BUDGET INSERTIONS VS. AMENDMENTS
Accusations are being thrown left and right against Senator Risa Hontiveros without proper definitions and clarification what she is being accused of.
The DDS want to conflate (guluhin or pagsamahin) two very distinct and different concepts: budget amendments vs. insertions.
Budget amendments are legal, transparent, democratic, and mandatory – TRABAHO YAN of any legislator to pass the budget law.
And to pass a budget law, Senators and Congressmen must scrutinize the budget and REMOVE project items that are BAD and INCLUDE project items that are GOOD – and the only way to do that is to propose AMENDMENTS to the proposed budget bill (called the NEP or National Expenditure Program) by the DBM and Malacañang.
In the process of proposing amendments to the budget law, dadaan yan sa Committee hearings of the Appropriations Committee and dadaan yan sa plenary debates ng Senado as a whole.
In short, any amendment proposed by a Senator is transparent and democratic — pwedeng kwestyunin at kontrahin ng ibang Senador at pwedeng malaman.
And ang amendments, kino-konsulta yan sa mga LGUs sa Mayors at sa taumbayan na nag request ng project dahil kelangan talaga nila or angkop sa pangangailangan nila.
Budget insertions are opposite of amendments - illegal, unconstitutional, secretive, undemocratic, and corrupted.
Ang mga pinapakita ni Anthony Taberna at Gerry Baja na projects di-umano ni Senator Risa ay mga projects na nilagay nya sa 2025 Budget through AMENDMENTS – pinaglaban at dinepensahan nya sa debates sa Senate Plenary kung saan lahat ng Senador pwede siya kwestyunin.
Walang BICAM insertions si Risa Hontiveros – she opposed the 2025 Bicam report and VOTED NO in approving what the Bicam passed.
Walang POST-BICAM insertions si Risa Hontiveros – and post-Bicam ang pinaka malala.
Eto yung ginawa ni Zaldy Co and Chiz Escudero as the “small committee” when they met to discuss the 2025 Budget on November 30, Bonifacio Day — sila lang may alam ano mga pinag-usapan at pinasok nilang insertions (nuon).
Walang ganyan si Risa.
So it’s clear — the DDS are trying to paint everyone as tainted and dirty when they’re not.
Kasi sabi nga ng isang DDS Senator, if everyone is guilty then no one is innocent.
Gusto nilang ipalabas na lahat ay guilty kaya yung kanilang sariling kasalanan ay bale wala or dapat isantabi.
To summarize:

✅ Transparent - pwede busisiin
✅ Democratic - pwede kontrahin
✅ Mandatory - trabaho ng legislator
✅ Consulted - alam ng LGU or taumbayan
INSERTIONS
❌ Illegal - third chamber of Congress
❌ Secretive - hindi pwede busisiin
❌ Undemocratic - hindi pwede kontrahin
❌ Corrupted - ginawang pork barrel
❌ No basis - walang consultation or study
