To the people who will conduct their protest and rallies nationwide to call for accountability in the government because of massive corruptions, do not only go out there and shout.
Ask the government the following for a change:
STATEMENT OF DEMANDS
(On the Issue of Corruption and Accountability in Government)
We, the people, exercising our constitutional right to peaceably assemble and petition the government for redress of grievances, hereby make the following demands upon the concerned agencies and instrumentalities of the State:
1. Demand for Expeditious Prosecution of Corruption Cases.
That the Department of Public Works and Highways (DPWH), the Office of the Ombudsman, the Sandiganbayan, the Supreme Court, the local courts, and all other competent authorities be directed and obligated to immediately file, hear, and resolve cases involving corruption and the misuse of public funds; and that such proceedings be conducted with dispatch, impartiality, and in strict observance of the constitutional right to a speedy disposition of cases under Article III, Section 16 of the 1987 Constitution.
2. Demand for Legislative Enactment of Transparency Measures.
That the Congress of the Philippines be urged to immediately deliberate and pass into law a comprehensive Transparency Act, which shall mandate that all government transactions, contracts, disbursements, and procurement processes be made fully accessible to the public, through physical and digital means, subject only to limitations provided by law in the interest of national security and privacy.
3. Adoption of Best Practices from Local Government Units.
That Congress and the concerned national agencies take cognizance of and institutionalize successful transparency and accountability programs already implemented in various Local Government Units (LGUs), including but not limited to:
β’The good governance practices of Baguio City under Mayor Benjamin Magalong;
β’The reform measures and open governance model of Pasig City under Mayor Vico Sotto; and
β’The pioneering people-centered governance principles of Naga City under the late Mayor Jesse Robredo, as further advanced by Leni Robredo.
Conclusion.
We submit that mere condemnation of corrupt practices is insufficient. Concrete governmental action must be undertaken immediately to ensure that the plunder of public resources shall not persist, nor recur in the future. Inaction in the face of these demands constitutes a continuing betrayal of public trust under Article XI, Section 1 of the Constitution.
Thus, we respectfully call upon all branches of government to act with urgency, transparency, and fidelity to their constitutional mandate.
