Grounds for Impeachment:

▪️CULPABLE violation of the Constitution, along with treason, bribery, graft and corruption are grounds for impeachment of certain government officials. The 1987 Constitution, Article XI, Section 2.

▪️Betrayal of public trust is a broader concept, encompassing actions that violate the public's confidence in a public officer's integrity, honesty, and fairness. It often involves actions that deviate from the OFFICER’S OATH of office and undermine the public's faith in their leadership.

1st impeachment complaint filed vs Marcos

•Generally, the HORs is not obligated to conduct hearings until certain conditions are met. First, the Committee on Justice must first find the complaint sufficient in form and in substance.

•If the answer is in affirmative, it shall give notice to the RESPONDENTS and allow them to file their answers, affidavits and other pleadings.

•Upon the receipt of all the pleadings, the Committee shall decide if sufficient grounds for impeachment exist, only then will the Committee conduct a hearing. [Rules of Procedures in Impeachment Proceedings (hereinafter “House Rules”), rule III 19th Cong., 1st Session (2022)].

Note: This rules are same during the 15th Congress and the Corona Impeachment Trial (2012).

Kaya naman, nanawagan siya ng malawakang protesta para ipakita ang kanilang pagkadismaya sa desisyong ito ng senado.
