An active low-pressure area (LPA) east of Mindanao has intensified into a minor tropical depression, according to the Japan Meteorological Agency.

The system is expected to enter the Philippine Area of Responsibility (PAR) in the coming hours and, if upgraded by PAGASA, will be named Basyang.

Residents in Visayas and Mindanao are advised to prepare for possible direct impacts in the coming days and to monitor official weather updates.

The Department of Environment and Natural Resources (DENR) has filed a ₱182-million damage suit against Universal Robina Corp.–Bais Distillery over the molasses spill that affected Bais Bay and the Tañon Strait in October last year.

DENR Negros Island Region Director Charlie Fabre said the case was filed before the Bais City Prosecutor’s Office to address damage to the fisheries sector. A separate case was also filed over the alleged illegal occupation of a lagoon since 2015 without clearance from the Protected Area Management Board.

Environmental assessments on coral reefs and seagrass beds are still ongoing, with findings expected to determine additional rehabilitation costs. Fabre said another damage suit may also be filed by the Pollution Adjudication Board.

The Environmental Management Bureau earlier allowed URC to temporarily resume operations under a 90-day order while repairs and rehabilitation continue, with compliance monitoring conducted monthly.

The October spill released an estimated 255,000 cubic meters of molasses wastewater, causing fish kills and affecting more than 3,000 hectares of marine areas, including tourism sites in Bais City and Manjuyod.

As of posting time, DENR said it has yet to receive confirmation of additional financial assistance from URC to affected families.
