The Philippines is no stranger to storms. Every year, an average of 20 typhoons enter our area of responsibility. For many, these numbers have become statisticsโ€”mere data flashed on the evening news. But behind each storm is a human cost, stories written not in numbers but in lives lost, homes destroyed, and families torn apart.

When Bagyong Opong swept across the country, it brought with it the usual: howling winds, swollen rivers, and flooded towns. But it also brought tragedy that will never be forgotten. In my hometown, Biliran, a 63-year-old grandfather and his two young granddaughters, ages 4 and 12, were found lifeless inside their home. It was supposed to be a place of safety, but the raging flash flood turned it into their grave. Another granddaughter, only 7 years old, remains missing. As rescuers search through the mud and debris, the family continues to hold on to fragile hope.

This heartbreaking story is only one among thousands across the nation. In every typhoon, the same scenes unfold: families clinging to rooftops, children crying in evacuation centers, and parents staying awake through the night to protect their homes. I witnessed it myselfโ€”my father, exhausted and sleepless, standing guard against the floodwaters that crept outside our home. He fought against the storm with nothing but determination because the poor drainage system around us gave him no choice. It is a battle many fathers and mothers across the Philippines know too well.

But here lies the painful truth: these tragedies are not only the work of nature. Typhoons are inevitable, but disasters like these are man-made. Poor drainage systems, weak infrastructure, unplanned urban growth, and the absence of long-term disaster management worsen the damage each year. We keep calling ourselves a resilient nation, but resilience has become a mask to cover negligence.

The inequality is glaring. While the rich wrap themselves in blankets and complain of the cold air, the poor wade through waist-deep floods, fearing hunger and death. For the privileged, a typhoon is an inconvenience. For the marginalized, it is survival. This is the injustice that repeats itself storm after stormโ€”those with the least always suffer the most.

We should ask ourselves: How many lives must be lost before we act? How many children must be buried before we realize that โ€œresilienceโ€ should not be our only defense? We mourn, we rebuild, and then we forgetโ€”until the next storm arrives and the cycle begins again. Relief goods are not enough. Sympathy is not enough. What we need is prevention: stronger infrastructure, better drainage systems, effective disaster preparedness, and governance that puts people above politics.

Filipinos are strong, yes, but we should not romanticize suffering. We deserve to live in a country where fathers do not lose sleep because of broken drainage, where children are not washed away by floods, where families do not have to choose between safety and survival.

Bagyong Opong has passed, but the grief remains. The waters have receded, but the questions stay. Until we confront the root of our problems and demand accountability, the story will repeat: storms will come, waters will rise, and once again, the poor will pay the highest price.

And perhaps the most haunting truth is this: we are not merely victims of the stormโ€”we are victims of a system that has long failed to protect us. As the waters rise, we find ourselves drowningโ€”abandoned by the system that is supposed to be our lifeguard.

To cultivate the knowledge of senior high school students, Philippine Obstetrical and Gynecological Society (POGS) conducted a panel discussion on Comprehensive Teen and Reproductive Health through the PREPARE Project held at the Biliran Province State University gymnasium, September 12.

Dr. Anna Belen Ignacio Alensuela, PREPARE Project Director and Task Force Chairperson, led the discussion tackling the importance of abstinence; causes and implications of premarital s*x; as well as proper utilization of contraceptives to avoid teenage pregnancy.

Dr. Alensuela also discussed how s*x education remains a taboo in the country and why it should be tackled at home to further educate young individuals.

Statistics show only 12.7% of youth aged 15-24 in Eastern Visayas talk about s*x and s*xuality education at home, while teenagers who drop out of school due to poverty and pregnancy only earn Php 46 a day.

Meanwhile, Dr. Benjamin Cuenca, one of the forum panelists, cleared common misconceptions on HIV; how people get infected with it and where to undergo testing.

Under the Reproductive Health (RH) Law, healthcare facilities give youth access to HIV testing as well as free contraceptives but with parents consent.

Preparatory Reproductive health Education Priming youth Adults for Responsible Engagement (PREPARE) is a nationwide movement intended to amplify education about reproductive health and Comprehensive Sexuality Education (CSC). In Region 8, Naval is third to receive POGSโ€™ effort and service, following Tacloban City and Maasin City.

A total of 300 Grade 11 and 12 NSF students attended and engaged in the said panel discussion.

In light of the talks on the issues of flood control projects nationwide, comes the buzz of urgency to completely take down all corrupt individuals behind it. The Philippines encounters at least 18-20 typhoons annually; some pass by, most ravage lives. Such calamities have gone extremely destructive and continue to exceed normal effects due to climate change, depletion of environmental resources, and mismanagement of disaster response measures. Albeit the fact that the Filipinos are โ€œused toโ€ such occurrences and are โ€œresilientโ€enough to back off immediately after a typhoon, it is undeniable that the state of calamity preparedness in our country is much poorer than a beggar.

