NAPOLCOM Orders Probe, Criminal Complaint Against Cop in Viral Taguig Incident
The National Police Commission (NAPOLCOM) has ordered the investigation of a police officer involved in a viral incident in Taguig City and directed the filing of appropriate administrative and criminal charges following an initial review of the case.
NAPOLCOM Commissioner Ralph Calinisan instructed the Commission's Inspection, Monitoring and Investigation Service (IMIS) to investigate Police Corporal Simeon D Suan for possible Oppression, Grave Misconduct, and Conduct Unbecoming of a Police Officer.
The Commissioner also directed the Legal Affairs Service (LAS) to prepare and file a criminal complaint for possible violation of Republic Act No. 7438, which protects the rights of persons under custodial investigation.
The actions stem from a viral incident following a vehicular accident in Taguig City on June 2, 2026 that drew widespread public attention and raised concerns over the conduct of the police officer involved.
"That incident was public. It necessitated a public response from NAPOLCOM. Hindi pwedeng alam ng taong-bayan na nangyari ito, tapos walang makikitang aksyon ang institusyon ng gobyerno. Kailangan nating ipakita sa publiko na gumagana ang mga institusyon ng gobyerno. Uulitin ko: ang pagkuha ng tiwala ng tao ay araw-araw na tungkulin nating lahat. Tayong nasa gobyerno, araw-araw nating trabaho na patunayan na karapat-dapat tayo sa tiwalang ibinibigay sa atin ng mamamayan. We have to earn the trust of the Filipino people every single day," Commissioner Calinisan said.
As part of the investigation, the Commission is also reviewing the officer's disciplinary record. Records show that Corporal Suan was previously penalized with a 180-day suspension for Absence Without Official Leave (AWOL) in March 2024 and a one-rank demotion for Dishonesty involving the erasure of an entry in an official police blotter in June 2016.
Records further show that Corporal Suan had previously faced other administrative and criminal complaints, including allegations involving simple neglect of duty, prolonged absence without leave, grave misconduct, grave threats, grave coercion, unlawful arrest, and slight physical injuries. These cases were either dismissed, exonerated, or not pursued to completion.
The Commissioner likewise ordered a review of the circumstances surrounding Corporal Suan's return to active service despite his previous disciplinary record.
"Kung sa nakaraang mga kaso ay nakaiwas siya sa dismissal, malinaw na hindi natin hahayaang maulit iyon kung mapatutunayan ang mga bagong paglabag. Nag-AWOL na nga, nakabalik pa sa serbisyo. Isa rin iyan sa gusto kong malaman. Paano siya nakabalik? Ano ang naging batayan? Inatasan ko na ang Legal Affairs Service at ang ating mga kinauukulang tanggapan na suriin ang buong rekord at alamin kung may pagkukulang sa proseso o kung may mga bagay na dapat pang imbestigahan," Commissioner Calinisan said.
"Kapag ang isang pulis ay paulit-ulit na nasasangkot sa mga insidente at reklamo, hindi maaaring balewalain ng institusyon ang pattern na nakikita natin. Bahagi ng aming tungkulin na tiyakin na ang mga binibigyan ng kapangyarihan at awtoridad ay may sapat na disiplina, integridad, at paggalang sa batas. Kapag may dahilan para kuwestiyunin ang mga katangiang ito, kikilos ang NAPOLCOM," he added.
The concerned police officer personally appeared before NAPOLCOM during a press briefing held on June 3, 2026 to explain his side regarding the viral incident.
"Sa harap ko mismo, nakita ko ang kawalan ng paggalang at propesyonalismo na hindi dapat taglay ng isang alagad ng batas. Kung ganyan ang pag-uugali nya sa publiko at sa mga awtoridad na nag-iimbestiga, hindi sya karapat-dapat magsuot ng uniporme ng isang pulis," Commissioner Calinisan said.
The Commissioner emphasized that any amicable settlement arising from the traffic accident does not extinguish potential administrative and criminal liability.
"Magkaiba ang usapin ng aksidente at ang pananagutan ng isang pulis sa kanyang asal at kilos. Kung may paglabag, dapat itong imbestigahan at panagutan. Walang sinuman ang exempted sa accountability," he added.
Commissioner Calinisan reiterated that NAPOLCOM will pursue the case based on evidence and established facts while ensuring fairness and due process throughout the proceedings.
"Ang NAPOLCOM po ang pulis ng pulis. Nagpapasalamat po ako sa tulong at tiwalang ibinibigay ninyo sa amin upang magampanan namin ang aming tungkulin. At nangangako po kami na hindi kami magsasawang gawin ang aming mandato. Gaano man ito kahirap, gaano man ito kadelikado, ang NAPOLCOM po ninyo ay mananatiling nandito para sa inyo. Patuloy po naming ipaglalaban ang tama, pananagutin ang may pagkukulang, at pangangalagaan ang tiwala ng taong-bayan," Commissioner Calinisan emphasized.
