Suspected Shabu Worth P476K Seized in Buy-Bust Operation.

A High-Value Individual (HVI) was apprehended in a buy-bust operation at 12:00 midnight on Tuesday, September 9, 2025, in Purok Sto. Rosario, Barangay Bata, Bacolod City.

Approximately P476,000 worth of suspected shabu was confiscated from the suspect's possession and control.

The suspect was identified as Mario Agapay y Almes, also known as "Dodoy," 33 years old, single, unemployed, and a resident of Purok Sto. Rosario in the aforementioned barangay and city.

The operation was led by P/Lt. Col. Antonio P. Benitez Jr., CDEU Chief, and P/Lt. Richard O. Legada, CDEU Asst. Chief, resulting in the arrest of the suspect and the confiscation of the suspected illegal drugs.

Several drug and non-drug items were seized during the operation, including the buy-bust money.

The suspect will face charges for violating Sections 5 and 11 of R.A. 9165, otherwise known as the Comprehensive Dangerous Drugs Act of 2002.ll ANB NEWS ll # # #

This road connects to Bacolod Taytung High School (BTTHS) on Hernaez St. and Lizares St., near the University of Negros Occidental-Recoletos (UNO-R). The video shows two Negros Power posts suddenly falling and blocking the road.

The digging operation of Department of Public Works and Highways (DPWH) caused the aforementioned posts to fall.

CONTRACTORS FACE SENATE SUBPOENAS IN FLOOD CONTROL INVESTIGATION.

The Senate Blue Ribbon Committee has ordered subpoenas for private contractors who did not attend the hearing regarding alleged irregularities in flood control projects across the country .

The motion to subpoena the absent firms was approved by the committee, chaired by Senator Rodante Marcoleta, upon the motion of Senator Ronald "Bato" dela Rosa. Senate President Pro Tempore Jinggoy Estrada initially made a similar motion but withdrew it after learning that dela Rosa had already done so .

The contractors who did not attend the senate hearing and were issued subpoenas include:

- Cezarah Diz Caya, President, Alpha & Omega General Contractor & Development Corp.

- Romeo C. Miranda, President, Royal Crown Monarch Construction & Supplies Corp.

- Aderma Angelie Alcazar, President/CEO, Sunwest Inc.

- Ma. Roma Angeline Romando, Owner/Manager, St. Timothy Construction Corp.

- Edgar Acosta, President, Hi-Tone Construction & Development Corp.

1. AGHAM Negros is angered but not surprised by the recent deluge of corruption scandals in flood control projects and other government infra projects. It recognizes all along that the changes in the government leadership, and the gigantic rise in the government annual budget in the past 40-45 years have neither resulted in the improvement of governance and services, never lessened bureaucratic corruption, much less in the economic growth and national industrialization.

On the contrary, the rotten system has further deepened bureaucratic corruption, economic backwardness, deplorable quality of life of our people especially the basic sectors, and subservience to US imperialism and other global capitalist powers.

2. Among the reported corruption scandals in government flood controls and other infra projects include absence of coordination between Congressmen and DPWH and the local government units (LGUs) over the allocation, implementation and monitoring of infrastructure projects.

A number of projects were reported to have been completed when in reality they were not. Worse, not existent at all, or simply, ghost projects.

In many cases, projects have not followed engineering designs and construction standards, and the materials specification, as shown in a number of projects that have already collapsed barely months, a year or two, after reported completion.

Furthermore, there are reported cases of favored contractors monopolizing the majority of flood control and other big infra projects. Among those flagged down in government reports are the Negros-based Legacy Construction Corp., Silvergraces Construction, Jaime and Ching Enterprises, RKVT Construction, Wilkinson Construction, Kenneth Construction, Supreme ABF Construction, CZarles Construction, Silverria Construction, Homeworld Construction, AC Rivero Construction, Redson Construction, Canlaon Builders, RAG Corona Construction, RKVT Construction, MKU Construction.

AGHAM Negros know there are more, but these contractors reported to have taken several projects, are enough proof that there is something seriously wrong in the system.

DPWH district engineers and their project operators, extorting exorbitant “SOPs”, kickbacks and commissions on contractors to satisfy the whims and caprices of their master politicians and other government officials.

Unfair collusion over procurement system between Bids Awards Committee (BAC), contractors and their operators, that include the illegal practices of setting aside 3% of Estimated Project Cost (EPC) for “areglo” among bidders to give way to favored contractors; tolerating bidders to make excessive drop in their bid price offers resulting to big cuts in EPC; allowing defective bidder’s credentials and licenses including fake financial statements, among others.

These practices have institutionalized corrupt practices, rampant malversation of project funds, degrading of projects to substandard quality, emasculate our already highly neglected science and technology, and thus put lives and properties in high risk.

3. Corruption is synonymous with the rotten government system. It is the cause and the outcome in a system where the government has become a huge profit-making ventures and “milking cows” of politicians, their political dynasties, a number of party lists hijacked by big politicians and oligarchs, in cahoots with their big private corporate partners, contractors and suppliers.

For decades, corruption has become embedded, organized and increased several fold in the government bureaucracy. So long as this rotten system, or bureaucrat capitalism in the parlance of social activists, remain unbroken, corruption will continue to thrive and flourish, and deprive our people of their rights to justice, freedom and prosperity.

4. AGHAM Negros is saddened yet empathized with our fellow engineers, architects and scientists enmeshed in the corruption scandals. We know that many of them have been misled by their superiors, or forced by circumstances, to trade their skills and talents for extra income - resulting in their failure to safeguard engineering standards, methodologies and public resources, and most important their duty to professionalism, honesty, transparency and integrity in public service.

