PRO-NIR Vows Transparency After Police Officer Suspect Surrenders
Police Regional Office–Negros Island Region (PRO-NIR) has assured the public that there will be full transparency and no cover-up in the ongoing investigation into the killing of a woman whose bloodstained gray Hyundai Accent was found abandoned in Sitio So-ol, Barangay Gargato, Hinigaran, Negros Occidental, on October 29, 2025.
The suspect, a police officer assigned to the Bacolod City Police Office, voluntarily surrendered to Police Brigadier General Arnold Thomas Ibay, director of PRO-NIR, at Camp Alfredo M. Montelibano Sr. in Bacolod City on November 1, 2025.
Police later discovered the body of 43-year-old Kristine Joy Dignadice, a resident of Victorias City, buried in Central Ma-ao, Barangay Don Jorge Aranera, Bago City.
The suspect, who has surrendered to authorities, led investigators to the site where the victim was found.
According to authorities, the suspect had earlier expressed his intention to surrender. During the process, he was assisted by legal counsel and admitted his involvement in the disappearance and killing of Dignadice.
Ibay described the surrender as a significant breakthrough, reiterating that the Philippine National Police remains firm in upholding accountability and integrity.
“There will be no cover-up. We will allow the evidence to speak for itself. The full force of the law will be applied regardless of who is involved. Justice will be served to the victim and her family,” Ibay said.
He also ordered a parallel administrative investigation to ensure transparency within the police organization, adding, “We owe it to the public we serve to demonstrate that no one is above the law. We will make sure that this case is pursued with fairness, professionalism, and compassion for the victim’s family.”
PRO-NIR continues to work closely with the Negros Occidental Police Provincial Office and other concerned units to ensure that all aspects of the case are thoroughly and objectively investigated.