For several years, Disaster and Risk Reduction Management (DRRM) systems have been a concern that is considered tabooโ€” and this is the problem. The truth is, all of us have a part in this regard which we tend to dismiss every single time. Reasons why those who hold taxes and funds of the Filipino people are not afraid to pocket trillions of it is not just because they are rogue and have a sick interest of money but also because we let it. We do not engage in such talks until we are affected by a calamity and are unable to stand on our own. In simple terms, we only yell for help the moment we are out of breath. The same goes for them, they should be held accountable and face serious consequences for being instruments of indirectly ruining thousands of lives during crises. Resiliency is indeed a crucial part of being a Filipino, however, accountability is its right handโ€” something we continuously turn a blind eye on. Turns out, the Philippines is not a poor state, but is only runned by corrupt individuals who wear masks to hide anomalies.

In a special documentary released by the GMA Public Affairs hosted by veteran journalist Jessica Soho, head of Mayors for Good Governance Organization and Baguio City Mayor Benjamin Magalong revealed trillions of tax amounts corrupted by the Department of Public Works and Highways (DPWH) workers, contractors, and some politicians behind it which should have been rendered to flood control and calamity preparedness systems. According to Magalong, for every Php 100 spent on a government project, only about Php 30 goes to the actual construction, hence, only 30% of the supposed funding is actually used. Based on the Php 450 billion budget allocated to the DPWH for flood control projects, the estimated amount actually utilized for construction is only Php 135 billion. Moreover, ghost projects in Baliwag, Bulacanโ€” which is prone to flashfloodsโ€” cost roughly Php 55 million, while overpriced cat's eyes or road reflectors cost Php 9.8 billion. The documentary also stated that 60% of every government project is corrupted, which would amount to Php 270 billion from the Php 450 billion DPWH budget.

Meanwhile, the Committee of Finance Chair Sen. Sherwin Gatchalian recently said each and every Filipino now has Php 142,000 debt if we were to jot down the countryโ€™s overall liabilities. Now imagine, we did nothing wrong but we owe a hundred thousand pesos to the government? It is analogous to having a life sentence of imprisonment without due process, isn't it? ๐‘พ๐’‰๐’Š๐’๐’† ๐’•๐’‰๐’† ๐’‰๐’Š๐’ˆ๐’‰๐’†๐’“ ๐’–๐’‘๐’” ๐’๐’Š๐’—๐’† ๐’‚ ๐’๐’‚๐’—๐’Š๐’”๐’‰ ๐’‚๐’๐’… ๐’๐’–๐’™๐’–๐’“๐’Š๐’๐’–๐’” ๐’๐’Š๐’‡๐’†๐’”๐’•๐’š๐’๐’†, ๐’•๐’‰๐’† ๐’‘๐’๐’๐’“ ๐’•๐’‚๐’™๐’‘๐’‚๐’š๐’†๐’“ ๐’”๐’–๐’‡๐’‡๐’†๐’“๐’” ๐’‡๐’๐’“ ๐’š๐’†๐’‚๐’“๐’”.

Graft and corruption is not new to Juanโ€™s ears. And since it has been normalized for a very long time now, disaster preparedness and risk reduction systems are just flowing along with the current of massive floods; buried underneath, failed to be fostered. This highlights the urgency to speak up; engage in political and societal issues and be educated in it; and demand accountability because an individualโ€™s voice, when intensified as a whole, may become the unified catalyst for eliminating mediocrity and deterioration of a typical Filipino living. Some, living in an extravaganza, would argue in order to hide their dirty doings. Children of the rouge ones, would insist it is their own parentsโ€™ money that is used to purchase their luxury cars and designer bagsโ€” to buy them a mockingbirdโ€” but those who are compensated and have been stolen from, would never close their eyes once more.

If we want to break the chain of always being stepped on and receiving mediocre services from the authorities, we must also cut the cycle of being ignorant and quiet. If we want to strengthen, to foster disaster preparedness and risk reduction processes, we must unmask those individuals who did not only steal the tax and funds from the Filipino peopleโ€” for the Filipino peopleโ€”but robbed integral parts of us, being humane. We have looked at how these failed flood control projects affected thousands of people. We have seen how we unconsciously get robbed by departments and big people in it; how current efforts of the government arenโ€™t enough; how our country cannot seem to progress; and why having not just knowledge but actions into these issues make a huge difference. It is now high time to actually stand on both of our feet, to demand justice and accountability, and to realize we need to have comprehensive safety and security in terms of any calamity. The only way to lessen the doomed effects of such calamities and to actually be prepared for times of crises is to build flood control systems which will last a lifetime utilizing an uncorrupted budget as its core foundation.

Let us raise our voices and do something as Filipinos. Because at the end of the thread, it is not our duty to build systems, but it is our obligation to check whether these systems serve us right. Otherwise we must ask, โ€œwhat is going on?โ€

Biliran Provincial Governor, Rogelio J. Espina spearheaded campus visits for the Sagip Edukasyon Program as part of provincial governmentโ€™s efforts to prioritize educational needs among Biliranon learners at Naval School of Fisheries and Naval Night High School, August 1.

