LOOK: Houses situated near the creek of Barangay 9, Bacolod City, beside People's Hall were submerged in floodwater.

Heavy rains overwhelmed drainage systems, leaving streets and several low-lying areas in the city submerged in water.

Meanwhile, residents in several barangays were forced to evacuate due to flooding which was caused by torrential rain and high tide.

CULTURE: Indigenous groups from Luzon, Visayas, and Mindanao celebrated the end of the three-day Dayaw 2025: Philippine Indigenous Peoples Festival at SM City Bacolod.

Donned in full traditional attire, the groups staged a cultural show to highlight the festival's theme, "Weaving Culture, Enriching Future."

TROPICAL STORM “NAKRI” ENTERED PAR, WILL BE CALLED BY THE LOCAL NAME “QUEDAN”

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that the tropical storm "Nakri" had entered the Philippine Area of Responsibility (PAR) and will be named "Quedan".

As of the latest weather forecast, the center of Tropical Storm QUEDAN was estimated to be 1,370 km east northeast of extreme northern Luzon with a maximum sustained winds of 75 km/h near the center.

Authorities reported that severe winds may be experienced in the Negros Island Region tomorrow, October 10, until October 11. However, QUEDAN is forecasted to move generally northwestward and may exit PAR tonight or tomorrow (10 October) early morning.

The PAGASA is calling the public to rely only on legitimate accounts in monitoring heavy rainfall warnings, thunderstorm and rainfall advisories, and other severe weather information.

NEARLY 5,000 4P'S BENEFICIARIES IN NEGROS ORIENTAL ARE NOT ATTENDING SCHOOL, DSWD SAYS

The Department of Social Welfare and Development (DSWD) in Negros Oriental discovered that almost 5,000 student beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) were not attending school.

Officer-in-Charge Provincial Link James Angelo Montesclaros cited reasons such as teenage pregnancy, early marriage, child labor, lack of interest in school, and the absence of secondary schools in some communities.

Under Republic Act 11310, or the 4Ps Act, non-compliant beneficiaries undergo case management before any penalties are imposed.
