Notice to Badian Residents,

This is to inform the public that the Solid Waste Management (SWM) equipment has been successfully transported to the Badian Category 1 Sanitary Landfill located in Doddob, Badian.

As part of our efforts to improve waste management in the area, various waste diversion initiatives will be conducted at the landfill site, including the shredding of residual glass bottles and other recyclable materials.

We encourage residents to support these initiatives and properly segregate their waste to contribute to a cleaner and more sustainable environment.

Former President Joseph Ejercito Estrada signed Executive Order No. 52, creating the Youth Environmental Corps (Green Brigade) in all Katipunan ng Kabataan to promote environmental awareness and action among Filipino youth!

Activities:

-Promote youth partnership in the sustainable development programs including but not limited to;
- Tree planting and reforestation
- Clean-up drives and waste management
- Environmental education and advocacy
- Community outreach and mobilization
-Establish and maintain links with existing youth groups in the barangay for purposes of coordinated youth action relating to environmental protection and preservation.

REPORT ON INSPECTION AND HEARING REGARDING PIGGERY FACILITY COMPLAINT

Date: January 26, 2026
Location: Barangay Poblacion, Cebu

This is in reference to a complaint filed by a concerned citizen regarding a piggery facility located in a built-up area of Sitio Sima, Poblacion, Cebu. In preparation for a hearing scheduled this afternoon at Barangay Poblacion, the Municipal Environment and Natural Resources Office (MENRO) conducted an inspection of the facility this morning accompanied by Sanitary Inspector Mr. Ariel Caballero.

Upon inspection, the team observed a foul odor emanating from the facility, constituting a nuisance and a violation of the Sanitation Code. Additionally, the facility is situated in a built-up area and is adjacent to SIMA SPRING, posing potential risks to the water source.

During the hearing this afternoon, led by Hon. Maria Desiree Mangubat Bruce, Barangay Councilor and Chair of the Committee on Environment, Hon. Bruce explained the purpose of the hearing and the barangay's role in addressing environmental concerns and ensuring compliance with regulations. MENRO Head Mr. Manolito Recopelacion reiterated the need for relocation, citing concerns over public health and environmental risks. The owner was given a specified timeframe to comply and was encouraged to explore alternative sites that meet environmental standards. The owner agreed to comply within the specified timeframe.

This effort highlights the local government's commitment to fostering a sustainable ecosystem and safeguarding public health, made possible through the support of Mayor Jerome Christian Librando.

REPORT

This week, the Municipal Environment and Natural Resources Office (MENRO) of Badian, under the leadership of Mayor Jerome Christian Librando, conducted inspections to ensure compliance of all establishments with environmental laws. These include:

- Ecological Solid Waste Management Act of 2000(RA 9003)
- Clean Water Act (RA 9275)
- Clean Air Act (RA 8749)
- Toxic and Hazardous Waste (RA 6969)
- Environmental Impact Assessment (PD 1586)

The inspections encourage establishments to secure environmental permitting requirements.

Permitting Requirements

Establishments are encouraged to obtain permits to manage their environmental impact, protecting:

- Air quality through emission controls (Clean Air Act)

- Water quality through wastewater management (Clean Water Act)

- Proper handling of solid and hazardous waste

- Public health and safety by minimizing environmental risks
- Environmental sustainability through impact assessments (PD 1586)

The purpose of these permits is to ensure sustainable operations and minimize harm to the environment and community.
