CHINESE WHO KICKED CAT TO DEATH - JAILED!
Immigration Intelligence Agents acted swiftly on PAWS’ report of cruelty committed against a helpless community cat in Ayala Triangle Gardens (ATG) and immediately arrested Jiang Shan on March 11, 2025.
Jiang was caught on CCTV kicking a cat to death and he was also caught by ATG security guards and several witnesses.
Yesterday, a charge sheet was filed by the BI Legal Division vs the animal offender and inquest proceedings were conducted on the same day.
When asked why he committed the crime, Jiang claimed that he “was having a bad day”.
Aside from violating the Animal Welfare Act, Jiang was found to be overstaying and that he was an undocumented foreign national.
The Chinese national is currently detained at the Bureau of Immigration (BI) Warden’s Facility in Camp Bagong Diwa, Taguig City and awaiting the issuance of a deportation order against him to deport him back to his own country.
Consequently, Jiang will be placed on the BI blacklist to prevent him from re-entering the Philippines.
Jiang committed the crime on January 7, 2025 and, although he was caught in the act of killing the cat and brought to the barangay by witnesses, no charges were filed.
Witnesses and barangay officials erroneously believed that there must be a complainant from the Ayala Triangle Gardens management before a case could be filed. This resulted in Jiang being released but he was later on caught by immigration officials.
PAWS commends the Bureau of Immigration for acting with dispatch on this case.

Remember that any person caught in the act of hurting an animal may be brought before law enforcement officials and charged with violation of The Animal Welfare Act or RA 8485, as amended by RA 10631. It does not need to be an animal welfare organization or management officer of the property or mall where the crime occurred. Any citizen may file a case.
