Faced with urgent challenges in infrastructure, flood control, communications, and housing, mayoral candidate Jeffrey Nalupta has assembled a team of professionals with the technical expertise to drive real progress. Backing his campaign alongside vice mayoral candidate Bismark Quidang are three candidates with engineering backgrounds and an accomplished architect. Together, they embody a serious commitment to transforming Batac through science-driven solutions and visionary leadership.
The team includes Civil Engineer and incumbent councilor Bubot Crisostomo, whose work in public infrastructure has earned him a reputation as a results-driven leader; Electronics and Communications Engineer John Lei Ganiron, whose dual expertise in technology and management is critical for modernizing the city’s systems; Electrical Engineering graduate Rizal Castillo, whose MBA complements his technical skills with strategic financial insights; and Architect Mar Cariaga Opeña, whose mastery of urban planning and design promises sustainable and efficient development.

One of the cornerstones of the Jef-Bis tandem’s vision is addressing Batac’s growing housing needs. Architect Mar Opeña’s inclusion signals a dedicated focus on developing sustainable and affordable housing projects for Batac residents. The team envisions well-planned housing communities designed not only to accommodate current demand but also to ensure resilience against flooding and other environmental challenges.
Mayor Nalupta emphasized this priority: “Housing is a basic need, and we need leaders who can plan and execute projects that will provide decent and affordable homes for our people. Mar Opeña’s expertise in urban design and sustainable architecture is invaluable in making this vision a reality.”
Engineering a Better Batac
Infrastructure and flood control also stand at the forefront of the tandem’s agenda. Councilor Bubot Crisostomo’s track record in public works makes him a natural leader in overseeing the city’s infrastructure projects. His deep understanding of civil engineering ensures that roads, drainage systems, and public facilities are built to endure and serve the community effectively.
Flooding, a perennial problem for Batac, requires innovative and durable solutions. The tandem’s technical team aims to implement advanced flood management systems, including enhanced drainage networks, retention basins, and elevated pathways for flood-prone areas. With the combined expertise of these professionals, Batac’s citizens can expect lasting solutions to this issue.

The modernization of Batac’s communication systems and the elimination of unsightly and unsafe dangling wires are also high on the agenda. Engineer John Lei Ganiron’s background in electronics and communications is key to this effort. Ganiron envisions a city where underground cabling and streamlined communication networks replace the current hazardous setup.
“Technology and infrastructure must go hand-in-hand to support a growing city,” Ganiron stated. “By modernizing Batac’s communication systems, we can attract more investors, improve safety, and create a more organized urban environment.”
Meanwhile, Rizal Castillo’s expertise will contribute to optimizing public utilities and ensuring that resources are allocated wisely. His financial background, paired with his technical knowledge, ensures that projects will be both effective and sustainable.

The decision to prioritize technical expertise over mere popularity highlights the serious intent of the Jef-Bis tandem. “We are not just assembling a team to win an election; we are building a team that can deliver results,” Nalupta emphasized. “These individuals are experts in their fields, and their insights will drive Batac’s progress.”
Vice mayoral candidate Bismark Quidang echoed this sentiment: “This is governance grounded in professionalism. With this team, we can ensure that every policy and project is rooted in expertise, not guesswork. This is the leadership Batac deserves.”

What sets the Jef-Bis tandem and their team apart is their commitment to both innovation and accountability. While their opponents might focus on consolidating family interests, this team emphasizes checks and balances, ensuring that every decision is made in the best interest of the people of Batac.
With their combined expertise and shared vision, the Jef-Bis tandem and their technical team offer Batac a chance to move toward a future of sustainable development, modernized infrastructure, and better living conditions for all. This is leadership that promises real progress—not just for the present, but for generations to come.
