I The Sangguniang Bayan (SB) of Buhi has launched an inquiry into the ₱multi-million National Housing Authority (NHA) project in Barangay De La Fe following reports that many of its units remain unoccupied, unfinished, or lacking basic utilities.
During its September 8 regular session, the council adopted the report of Councilor Marlon Tabalde’s Committee on Housing and Land Utilization, which recommended a joint inspection with NHA officials, the project contractor, and concerned LGU offices.
According to NHA representative Engr. Cristina A. Cabaulan, the project began in 2020 and covers 905 housing units, now at 87% completion. Originally set for a 690-day contract period, construction was delayed due to the pandemic and work suspensions.
At present, only 34 families—mostly flooding victims from Barangay San Buena—are occupying units in the site, despite the absence of power and water supply. The contractor, Granby Trading & Construction, has committed to turning over 100 completed units by the end of September.
Vice Mayor Christian Echipare revealed that electricity was once installed in the site but was cut off due to unpaid bills amounting to ₱200,000.
Municipal Engineer Benjie Arcilla confirmed that while NHA secured all necessary building permits, key documents related to the project were not properly turned over by former Municipal Engineer Herminio Odiada.
Meanwhile, a Good Morning Buhi News site visit found several unoccupied housing units already showing signs of deterioration, raising further concerns about the long-delayed project.
