MANILA — The Energy Regulatory Commission has unveiled a draft resolution seeking to remove the 12% Value‑Added Tax imposed specifically on system loss charges in electricity bills, a move seen to provide relief to consumers while upholding fair tax principles.

The measure reclassifies system losses — power lost during transmission and distribution before reaching end‑users — as a mandatory pass‑through cost rather than part of power firms’ taxable gross receipts. The ERC argues that since consumers do not actually consume this portion of electricity, taxing it runs counter to the nature of a consumption‑based tax.

Once finalized, the reform is estimated to yield around ₱6 billion in total annual savings nationwide. For a typical household consuming 200 kWh monthly, this translates to roughly ₱21 in reduced charges per month.

The proposal does not do away with the system loss charge itself — utilities maintain these costs cannot be fully absorbed without threatening operations — nor does it remove VAT on total electricity consumption. Separate Senate measures are pending for broader VAT exemptions on power.

Stakeholders may submit comments until August 18, 2026, followed by a public consultation on August 25. The policy will take effect upon finalization and confirmation by the Bureau of Internal Revenue.

Kanlaon.

Barangay Chairman Joselito Martinez Jr. confirmed that DPWH–Negros Island Region recently completed detailed site assessments and surveys, and has formally requested the barangay’s Resolution of No Objection as a key requirement to move forward with project implementation.

Beyond the Issue — Building a Waste System We Can All Be Proud Of

BACOLOD CITY — The recent notices issued by the Environmental Management Bureau regarding our city sanitary landfill are more than just regulatory reminders; they are a mirror held up to our collective responsibility as a community.

It is easy to understand why the city moved to activate Cell No. 5 — when Cell No. 4 reached its limit, the priority was keeping our streets clean and our communities safe. But as we have been reminded, urgency does not override the rules that protect our land, our air, and our future. The absence of a final Environmental Compliance Certificate, Notice to Proceed, and the necessary zoning certification reclassifying the site from agricultural to disposal use shows us that good intentions must always walk hand‑in‑hand with proper process.

We also see familiar challenges: the need to fully enforce waste segregation, to manage odors and leachate responsibly, and to ensure our facilities are never pushed beyond their safe limits. These are not just the city’s problems — they are ours as residents, too. Every bag of trash we separate at home, every barangay that observes “no segregation, no collection,” every stakeholder who speaks up constructively adds to the solution.

What matters most now is that we do not view this as a crisis, but as a turning point. The city has already signaled its willingness to complete all requirements, while regulators stand ready to guide us toward full compliance. True to its promise of uplifting lives, the Provincial Government of Negros Occidental, through the Provincial Public Employment Services Office (PESO), has distributed ₱1,943,028 in combined assistance benefiting 330 deserving Negrenses under the Special Program for Employment of Students (SPES) and Cash for Work initiatives—proving that help is always within reach for those willing to work.

Led by Governor Eugenio Jose “Bong” Lacson, the ceremonial turnover was held at the Capitol Social Hall last August 6, together with ONOFI President Sally Barrios and Provincial PESO Head Karen Dinsay.

Empowering Youth Through Education & Work

Under SPES, 180 student‑beneficiaries across Hinoba‑an, E.B. Magalona, Valladolid, Hinigaran, San Enrique, Candoni, Isabela, Ilog, Manapla, Moises Padilla, Cauayan, and Calatrava earn while they learn. Each receives ₱639.14 daily for 20 days, amounting to ₱12,782.80 per student—fueling their school needs and keeping their aspirations alive. The province shoulders 60 percent, with the Department of Labor and Employment (DOLE) providing the remaining 40 percent, standing as one united force for youth progress.

Livelihood Support for Communities

Meanwhile, 150 beneficiaries spanning cities of Bago, Himamaylan, Sagay, San Carlos, Silay, Victorias, Cadiz, Escalante, Kabankalan, Talisay, and towns of Hinigaran, Moises Padilla, Murcia, Pontevedra, Binalbagan, E.B. Magalona, and Ilog take part in Cash for Work—earning ₱250 daily for 15 days or ₱3,750 each through community service, turning hard work into immediate aid for their families.

These programs are more than just aid—they are stepping stones toward resilience, self‑reliance, and a brighter future. They tell us that when we work hand‑in‑hand—province, agencies, communities—no one walks the road alone.
