Angeles Council Backs Concerned Citizens of Pampanga

ANGELES CITY – The Sangguniang Panlungsod has thrown its full weight behind the Concerned Citizens of Pampanga (CCP), passing a resolution that rallies government and citizens alike to stamp out corruption and restore public trust.

In Resolution No. 11928, S-2025, unanimously adopted on September 16, councilors expressed “full support” for CCP and its “Isang Bayan, Isang Laban: Tapusin ang Katiwalian” campaign, stressing that corruption has long crippled national progress, deepened poverty, and eroded confidence in public institutions.

“The fight against corruption is a collective responsibility that extends beyond government institutions, involving citizens, organizations, and communities at large in creating a more just and equitable society,” the resolution declared.

Vice Mayor Amos Rivera, presiding officer, said the measure is more than symbolic. “By supporting the CCP, we are strengthening the call for transparency and accountability, values that are crucial for good governance,” Rivera told reporters.

Councilor Alexander Indiongco, lead sponsor, described the resolution as a “clear message” that the city government is aligning itself with civil society. “This is not just a statement of support; it is a commitment to stand with the people against corrupt practices,” Indiongco said.

The resolution also cited the need to protect independent watchdogs such as the Commission on Audit and the Independent Commission on Infrastructure, which play vital roles in ensuring accountability.

All members present — including Councilors Atty Pogs Suller, Niknok Bañola, Marang Morales-Agoncillo, Edu Pamintuan Jr., Ron Pineda, Doc Mich Bonifacio, Atty. Jeselle Dayrit, Raco Del Rosario, Dan Nacu, Richard Gaza, and Carlos Salvador — voted in favor.

OLONGAPO CITY—Mayor Carmelo Jon Lazatin II has been recognized by the Department of Education (DepEd) Region III for his support of the Madrasah Education Program (MEP), an initiative that integrates Islamic values, Arabic language, and culture into the national curriculum for Muslim learners.

The recognition was conferred during the Solidarity Forum on the Implementation of the MEP, held September 15–16 in Olongapo City, Zambales.

Launched by DepEd to promote inclusivity, the Madrasah Education Program ensures that Muslim students in both public and private schools receive quality basic education while preserving their faith and cultural identity. It is anchored on the K to 12 framework and aims to close learning gaps for Muslim communities across the country.

wastes, eyeing to plant bamboo trees

MABALACAT CITY – The Eco Protect Management Corporation (EPMC) together with Green Eco Xpress Inc. (GEX Inc) has cleared the Mabalacat City’s Central Materials Recovery Facility (MRF) of some 37,800 cubic meters of wastes in Barangay Sapang B***n.
EPMC President Alaine Tan said approximately 1,080 truck loads of wastes had been hauled from the Mabalacat Central MRF during the clearing operations conducted from August 31 up to September 12, 2025.
Tan said that after the clearing operations, 2400 liters of enzyme solution had been sprayed within the Sapang B***n Central MRF. The application of enzyme solution will help manage waste and reduce its environmental impact, Tan said.
Tan said the fermentation product speeds up the decomposition of organic materials and neutralizes odors. Tan said EPMC will rehabilitate the 30,276 -sqm area noting that bamboo trees will be planted in the vicinity of the MRF facility in a bid to establish a Bamboo Park.
Tan said, “Bamboo provides environmental benefits by absorbing large amounts of carbon dioxide and producing more oxygen than many trees, helping to improve air quality and combat climate change. Its extensive root system prevents soil erosion and conserves water.”
A single bamboo plant can absorb varying amounts of CO2 depending on its size and age, with values ranging from roughly 0.3 to 3.3 tons of carbon dioxide (CO2) per year for a whole clump, or up to 50–60 kilograms of CO2 over its entire lifespan for a single stalk (culm).
Under ideal conditions and using precision farming, a single plant can sequester around 450 kg (0.45 tons) of CO2 annually.

BELLS OF PROTEST | Pampanga Church Joins Fight Against Corruption

CITY OF SAN FERNANDO, PAMPANGA — In an unprecedented show of solidarity with the public outcry against corruption, the Archdiocese of San Fernando has endorsed a province-wide Noise Barrage on Wednesday, September 17, from 6:00 to 7:00 PM.

Parish churches and chapels across Pampanga will simultaneously ring their bells, signaling a moral alarm against alleged anomalies in the province’s flood control projects and other graft-related controversies. The initiative, organized by the Concerned Citizens of Pampanga, calls on both clergy and laity to join a unified act of conscience and civic resistance. The public is also enjoined to participate by creating noise with cars, buses, trucks, motorbikes, loud music, or any means that can amplify the message of protest.

Most Rev. Florentino “Dong” Lavarias, D.D., Archbishop of San Fernando, has formally urged all parish priests, rectors, and institutional heads to participate, describing the ringing of bells as a “clarion call to conscience” and a public witness to justice. In a circular letter, the Archdiocese emphasized that faith without action is hollow and prayer alone cannot confront wrongdoing, framing the church’s involvement as both spiritual and civic.

