her gratitude for the program.

“I’m deeply thankful because I was covered by the provincial government’s program. Without their help, we wouldn’t know where to get the money for my treatment. The assistance they provide means so much,” she said.

The assistance program underscores the Provincial Government’s ongoing commitment to accessible healthcare, social protection, and compassionate governance for all Kapampangans, especially those facing life-threatening illnesses.

Joining Governor Pineda in the distribution were 1st District Board Members Cherry Manalo and Christian Halili, and 2nd District Board Members Fritzie David-Dizon, Said Khan Eusoof, and Atty. Claire Lim, who likewise expressed their continued support for the province’s healthcare and social welfare initiatives.
