LUZON:
Catanduanes, the eastern portion of Camarines Norte (Basud, Daet, Talisay, Vinzons, Paracale, Mercedes), the eastern portion of Camarines Sur (Caramoan, Presentacion, Garchitorena, Tinambac, Siruma, Lagonoy, Goa, San Jose, Saglay, Tigaon), the eastern portion of Albay (Rapu-Rapu, Bacacay, City of Tabaco, Malilipot, Malinao, Tiwi) and the eastern portion of Sorsogon (Barcelona, Gubat, Prieto Diaz)

Signal no. 1 is still in effect in the following areas: Batanes, Babuyan Islands, mainland Cagayan, Apayao, Kalinga, Abra, Mountain Province, Ilocos Norte, and Ilocos Sur

JULIAN is forecast to recurve northeastward tomorrow (2 October) morning, re-enter the Philippine Area of Responsibility (PAR) tomorrow afternoon or evening, and make landfall over the southwestern coast of Taiwan tomorrow evening or on Thursday (3 October) early morning. After crossing the mountainous terrain of Taiwan, JULIAN will emerge over the sea east of Taiwan on Thursday morning or afternoon, continue moving northeastward until Friday (4 October) morning before turning northwestward over the East China Sea for the remainder of the forecast period. On the track forecast, JULIAN may re-exit the PAR region on Thursday evening or Friday morning.
At present, there is no dominant weather system influencing the general motion of JULIAN. As such, considerable shifts in the track forecast of succeeding bulletins are not ruled out.

JULIAN is entering a period of gradual weakening, which is expected to continue for the rest of the forecast period. The weakening will be exacerbated by the projected landfall over the mountainous terrain of Taiwan. JULIAN may be downgraded to typhoon category within the next 12 hours and to severe tropical storm category on Friday.

Light to moderate winds blowing from East will prevail over the region.

Sunset 34 years after the dreadful earthquake that devastated the landscape of Baguio. Although the city has recovered, it faces another dreaded misfortune, overdevelopment. Let us hope we can still enjoy sunsets such as this for a long time and pray we never encounter another disastrous earthquake ever again. Because if it happens again, there will be more casualties with all the highrise buildings our government allowed to be created even though the National Building Code of the Philippines (Presidential Decree No. 1096) sets a 5-story ceiling. We are behaving now as if the 1990 disaster ever happened. Will we ever learn?