The "Noise Barrage" underscores a growing demand for transparency and ethical governance in Pampanga, where citizens have increasingly grown frustrated with persistent abuse of power and mismanagement of public funds. Organizers describe the event not only as protest but as a statement of unity, urging every Kapampangan to respond to corruption with both prayer and action.

The movement continues on Thursday, September 18, with a 1:00 PM Holy Mass at San Fernando Cathedral, followed by the “Isang Bayan, Isang Laban: Tapusin ang Katiwalian” Grand People’s Rally at 2:00 PM, uniting citizens and the Church in a public stand against injustice. Speaker Martin Romualdez may think a resignation or worse, the absurd notion of a “leave of absence” not even provided for in the House rules will calm the storm.

But sworn testimony before the Senate Blue Ribbon Committee revealed how lawmakers allegedly pocketed 25 percent from flood-control projects. Contractors Pacifico and Sarah “Curlee” Discaya named Romualdez, along with Marvin Rillo, Jojo Ang, Roman Romulo, and former presidential aide Terence Calatrava.

Separately, Senior Deputy Speaker Aurelio “Dong” Gonzales Jr. faced a graft complaint over P612 million in DPWH projects tied to his family’s firm; though dismissed, complainant Barangay chief Terence Napao of Mexico, Pampanga, vows to refile a stronger case before the Ombudsman. These are not isolated lapses but a systemic conflict of interest, politicians doubling as contractors while taxpayers sink in floods and classrooms rot without chairs.

On September 18, the Concerned Citizens of Pampanga will mass before the San Fernando Cathedral under the cry “Isang Bayan, Isang Laban, Tapusin ang Katiwalian.” Their rally, timed just before the Martial Law anniversary, is a warning that symbolic gestures cannot replace real accountability.

Only full prosecution of Romualdez, Gonzales, Rillo, Ang, Romulo, Calatrava, and every legislator proven guilty will restore public trust. Until justice is served, the clamor in the streets will drown out the denials in Congress.

VOLUNTEERISM | CLMA Pampanga Expands Journalism Training at Sindalan Elementary

CITY OF SAN FERNANDO — The Central Luzon Media Association (CLMA) Pampanga Chapter brought its Campus Journalism Workshop Caravan back to Sindalan Elementary School on September 16, sharpening young voices ahead of the Division Schools Press Conference.

More than 80 Grade 4 to 6 students took part in the second leg, which broadened its scope to News, Editorial/Column, Headline Writing, Copy Reading, Editorial Cartooning, and Feature Writing.

School Head Daisy Arciaga underscored the workshop’s deeper purpose. “We are preparing students not only for the Division Schools Press Conference but for the larger responsibility of communicating truthfully in their communities. Writing is not just a skill it's a duty,” she said. She also reminded them that if they pursue journalism as a career, they must be critical thinkers and observant of issues that matter especially corruption.

Sessions were led by Chairman Emeritus Caesar B**g Lacson (Punto Central Luzon), Master Nelson Gonzales (Pampanga Newsweek/iOrbitNews), and Executive Vice President Albert Lacanlale (RW 95.1 FM & SunStar Pampanga).

The first session, held August 12, featured Photojournalism with Gonzales and Collaborative Desktop Publishing with Jaypee Manalang (CL Businessweek).

“This is more than preparing for contests. Campus journalism trains students to see the world and tell its stories with integrity,” said Donna Mei Sta. Maria, teacher-coordinator of the Special Program in Journalism.

Teacher-coaches Boyet Magsino (SPJ Adviser), Jocelyn Gopez, Kathleen Sta. Cruz, Ma. Corazon Nabung, and Jayson Noprado joined in supporting the participants.

The next session will cover broadcast journalism with CLMA Treasurer Jhen Lumbang Parungao (Balitang-Balita), Gracie Rutao (ABS-CBN), and Luisse Rutao (GMA News).

Since 2022, CLMA Pampanga has held these caravans in schools across the province. “We want to equip young journalists with the tools, discipline, and courage to tell stories that matter,” the group said. “Fairness, accuracy, and public trust are the values we want them to carry forward.”

CLMA Pampanga is part of the region’s only organized alliance of active media practitioners, with chapters in Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, and Zambales. - Mark Sison

Fake information or “fake news” as it is commonly called is big business in Pampanga. Troll farms funded by politicians tied to the DPWH flood control scandal are used to silence critics, protect bogus contractors, and shape public opinion.

These troll farms are not just online irritants. They are paid tools of corruption. Rank-and-file trolls, often young operators managing dozens of fake accounts, earn between P30,000 and P70,000 a month to flood social media with propaganda. Influencers enlisted into these networks can earn P30,000 or more for a single post. Campaign masterminds who engineer the narratives can pocket up to P30 million for a three-month disinformation blitz, especially during elections. Payments are monthly for full-time trolls and per post or project for short-term hires.

