TYPHOON “EMONG” MAINTAINS ITS STRENGTH AS IT MOVES CLOSER TO LA UNION-ILOCOS SUR AREA

• Location of Center (1:00 AM):
The center of the eye of Typhoon EMONG was estimated based on all available data over the coastal waters of Bolinao, Pangasinan (16.4°N, l119.9°E).

• Intensity
Maximum sustained winds of 120 km/h near the center, gustiness of up to 165 km/h, and central pressure of 975 hPa.

• Present Movement:
Eastward at 15 km/h

• Extent of Tropical Cyclone Winds:
Strong to typhoon-force winds extend outwards up to 240 km from the center

• Heavy Rainfall Outlook

Refer to Weather Advisory No. 38 issued at 11:00 PM yesterday for the heavy rainfall outlook due to EMONG and the Southwest Monsoon enhanced by DANTE and EMONG.

• Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Significant to severe impacts from typhoon-force winds are possible within any of the localities where Wind Signal No. 4 is hoisted.
• Moderate to significant impacts from storm-force winds are possible within any of the localities where Wind Signal No. 3 is hoisted.
• Minor to moderate impacts from gale-force winds are possible within any of the localities where Wind Signal No. 2 is hoisted.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

The enhanced Southwest Monsoon will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

• Today: Central Luzon (areas not under Wind Signal), Metro Manila, CALABARZON, Bicol Region, MIMAROPA, Visayas, Zamboanga del Norte, Misamis Occidental, Lanao del Norte, Camiguin, Dinagat Islands, and Davao Oriental.
• Tomorrow (26 July): Central Luzon (areas not under Wind Signal), Metro Manila, CALABARZON, Bicol Region, MIMAROPA, Visayas, Zamboanga del Norte, Misamis Occidental, Lanao del Norte, and Camiguin.
• Sunday (27 July): Batanes, Babuyan Islands, Ilocos Region, Cordillera Administrative Region, Isabela, Quirino, Nueva Vizcaya, Central Luzon, Metro Manila, Bicol Region, MIMAROPA, Visayas, Zamboanga del Norte, Misamis Occidental, Lanao del Norte, and Camiguin.

• Coastal Inundation

There is a moderate to high risk of life-threatening storm surge with peak heights reaching 1.0 to 3.0 m within 24 hours over the low-lying or exposed coastal localities of Batanes, Babuyan Islands, mainland Cagayan, Isabela, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, and Zambales. Refer to Storm Surge Warning No. 6 issued at 2:00 AM today for the details.

HAZARDS AFFECTING COASTAL WATERS

A Gale Warning is in effect over the seaboards of Northern Luzon and the western seaboards of Central and Southern Luzon. Refer to Gale Warning No. 4 issued at 5:00 PM yesterday.

• 24-Hour Sea Condition Outlook
Forecast wave heights are not related to storm surge heights.

Up to very rough or high seas over the following coastal waters:
• Up to 14.0 m: The western seaboards of Ilocos Sur, La Union, and Pangasinan
• Up to 8.0 m: The western seaboard of Zambales; the remaining seaboard of Pangasinan.
• Up to 6.0 m: The western seaboard of Bataan.
• Up to 4.5 m: The western seaboards of Batangas, Lubang Islands, and Occidental Mindoro; the eastern seaboards of mainland Cagayan and Isabela
• Sea travel is risky all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

Up to rough seas over the following coastal waters:
• Up to 3.5 m: The western seaboards of Palawan including Calamian Islands; the northeastern seaboard of Aurora; the eastern seaboards of Babuyan Islands
• Up to 3.0 m: The seaboards of Batanes, Marinduque, and Kalayaan Islands; the remaining seaboards of Babuyan Islands and Bataan; the southern seaboard of Quezon; the eastern seaboard of Oriental Mindoro; the northern and western seaboards of Romblon and Ilocos Norte;
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.

Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The remaining seaboards of mainland Cagayan, Aurora, Calamian Islands, and Cavite; the seaboards of Pampanga, Bulacan, Metro Manila, and Surigao del Sur; the western seaboard of Antique; the eastern seaboards of Catanduanes and Davao Oriental
• Up to 2.0 m: The seaboards of Aklan, and Northern Samar; the remaining seaboards of Bicol Region, Batangas, Quezon, Occidental Mindoro, Oriental Mindoro, Palawan, and Romblon; the southwestern seaboard of Negros Occidental and Iloilo; the western seaboard of Guimaras.
• Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK

• On the forecast track, the center of EMONG will make another landfall in La Union or Ilocos Sur this morning. Afterwards, it will cross the mountainous terrain of Northern Luzon and emerge over the Babuyan Channel before noon. EMONG will then move northeastward and pass close or over Babuyan Islands between this noon and afternoon. It may also pass near Batanes between this afternoon or evening.
• EMONG may maintain its strength as it makes its second landfall. A slight weakening prior to its second landfall due to increasing interaction with the terrain of northwestern Luzon is not ruled out. Nevertheless, the passage of EMONG will trigger a weakening trend, which is expected to continue for the rest of the forecast period.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

SEVERE TROPICAL STORM “BISING” EXITED THE PHILIPPINE AREA OF RESPONSIBILITY.

