Amid low palay prices, farmers urge repeal of Rice Liberalization Law

VIGAN CITY — The Alyansa dagiti Mannalon iti Ilocos Norte (AMIN) urged the government to address corruption and the ongoing decline in palay prices, which they said have worsened farmers’ hardships after recent typhoons destroyed crops across the province.

The group reported that agricultural losses have reached over P40.2 million due to successive storms, including Typhoon Emong and Super Typhoon Nando, which damaged most rice fields. Despite these losses, farmgate prices remain low at P8 to P10 per kilo for newly harvested palay and P11 to P15 for dried grain, far below the P20 per kilo needed to recover production costs.

AMIN blamed the Rice Liberalization Law (RA 11203) for the low prices, citing continued imports of rice. It also criticized what it described as corruption in the distribution of farm subsidies, noting past cases such as the 2004 fertilizer fund scam and the overpricing of agricultural inputs.

The group said the government’s failure to implement genuine land reform and food security policies has left farmers dependent on costly production inputs such as seeds, fertilizer, and fuel. It also claimed that some government-provided seeds are of poor quality and delivered late.

AMIN called on the government to implement a P20 per kilo floor price for palay, repeal the Rice Liberalization Law, grant a P30,000 production subsidy to farmers, ensure full compensation for disaster-affected farmers, and stop military harassment of peasant organizers.

The group said farmers need stable livelihood support instead of short-term assistance. # (Sherwin De Vera)

IBON study links agroecology to food, climate resilience

VIGAN CITY — A new study by IBON Foundation found that agroecology can strengthen food security and climate resilience in the Philippines, but remains constrained by policies favoring big business and land inequality.

The findings are detailed in “Barriers and Pathways: Scaling Agroecology to Address Climate Change – The Philippine Case,” launched during the National Agroecology Workshop at the University of the Philippines Diliman on October 18.

IBON Research Head Rosario Guzman, who presented the study, said small farmers and community-led food systems play a crucial role in addressing food and climate crises where agroecological practices are applied.

She stressed that scaling up these initiatives requires government measures that prioritize small producers, ensure equitable land access, prevent corporate control of agriculture, and align climate action with rural development.

Guzman added that such support remains inadequate under past and current administrations that continue to pursue neoliberal economic policies.

Agroecology advocate Dr. Marion Tan of MASIPAG and IBON’s Board of Trustees reviewed the publication during the launch, which coincided with Peasant Month and the AgroecologyX Fair on October 18–19.

The fair gathered farmers’ groups and organizations promoting sustainable agriculture and food systems rooted in ecological balance and local knowledge. AgroecologyX advocates organic and farmer-led practices to build resilient, people-centered food systems. # (Sherwin De Vera)

City assures readiness amid recent earthquakes

BAGUIO CITY — The City Disaster Risk Reduction and Management Office (CDRRMO) assured residents that the city government remains ready to respond to earthquakes following recent tremors felt across the country.

CDRRM Officer Charles Bryan Carame said the local government, through the City Mayor’s Office and the CDRRMO, continues to strengthen preparedness by coordinating with the Department of Science and Technology–Philippine Institute of Volcanology and Seismology (DOST-PHIVOLCS) and the Office of Civil Defense–Cordillera Administrative Region (OCD-CAR) for real-time monitoring.

The city has installed earthquake recording instruments and maintains verified information dissemination. Regular earthquake and evacuation drills are held in schools, barangays, and offices to improve response capabilities.

Public structures and critical facilities are routinely inspected by the City Buildings and Architecture Office, the City Engineering Office, and the Philippine Institute of Civil Engineers (PICE) Baguio Chapter, with support from the CDRRMO’s Rapid Damage Assessment and Needs Analysis team.

Carame said community awareness campaigns are ongoing through the City Public Information Office and the City Social Welfare and Development Office to teach residents what to do before, during, and after an earthquake. Barangays are also updating their disaster preparedness plans.

The Smart City Command Center and the Emergency Operations Center remain on 24-hour standby for coordination with volunteers and civil society groups. Ongoing initiatives such as the Making Cities Resilient 2030 program and the City Earthquake Response Plan support these efforts.