One of the most notorious examples is ConcCitz. This troll-scammer page is a disinformation hub in Pampanga. It's bankrolled by politicians linked to the DPWH flood control scandal and their allies.

Social media becomes a battlefield. Flood control “kings” and bogus contractors are shielded. Rival business leaders, political opponents, and journalists including me are directly targeted, smeared, and harassed for exposing ghost projects and conflicts of interest.

These politicians publicly condemn fake news. In reality they fund it. Their troll armies now use AI-powered deception. Deepfakes and manipulated content are produced to confuse, scam, and discredit the public.

The loudest voices condemning fake news are often the same people who rely on it to silence critics and protect their power. PAMPANGA CANNOT IGNORE THIS.

PAMPANGA — Car horns, jeepney blasts, and the peal of church bells will converge in a one-hour noise barrage on September 17, serving as the signal flare for the Grand People’s Rally against corruption on September 18.

Between 6 and 7 p.m., private motorists, public transport groups, and parishes across Pampanga are set to sync their noise in protest, building momentum for the mass gathering the following day.

The protest, titled “Isang Bayan, Isang Laban: Tapusin ang Katiwalian,” is spearheaded by the Concerned Citizens of Pampanga (CCP) and joined by multi-sectoral groups. Their demands "prosecute and jail those involved in corruption, recover the billions stolen from public funds, and safeguard the work of the Independent Commission on Infrastructure".

City of San Fernando Mayor Vilma Caluag has issued the rally permit dated September 15, signed by Acting City Administrator Engr. Michael Quizon Jr., clearing the way for the assembly at the city’s cathedral grounds.

TRASH TO CHAIRS | EPMC MaLu Program Fills The Gap

PORAC, Pampanga — What once clogged waterways and piled up in landfills is now being transformed into something more valuable like school armchairs.

On September 15, Monday, Eco Protect Management Corp. (EPCM), through its flagship “Lunes Malinis” program, expanded its waste-to-education campaign at Calzadang Bayu and Manibaug Paralaya Elementary Schools.

Led by EPCM president Allaine Tan, the launch encouraged teachers, students, parents, and barangay officials to collect single-use plastics and beverage cartons under the company’s “3C” principles (clean, collect, contribute). For every eight kilos of these discarded materials, EPCM donates a sturdy metal school armchair, turning trash into tools for learning.

What began as a simple exchange of plastic for chairs and trash bins has now grown bigger. In its new phase, EPCM’s program takes in not just single-use plastics but also beverage cartons—broadening the fight against community waste while giving schools tougher, longer-lasting classroom furniture.

Calzadang Bayu Barangay Chairman Joey Singian Balilu welcomed the program, stressing its value for both education and the environment. “This initiative is a lifeline for schools like ours. With no government budget yet for chairs, EPCM’s project ensures our students won’t have to sit on the floor. At the same time, it teaches families that waste has value if we manage it responsibly,” Singian said.

“This is not just about chairs. It’s about teaching our pupils that every discarded wrapper or carton can help build a better learning environment,” said Magdalena Perez, Master Teacher of Calzadang Bayu Elementary School, which has over 1,800 students.

Another teacher also emphasized the environmental gains. “Instead of ending up in rivers and drainage systems, these materials are being repurposed. It’s a clear example of how proper waste management protects our community while helping our schools,” said Juvy Garcia, Master Teacher 2 of Manibaug Paralaya Elementary School, which has 1,834 students.

The donation is seen as timely for Manibaug Paralaya Elementary School, where an ongoing DepEd facility remains unequipped with chairs due to lack of budget for armchairs. EPCM’s program addresses this critical gap by ensuring students can use new classrooms without waiting years for basic furniture.

The Porac rollout builds on earlier launches in San Fernando, Angeles, and Mabalacat since early 2025, where thousands of kilos of plastic waste have already been diverted from landfills. Each expansion, Tan said, strengthens EPCM’s mission to show that environmental responsibility and educational support go hand in hand.

“The real impact comes when communities see that small acts of responsibility can solve two pressing problems at once, plastic waste and the need for school armchairs,” Tan added.

In Pampanga, truth is under attack not by chance, but by design. pages like Conc Citz have become factories for trolls and fake newsmakers, weaponized to protect corrupt officials, bogus contractors, and “flood control kings” whose ghost and substandard projects endanger communities.

These digital armies distort facts, drown out real reporting, and defend the indefensible. They are not neutral; they are complicit in corruption.

Across the province, people are rising. Rallies demand an immediate stop to corruption, prosecution of the guilty without selective justice, and the return of stolen public funds to genuine public service that directly benefits Filipinos.

While journalists dig for facts, trolls and fake newsmakers spin lies, redirect scrutiny, and normalize wrongdoing.

Truth cannot wait. Civic action and fearless reporting must cut through the noise before corruption claims more victims and before the people’s voice is silenced by a flood of lies.
