The MARINA Regional Office IV in Batangas headed by Engr. Rizal J. Victoria conducted a comprehensive CMP Theoretical Assessment, which included evaluations on MAP, MIP, BC3, and MDM2 today, 26 June 2025. A total of 14 participants took part in this critical assessment, aimed at enhancing the skills and knowledge required for maritime safety and operations.

In a separate initiative, the MARINA Palawan Extension Office successfully held a Mobile Basic Safety Training (MBST) session, offering both practical demonstrations and assessments. This event, which focused on the hands-on application of maritime safety protocols, saw 22 attendees participate in various training. The practical demonstrations provided valuable real-world scenarios, ensuring that maritime professionals are well-prepared to respond to emergencies and enhance safety measures.

Both events are part of MARINA's ongoing commitment to strengthen the capabilities of maritime workers, improve safety standards, and uphold best practices in the Philippine maritime industry.

Batangas City, June 25, 2025 โ€” The Maritime Industry Authority (MARINA) Regional Office IV, headed by Engr. Rizal J. Victoria, joined the global observance of the Day of the Seafarer with the theme "My Harassment-Free Ship", honoring the contributions and sacrifices of Filipino seafarers in the maritime industry.

The celebration began with a Holy Mass, setting a solemn and meaningful tone for the event. This was followed by the official opening program, which commenced with the Entrance of Colors led by the Lyceum International Maritime Academyโ€”a symbol of unity, discipline, and maritime pride.

In his opening remarks, Engr. Victoria emphasized the importance of recognizing the crucial role of seafarers, referring to them as the "modern-day heroes" who keep the global economy moving. He also highlighted the need for continued advocacy in creating safe, respectful, and harassment-free working environments for all maritime professionals.

The event featured a series of activities aimed at supporting the health and well-being of seafarers and the maritime community. These included a Bloodletting Activity in partnership with the local Red Cross, a Dental Mission, and a Film Viewing that focused on maritime awareness and issues faced by seafarers at sea.

As the event concluded, MARINA Regional Office IV reaffirmed its commitment to upholding the rights, welfare, and dignity of every Filipino seafarer. Maritime Industry Authority (MARINA) Regional Office IV, under the leadership of Engr. Rizal J. Victoria, successfully conducted the Modified Basic Safety Training (MBST) on 18-20 June 2025 at the MRO IV in Batangas.

Organized by the Seafareโ€™s Documentation Section (SDS), the two-day training session saw the active participation of 37 boat captains and motormen from various maritime sectors. The training aimed to enhance safety protocols, equip seafarers with essential life-saving skills, and ensure that maritime personnel meet the regulatory standards for safety at sea.

The success of this training marks another significant milestone in the ongoing efforts by MARINA to ensure that maritime workers in the region are well-prepared for any safety challenges they may face in their line of duty.

Victoria, successfully conducted its 2025 Mid-Year Performance Assessment and Target Setting, alongside a Gender and Development (GAD) workshop and team building activities, at the Marco Vincent Dive Resort in White Beach, Puerto Galera.

The three-day event served as a vital platform to evaluate the accomplishments of each unit within the office for the first half of 2025. Presentations were delivered by the Seafarer Documentation Section, Maritime Technical Section, Palawan Extension Office, Coron Satellite Unit, Calapan Satellite Unit, Lucena Extension Office, Shipping and Franchising Section, Office of the Regional Director, Legal Section, and Administrative and Finance Section.

Each unit highlighted its key achievements, identified operational challenges, and outlined strategic priorities for the remainder of the yearโ€”promoting accountability, transparency, and alignment of goals across the organization.

A dedicated session on Gender and Development (GAD) reaffirmed MARINAโ€™s commitment to gender inclusivity, empowerment, and workplace equality. Meanwhile, team building activities further strengthened camaraderie, communication, and collaboration among personnel.

The 2025 Mid-Year Assessment exemplified MARINA Regional Office IVโ€™s dedication to continuous improvement and effective service delivery. Victoria, through its Seafarers Documentation Section, successfully conducted a comprehensive SID/SRB Mobile Processing event in Southwestern College of Maritime Business and Technology Inc. (SCMBTI), Calapan, Oriental Mindoro, benefiting a total of 99 participants. This mobile processing initiative aimed to streamline and expedite the processing of maritime-related documents for the region's aspiring maritime professionals.

The event, Seafarers Documentation Section, was held at the collegeโ€™s facilities, welcoming the maritime students. It offered participants the opportunity to process and update their Seafarerโ€™s Identification Document (SID) and Seafarer's Record Book (SRB), which are essential for maritime employment.

The SID/SRB Mobile Processing event serves as a vital resource for future seafarers and maritime professionals, ensuring they are equipped with the proper documentation to pursue employment opportunities both locally and internationally.

Victoria to discuss Resolution No. 287-015 of 2025, which seeks free training and licensing seminars for boat captains and motormen stationed in Pag-asa Island.