The said program also highlighted the presentation of proposals, projects, programs and other concerns from NSF and NNiHS.

Provincial government staff and officials prepared arroz caldo meals for the students. The program also featured performances from the NSF Kasadya Dance Ensemble and the NNiHS Music Club as well as trivia games, with winners receiving cash and dictionary as prizes.

It was attended by officials from the Provincial Government, headed by Governor Espina, along with PSDS Sheila H. Completo, NSF Principal Rowena P. Gabuya, NNiHS incoming and outgoing School Head Ma. Lourdes A. Batuto and Mrs. Leonora O. Mission, Department Heads, officials from Barangay Caraycaray, NSF and NNiHS teaching force, and the learners from both institutions.

Naval School of Fisheries (NSF) officially welcomed Mrs. Rowena Gabuya as its new school head during the installation ceremony held at the NSF Administrative Office on Thursday, July 31.

Gabuya, who previously served as Principal II of Cabucgayan National High School, took over the position following the promotion of former NSF School Head, Mrs. Grace V. Durano.

The ceremony was attended by key education stakeholders, including head teachers from NSF led by Mrs. Irene P. Bunani, Cabucgayan National High School teaching force, representatives from the Office of the Division of Biliran, and school heads from Naval District II led by Ms. Sheila Completo.

In her installation message, Gabuya expressed gratitude for the opportunity to lead NSF. She said that although she did not expect to be assigned to the school, she accepted the responsibility with full commitment.

โ€œWhen I was told that I will be assigned to NSF, I know it is one big step and is both an honor and a challenge,โ€ she said.

She also acknowledged the responsibilities of her new role and emphasized the importance of patience and understanding as a school leader.

Gabuya, the only principal in the Division of Biliran with a specialization in Technical, Vocational, and Livelihood Education (TVL), also shared her plans to enhance NSFโ€™s TVL programs.

โ€œThroughout the Division of Biliran, I am the only principal who has a specialization in TVL, that is why I am assigned here to help NSF become the showwindow of TVL in the Division of Biliran,โ€ she stated.

In addition, Gabuya aimed to promote inclusivity especially in providing quality education to learners with special needs at NSF.

As a means to celebrate the 30th Police Community Relations (PCR) Month, the Biliran Police Provincial Office (BPPO) administered a youth empowerment symposium against bullying, r**e, illegal drugs, and terrorism at the Naval School of Fisheries (NSF) multipurpose gym, Tuesday, July 29.

PEMS Disma Ebajan, Senior Action on Police Community Affairs and Development Unit (PCADU), tackled RA 10627 or the Anti-Bullying Act of 2013; its types, effects on victims, and prevention strategies to halt it, especially in school premises.

โ€œKay naay mga actions nga wala ta kahibaw nga atong gibuhat sa atong mga classmates that is a form of bullying na,โ€ she reminded the students.

Ebajan also discussed core information on RA 8353 or the Anti-Rape Law of 1997.

โ€œBisag mag-asawa pa na sila, ug wa ningsugot, that is considered r**e. A no is a no. Pwede mag file og r**e ang complainant,โ€ Ebajan said.

Meanwhile, PMSg. Stephen Tabuyan instated causes, effects, and preventions to observe against using illegal and gateway drugs, in line with RA 9165.

Tabuyan also oriented NSF-SHS students to be wary of unconsciously enlisting oneself to join terrorism, defying RA 11479.

PMSg. Tabuyan highlighted students must remain steadfast and alert of terrorist groupsโ€™ deceiving acts of recruitment to which the younger generations are subjected to.

Over 200 senior high school students attended the said symposium.

To prepare for the upcoming Division Schools Press Conference (DSPC), school paper advisers of the Naval School of Fisheries (NSF) conducted the first training workshop, and invited 6 former "Ang Dalampasigan" journalists who inspired and guided the student-participants at the computer laboratory room, July 26.

"Ang journalism dili lang siya kutob competition. Madaog man mo or dili, that doesn't define you as a journalist." Former 'Ang Dalampasigan' Editor-in-Chief Lordson Seno said in a short message to the student-journalists.

Moreover, Mariel Niรฑa Erasmo, former Layout artist of Collab-Filipino encouraged the journalists to take on the challenge as it will help them to discover their capabilities and grow in the field of journalism.

Meanwhile, Mrs. Lera Florendo, one of the advisers, during the pre-orientation reminded the student-journalists of the essence of training.

"It's not just about winning but the aim for you to be catalysts of change," Mrs. Florendo emphasized.

The advisers let all 63 student-participants write a news article first, to give them a guide on the foundation and basics of the journalistic writing before assigning them with tasks for their respective categories.

The said training is intended to equip the journalists with skills and knowledge vital for the contest.
