Human rights network hits dismissal of Marcos wealth case

BAGUIO CITY — The Campaign Against the Return of the Marcoses and Martial Law criticized the Sandiganbayan’s dismissal of a forfeiture case involving P50 billion in alleged ill-gotten wealth of the Marcos family.

The Sandiganbayan Special Division ordered the case dismissed on June 2, citing inordinate delay in the prosecution’s completion of its presentation of evidence. The prosecution earlier said it would no longer present additional evidence.

The case, filed in 1991, was the last pending case of ill-gotten wealth against the Marcoses.

“Ferdinand Marcos Jr. has accomplished what he set out to do when he ran for president--to recoup his family’s ill-gotten wealth sequestered by the government and tied in litigation,” CARMMA spokesperson Kris Lacaba said.

Lacaba also alleged that Marcos Jr. had reacquired ill-gotten wealth while benefiting from government corruption.

“Ferdinand Marcos Jr. may think he and his clique have finally come full circle in terms of their ability to get their hands on all this lucre,” Lacaba said.

“They forget that an enraged Filipino people can also come full circle in their ability to oust this kleptocratic clique from power,” he added. # (Sherwin De Vera)

Northern Dispatch extends its condolences to the family, friends, and colleagues of Mhar Oclaman, founder and publisher of The Filipino News Sentinel, who passed away on June 8 at 61.

Through The Filipino News Sentinel, Mhar helped sustain a steady stream of local news and information for communities in Baguio, Benguet, and the Cordillera. His publication served as a platform for community updates, institutional announcements, and regional developments.

Running a local news outlet requires persistence and sustained commitment to keeping information flowing to the public, especially in communities where access to news resources is uneven. Mhar carried that responsibility through his publication.

His passing is a loss to his family, friends, readers, and the media community.

We honor his contribution to community journalism and extend our deepest sympathies to those he leaves behind.

Rest in peace, Mhar Oclaman.

Only one of eight Baguio PPP projects moves forward

BAGUIO CITY — Only one of Baguio City’s eight major public-private partnership (PPP) projects is moving toward implementation, while three remain under review and four have been shelved, according to a status report presented during a recent city management committee meeting.

The project showing progress is the P118-billion Baguio City Integrated Terminal (BCIT), which is intended to help ease traffic congestion in the central business district. The city signed a lease agreement with Megawide Construction Corporation in January, but the project remains in the design phase and construction has yet to begin.

Three other PPP projects are still awaiting approvals and clearances. These are the P2.53-billion Smart Urban Mobility Project, the P1.27-billion Asin Hydroelectric Power Plants project, and the P18-billion Bulk Water Supply Project.

The report also showed that four proposed PPP projects have failed to move forward. These include the Market Redevelopment Project, a terminal and cultural center project, the proposed monorail and electric bus system, and a socialized housing project that did not meet financial requirements.

Despite the setbacks, Mayor Benjamin Magalong said public-private partnerships remain an important option for financing major infrastructure projects without drawing heavily on city funds.

The status report highlighted the challenges facing the city in advancing large-scale private-sector infrastructure proposals from planning to implementation. # (Artemio A. Dumlao)

Pangasinan calls for vigilance amid El Niño, monsoon risks

BAGUIO CITY — The Pangasinan Provincial Disaster Risk Reduction and Management Office (PDRRMO) has urged residents to remain prepared for climate-related hazards as authorities monitor the potential combined effects of El Niño and the Southwest Monsoon (Habagat).

The agency said communities should stay alert and ready even without an ongoing disaster, citing the possibility of alternating dry spells, extreme heat, and heavy rainfall in the coming months.

Christine Mary Salinas, resident meteorologist and early warning system staff member of the PDRRMO, said climate outlooks indicate possible moderate-to-strong El Niño conditions in Pangasinan. The office is coordinating with the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) to monitor any changes in weather conditions.

According to PAGASA, stronger El Niño episodes are often linked to below-normal rainfall, which may affect agriculture, irrigation systems, and water supply. Extreme heat may also increase the risk of heat-related illnesses.

Despite dry conditions associated with El Niño, Salinas said Habagat may still bring scattered to widespread rainfall and thunderstorms. Authorities warned that enhanced monsoon rains could trigger flooding and landslides in vulnerable areas across the province.

Arianne De Guzman, PDRRMO information officer, said the agency continues to conduct weather monitoring, pre-disaster risk assessments, and coordination with local government units and partner agencies. She added that provincial rescue assets, including ambulances, rescue vehicles, and rescue boats, remain on green status and ready for deployment.

The PDRRMO advised residents to prepare emergency go-bags containing food, water, clothing, essential supplies, and important documents. People living in flood-prone and landslide-prone areas were also urged to follow evacuation orders and keep emergency contact numbers accessible.

“Preparedness saves lives. Communities that are alert, ready, and responsible are better protected against climate risks,” Salinas said. # (Sherwin De Vera)

Baguio seeks P500M for sewerage plant upgrade

MANILA CITY — Baguio City is seeking P500 million in initial funding to rehabilitate its aging sewerage treatment plant (STP) and sewer network as the existing facility operates beyond its designed capacity and faces potential regulatory sanctions.

The city has submitted a funding request to the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) for a project expected to cost more than P1 billion. The rehabilitation includes constructing a new STP and upgrading sewer lines serving the Balili Catchment Area.

The Balili STP, operational since 1986, was designed to treat 8,600 cubic meters of wastewater daily. Current wastewater inflow has exceeded that capacity, while damaged sewer lines have caused leaks that contribute to contamination.

Data from the Environmental Management Bureau-Cordillera in 2019 showed f***l coliform levels in the Balili and Bued rivers were worse than those recorded in Manila Bay. Sources of contamination include untreated domestic wastewater, leaking sewer and septic systems, and limited treatment capacity.

The project aims to increase household connections to the sewerage system from about 10,415 to 35,991 by 2035. City officials said the upgraded facility is designed to meet projected demand and comply with environmental standards.

The city’s earlier proposal, valued at $46.99 million, was removed from the national project pipeline after missing submission deadlines.

During a June 1 forum with the City Council, lawyer Lowell Barton Jr. of EMB-CAR warned that the city could face a cease-and-desist order from the Department of Environment and Natural Resources if it fails a scheduled sampling test in June.

City officials are also planning a sanitation fee system to help fund future operation and maintenance of the upgraded facility. # (Kimberlie Quitasol)
