STATEMENT OF SEN. RODANTE D. MARCOLETA ON THE SUSPENSION OF REP. KIKO BARZAGA

The suspension of Rep. Kiko Barzaga is not merely a dispute over ethicsโ€”it is about silencing dissent. It is a reaction to his efforts to spotlight deeper, long-standing problems that demand public scrutiny. The facts speak for themselves, yet the Committee chose to penalize expressions that sought to withdraw attention to issues affecting governance, accountability, and public welfare. When a governing body stretches the concept of โ€œethicsโ€ to include criticism of systemic shortcomings, it transforms an oversight mechanism into a tool of political control.

The posts in question were clearly aimed at raising awareness, engaging constituents, encouraging civic participation, or using humor and commentary to highlight issues of public concern. These are core democratic spaces that should not be sacrificed in the altar of the House Rules. Public officials routinely communicate with the people they represent, and social media platforms have become one of the most direct avenues for doing so. Penalizing such communication sends a message that only sanitized and approved speech is safe, a message that undermines the very transparency and openness that ethical governance supposedly demands. By responding with punitive action instead of engagement, the Committee signals an unwillingness to confront these systemic problems, shielding the very ills that Rep. Kiko Barzaga sought to expose.

STATEMENT ON THE SUSPENSION OF REP. BARZAGA
December 3, 2025

The suspension of Rep. Kiko Barzaga is part of a series of efforts to silence voices that speak uncomfortable truths.

This is not the first time that critics of the government have been met with punitive action. In less than a year, we witnessed the kidnapping of a former President and the filing of inciting to sedition charges against several individualsโ€”including myselfโ€”simply because we dared to question those in power.

In a nation that takes pride in democracy, dissent should not be treated as a threat. The right to speak freely is not granted by those in power; it is a fundamental right guaranteed and protected by our very Constitution.

Democracy demands courage. Democracy demands the freedom to speak and the freedom to question.

I stand with every Filipino who refuses to be intimidated.

Shukran.

This is where our taxes go?

I visited a hospital today for a sick family member. What I saw broke me.

Patients lying in hallways, including childrens. Mothers fanning their sick babies because there are no rooms left. Lines so long in the admission area, even time seemed tired.

And then you remember, billions were stolen. Billions that could have built more rooms, hired more staff, bought more beds and supplies.

When they stole money, they didnโ€™t just steal funds, they stole comfort, dignity, and precious time from patients who needed it most.

THIS IS NOT POVERTY. THIS IS INJUSTICE.

P.S. My post is not against public hospitals. The frontline workers are not the problem, they are heroes in impossible conditions. This kind of situation can happen anywhere when health services are badly supported. .

Where in the world do we suspend a congressman simply because of his beliefs? In what kind of democratic society do we punish an elected representativeโ€”not for stealing, not for abusing funds, not for committing crimesโ€”but for speaking his mind and exposing massive corruption at the highest levels of government?

The suspension of Cong. Kiko Barzaga is not discipline. It is suppression. It is a warning to silence anyone who dares to question President Marcos and the corruption surrounding his administration. The message is clear: fall in line or be punished.

Democracy dies when dissent becomes a threat. Congress exists precisely so representatives can question, debate, criticize, and expose wrongdoing without fear of political persecution. When a lawmaker is punished for telling the truth, itโ€™s no longer democracyโ€”itโ€™s intimidation.

If the administration truly believed in transparency and accountability, it would welcome scrutiny, not crush it. But instead of addressing billions of pesos in corruption, they choose to silence the voices pointing to it.

The real danger to the nation is not Cong. Barzagaโ€™s words.
The real danger is a government so afraid of the truth that it must suspend those who speak it.

In moments like this, silence is complicity.
Standing with Cong. Kiko Barzaga is standing for democracy itself.

Public Hospitals in Crisis: Filipinos Are Paying for a System That Fails Them

Filipinos are dying in hospitals that look less like places of healing and more like abandoned warehouses. Broken bathrooms, overflowing trash, overcrowded wards, and patients forced to lie on the floor โ€” and yet the system keeps pretending everything is fine. These arenโ€™t isolated complaints. Theyโ€™re a nationwide pattern, documented in audits and eyewitness reports.

The 2022 Commission on Audit revealed hospitals running with malfunctioning equipment and critical bed shortages. Media investigations show nurses and doctors working 12โ€“18 hour shifts without basic protective gear or cleaning supplies, fighting to keep patients alive in conditions that should be illegal. And the public sees it: nearly seven out of ten Filipinos are dissatisfied with hospital services, citing filthy conditions, overcrowding, and painfully slow care.

The Department of Health points to modernization projects and budget increases under Universal Health Care, and yes, emergency pandemic funding. But letโ€™s call it what it is: patchwork at best. Facilities remain in decay, staff are stretched to the breaking point, and the result is predictable โ€” preventable suffering, death, and burned-out health workers.

This is more than mismanagement. Itโ€™s negligence. People are paying taxes for hospitals that fail to provide the bare minimum: hygiene, functional equipment, and enough staff to keep patients alive. Health workers are treated like heroes in press releases while being set up to fail on the frontlines.

Filipinos deserve better. They deserve hospitals that heal, not ones that harm. Stop acting surprised that citizens are angry โ€” you built the anger. Reform isnโ€™t optional. Itโ€™s overdue.
