The National Council on Disability Affairs (NCDA) fully supports the measures recently introduced in both houses of Congress: Senate Bill No. 2386, House Bill No. 10444, and House Bill No. 10445โthree crucial legislative measures aimed at improving the rights, well-being, and socioeconomic inclusion of persons with disabilities.
The National Disability Support Act, also known as Senate Bill No. 2386, was filed by Senator Bam Aquino. It seeks to establish the National Disability Support Allowance Program, which would give qualified persons with disabilities a โฑ2,000 monthly allowance to help them meet their daily living costs and live more autonomously.
Furthermore, House Bill Numbers 10444 and 10445, twin bills introduced by House Senior Deputy Minority Leader Leila de Lima, aim to institutionalize a thorough framework for digital accessibility that would remove digital obstacles and ensure that people with impairments have unrestricted access to information via websites, digital platforms, and electronic services.
These proposed actions directly address the most urgent and ongoing issues that persons with disabilities confront today, such as financial difficulties, digital barriers, limited access to information and digital services.
The Council views these actions as crucial advancements in establishing a rights-based policy framework for persons with disabilities and furthering the objective of a really inclusive and
barrier-free Philippines. The Council added that the new legislation could enhance protective programs and improve the independence of persons with disabilities.
The NCDA urges government partners, Congress members, civil society groups, and stakeholders to unite and work together to pass laws supporting initiatives for the disability sector.
