Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Significant to severe impacts from typhoon-force winds are possible within any of the areas under Wind Signal No. 4.
• Moderate to significant impacts from storm-force winds are possible within any of the areas under Wind Signal No 3.
• Minor to moderate impacts from gale-force winds are possible within any of the localities where Wind Signal No. 2 is hoisted
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

Furthermore the surge of the Northeast Monsoon and the shear line coinciding with the passage of TINO will also bring strong to gale-force gusts over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds):

There is a high risk of life-threatening and damaging storm surge with peak heights exceeding 3.0 m within the next 48 hours over the low-lying or exposed coastal communities of Masbate, Romblon, Oriental Mindoro, Occidental Mindoro, Palawan, Western Visayas, Negros Island Region, Central Visayas, Eastern Samar, Samar, Biliran, Leyte, Southern Leyte, Dinagat Islands, Surigao del Norte, Surigao del Sur, Agusan del Norte, Misamis Oriental, and Camiguin. HAZARDS AFFECTING COASTAL WATERS

A Gale Warning is in effect over the eastern seaboard of Northern Luzon, and the eastern and southern seaboards of Southern Luzon, the seaboards of Visayas, and the northern and eastern seaboards of Mindanao. Refer to Gale Warning No. 3 issued at 5:00 PM today.

• Up to 4.0 m: The seaboards of Batanes, Babuyan Islands, Ilocos Norte, Ilocos Sur, Isabela, Aurora, northern mainland Quezon, and Cagayancillo Islands; the remaining seaboards of mainland Cagayan and Caraga Region.
• Up to 3.5 m: The eastern seaboard of Camarines Sur; the remaining seaboard of Catanduanes.

• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels.

Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The seaboard of Davao Occidental.
• Up to 2.0 m: The seaboards of Zambales and Zamboanga del Norte; the western seaboard of Bataan; the seaboard of Batangas; the remaining seaboards of Pangasinan, Palawan, Occidental Mindoro, and Oriental Mindoro.
Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK
• Heavy rainfall, severe winds, and storm surge may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to hoisted Wind Signals and the “Other Hazards affecting Land Areas” section for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• TINO is now passing close to Homonhon Island and Dinagat Islands. It is then expected to make landfall over Leyte or Southern Leyte by midnight or tomorrow (04 November) early morning, before crossing Visayas and northern Palawan from tomorrow until Wednesday (05 November) early morning. This weather disturbance will likely emerge over the West Philippine Sea by Wednesday morning and is expected to exit the Philippine Area of Responsibility by Wednesday evening or Thursday (06 November) morning.
• TINO is forecast to make its initial landfall at or near peak intensity (currently forecasted around 150-155 km/h maximum winds with higher gustiness). Slight intensification before landfall remains likely. While the interaction of the typhoon with the terrain may trigger a slight weakening, TINO is expected to remain at typhoon category throughout its passage over the country.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

𝐒𝐀𝐍 𝐉𝐎𝐒𝐄, 𝐀𝐍𝐓𝐈𝐐𝐔𝐄 – The Provincial Disaster Risk Reduction and Management Office (PDRRMO) in Antique has urged residents to prepare early for the possible onslaught of Typhoon , which may bring Tropical Cyclone Wind Signal (TCWS) No. 4 or No. 5 once it makes landfall.

“Expect the worst. The impact could reach 184 kilometers per hour,” warned PDRRM Officer Broderick Train, emphasizing the need for urgent disaster preparedness.

Under PAGASA classifications, TCWS No. 4 indicates typhoon-level winds ranging from 118 to 184 kilometers per hour, which can cause severe damage to makeshift or light structures, major damage to homes such as roof failure or wall collapse, and airborne debris that may result in injuries or fatalities.

Meanwhile, TCWS No. 5 is the highest warning level, signaling super typhoon conditions with winds exceeding 185 kilometers per hour. This may bring severe to catastrophic damage, including the destruction of industrial buildings and homes, as well as prolonged disruptions to electricity, potable water supply, and telecommunications.

According to Train, the center of the typhoon may hit the central portion of Antique, particularly the towns of Laua-an and Barbaza. He added that the critical period for the province will be from 2:00 a.m. on November 4 until 2:00 a.m. on November 5, during which Antique may experience destructive winds, heavy rainfall, severe flooding, and coastal hazards.

Train has recommended that all municipal and barangay DRRMOs begin preemptive evacuations as early as Monday afternoon, including the relocation of farm animals.

He also called on the pre-positioning and distribution of food and non-food supplies to island towns and remote barangays ahead of the typhoon’s arrival.

The public is urged to prepare emergency “Go Bags” containing non-perishable food, potable water, medicines, flashlight, radio, whistle, important documents, and cash. Residents are likewise advised to avoid unnecessary trips and remain inside safe and secure locations while the typhoon is ongoing.

A week after his State of the Province Address (SOPA), Governor Paolo Javier reaffirmed his resolve to address gaps in the province’s healthcare services, namely the lack of medicines and medical supplies at the Angel Salazar Memorial General Hospital (ASMGH) in San Jose de Buenavista, which forces patients to purchase said items out-of-pocket.

“We’re done with 100 days. Now, where are we going? We will focus on health,” announced Governor Javier during the flag-raising ceremony on Monday, October 27.

To resolve this ongoing issue, Governor Javier is establishing the Padayon Center, which will supplement the medicines and medical supplies unavailable in the hospital’s inventory to ensure that every patient’s needs are met. He first announced the idea of the Padayon Center during his SOPA last October 20.

The governor himself surveyed patients admitted at ASMGH. He said that the patients he interviewed were purchasing medicines and medical supplies outside the hospital.

While ASMGH implements a zero-balance billing policy, the hospital itself does not have all the supplies needed by patients, prompting them to buy from pharmacies outside the hospital premises.

The governor is determined to end this practice, ensuring that every Antiqueño can fully benefit from government services, stating, “Tanan nga nga Antiqueño, hindi ron nanda kinahanglan magkuot kwarta sa anang bulsa asta sa pag gwa nanda dya sa may ospital.”

“Gusto man natun ipabatyag sa mga Antiqueños ang serbisyo halin sa gobyerno. Not enough ang zero billing balance,” he further stated.

Governor Javier is currently securing funds in order to open the Padayon Center in 2026.

Now serving his first term as the province’s chief executive, Governor Javier is expected to highlight his administration’s key accomplishments during his first 100 days in office and his roadmap for his administration.

At the outset of his term, Governor Javier laid out his vision for a brand of governance anchored on his 4E principles – Effective, Efficient, Economical, and Empathy). He reiterated this framework during his inauguration on June 30, 2025.

Among the governor’s early landmark initiatives is the Provincial Electric Power Subsidy (PEPS), which grants a ₱500 subsidy on monthly electric bills to all residential consumers in Antique connected to the Antique Electric Cooperative, Inc.