AGHAM Negros doesn’t blame them for their demeanor because it believes in their desire to work in an environment of economic freedom with adequate enhancing and enabling conditions, to exercise their profession to serve our people and country.

5. AGHAM Negros urges our fellow STEM professionals, practitioners, and advocates to uphold the highest form of ethics in our engineering profession, and stand consistent in making science & tech and its engineering applications truly serve our people and country towards genuine national freedom, democracy and national industrialization.

6. AGHAM likewise re affirm its support to popular calls for Good Governance platform and for establishment of independent people's audit body chosen by science and technology community, legal luminaries, civil society orgs, business sector, churches and basic sectors organizations whose performance and integrity are beyond question, to lead the investigation, trial and prosecution of politicians, govt officials and their private corporate partners, contractors and suppliers found to have committed fraudulent and other criminal and civil liabilities. # #

DPWH TRAVEL FREEZE: AGENCY UNDER SCRUTINY OVER FLOOD CONTROL FUNDS.

The Department of Public Works and Highways (DPWH) has temporarily suspended personal foreign travel for its officials and employees due to ongoing validation of the agency’s projects linked to a multibillion-peso flood control program scandal in the Philippines.

DPWH Chief Manuel Bonoan issued a memorandum on August 29, suspending the approval of all applications for authority to travel abroad for personal reasons.
The suspension does not apply to personal travel for urgent medical rreason.

The suspension is effective immediately until the end of November 2025, unless circumstances warrant an earlier lifting or further extension.

The order aligns with the agency’s commitment to transparency, accountability, and public service integrity. It is also consistent with the Civil Service Commission’s rules on leave, which recognize that travel authority for personal travel is discretionary and subject to the agency's requirements.

Flood Control Project Scrutiny: This action follows President Marcos' order for a lifestyle check on government officials, starting with those in the DPWH, due to increasing public scrutiny of flood control projects.

The President has acknowledged that a significant amount has been spent on flood control projects, with a portion awarded to contractors with projects across multiple regions.

Kapatid backs "silent protest" of 600+ inmates at Negros Occidental Jail, urges BJMP and CHR to probe complaints vs warden
For four days now, over 600 persons deprived of liberty (PDL) at the Negros Occidental District Jail–Male Dormitory (NODJ-MD) in Bago City have launched a "silent protest" in peaceful assertion of their rights, refusing to attend jail-initiated activities to protest worsening conditions under newly assigned jail warden JCINSP Atty. Crisyrel Awe.

Human rights group Kapatid, a support organization of families and friends of political prisoners, has formally endorsed the PDLs’ petition and letter of appeal signed by over 600 inmates to the Bureau of Jail Management and Penology (BJMP) national headquarters and the Commission on Human Rights, urging immediate investigation and intervention.

“The 'silent protest' reportedly involves boycotting BJMP activities such as religious services, Alternative Learning System classes, cleaning duties, and other chores. The protest, which began on August 24, stems from serious, well-documented grievances that echo long-standing issues we already raised in December 2024 during Warden Awe’s controversial stint in Dumaguete City Jail," said Fides Lim, spokesperson of Kapatid.

"The collective petition—signed by all PDLs in the facility—marks an unprecedented show of unity that underscores the seriousness and credibility of their grievances. In a highly controlled environment where fear of retaliation is constant, such collective action highlights a deep crisis in jail management and rights observance that demands urgent attention from the BJMP and concerned government agencies," Lim noted.

According to the Kapatid-Negros chapter, the protest is a “cry for dignity” sparked by the increasingly repressive jail management under Warden Awe, as reflected in the following complaints:

1. Severe reduction in food rations to only 6 PDLs/cell despite the average cell population of 20 PDLs/cell at the NODJ-MD, resulting in widespread hunger;

2. Denial of visitation rights by extended family members despite their recognition as immediate family under Republic Act 7438 (Rights of Persons Under Custodial Investigation);

3. Cancellation of livelihood programs and PDL-run cooperatives, including vegetable gardening which previously supplemented measly rations and helped sustain indigent inmates;

4. Unreasonable isolation of PDLs and prolonged padlocking, denying access to fresh air and sunlight;

5. Denial of medicines and medical access, affecting even the elderly and sick, including 77-year-old political prisoner Frank Fernandez;

6. Harassment of PDL negotiators, including being confronted in military gear by the warden with armed personnel, which creates “an atmosphere of fear and uncertainty”;

7. Rampant irregularities under the coupon-based “cashless system" such as overpriced food and the absence of official receipts for cash deposits;

“There is a clear difference between being strict and being repressive. What’s happening is a clear overreach of authority that has crossed into repression and violates the UN Standard Minimum Rules for the Treatment of Prisoners (Mandela Rules), Republic Act 7438 (Rights of Persons Under Custodial Investigation), as well as the BJMP's own operational guidelines,” Lim stressed.

Kapatid urged BJMP chief Gen. Ruel Rivera to intervene decisively, restore the rights and welfare-based programs that according to PDLs have made NODJ a model jail in the region under three previous reform-minded wardens, and protect PDL leaders from punitive transfer and reprisal.

Kapatid also called on CHR Chair Richard Palpal-latoc to conduct immediate on-site monitoring of the NODJ-Male Dorm and issue public findings and recommendations to ensure accountability and uphold the rights and welfare of PDLs, including political prisoners.ll # # #