• Location of Center (10:00 AM)
The center of Severe Tropical Storm BISING was estimated based on all available data at 605 km North of Itbayat, Batanes (OUTSIDE PAR) (26.2°N, 121.2°E).

• Intensity:
Maximum sustained winds of 100 km/h near the center, gustiness of up to 125 km/h, and central pressure of 990 hPa.

• Present Movement:
Northward at 35 km/h

• Extent of Tropical Cyclone Winds:
Strong to storm-force winds extend outwards up to
390 km from the center

• BISING has exited the Philippine Area of Responsibility (PAR) at 5:00 AM today. On the forecast track, it will move north northeastward over the next 12 hours before turning northward over the East China Sea by tomorrow (08 July) morning. By tomorrow afternoon, it is forecast to turn generally wesward, making landfall over the Eastern China region. It will continue to move west southwestward until it becomes a remnant low by Wednesday (09 July).
• BISING will continue to weaken over the East China Sea due to unfavorable conditions. It is forecast to weaken into a remnant low by Wednesday (9 July) as it moves over the landmass of Eastern China.


Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. We, along with AKMA UP, took part in the North Luzon Pride March on June 28, 2025, passionately campaigning LGBTQIA+ rights and inclusive local legislation. The City saw hundreds of LGBTQIA+ advocates and allies rallying under the theme “Love Laban,” spearheaded by Northern Luzon Pride PH and other local organizations.

In a society that often still sees gender in a rigid way and frequently questions the validity of S*xual Orientation, Gender Identity, Expression, and S*x Characteristics (SOGIESC), We firmly assert the fundamental civil rights of individuals. This includes, most importantly, the right for people to love and care for their partners and loved ones.

Recognizing that comprehensive laws formally recognizing LGBTQIA+ relationships are currently missing in the Philippines, the "Right to Care Card" emerges as a powerful and innovative alternative. This concept was originally envisioned by MullenLowe Treyna, currently implemented in Quezon City and San Juan City.

The Right to Care Card uses a Special Power of Attorney (SPA). This legal document gives q***r couples the power to mutually authorize each other to make crucial decisions about medical treatment, procedures, and prescriptions, especially in times of crisis.

Today, June 30, Akbayan Youth - Baguio and AKMA UP formally submitted the draft of the proposed Right to Care ordinance, along with a supporting position paper and a letter addressed to Mayor Benjamin Magalong to the City Mayor’s Office. The documents were officially received and stamped at the Receiving Desk.

The proposed ordinance seeks to grant same-sex partners the legal right to make medical decisions for each other — a right currently denied due to the lack of legal recognition for same-sex unions in the Philippines.

𝗧𝗵𝗶𝘀 𝗺𝗲𝗮𝘀𝘂𝗿𝗲 𝗮𝗶𝗺𝘀 𝘁𝗼 𝗮𝗱𝗱𝗿𝗲𝘀𝘀 𝘁𝗵𝗲 𝘀𝘆𝘀𝘁𝗲𝗺𝗶𝗰 𝗲𝘅𝗰𝗹𝘂𝘀𝗶𝗼𝗻 𝗼𝗳 𝗟𝗚𝗕𝗧𝗤+ 𝗰𝗼𝘂𝗽𝗹𝗲𝘀 𝗳𝗿𝗼𝗺 𝗰𝗿𝗶𝘁𝗶𝗰𝗮𝗹 𝗵𝗲𝗮𝗹𝘁𝗵𝗰𝗮𝗿𝗲 𝗱𝗲𝗰𝗶𝘀𝗶𝗼𝗻𝘀, 𝗲𝘀𝗽𝗲𝗰𝗶𝗮𝗹𝗹𝘆 𝗱𝘂𝗿𝗶𝗻𝗴 𝘁𝗶𝗺𝗲𝘀 𝗼𝗳 𝗰𝗿𝗶𝘀𝗶𝘀.

On June 28, during the Love Laban sa Baguio Pride March, we launched the Claim the Right to Care petition drive at Malcolm Square, inviting the people of Baguio to stand in solidarity and demand inclusive healthcare rights for all.

Pride Month may be ending today, but our advocacy continues until true equality is achieved. Our fight does not end here — it does not end with the close of Pride Month. We will continue to monitor, lobby, and push for the passage of this ordinance and its implementation.
