Nakakagalit na ang mga taga-Talomo had to endure another devastating flood seven years after 2019. Nakakagalit na despite the existence of a JICA Davao Flood Control Master Plan submitted to the national government as early as 2023, it remained unacted upon.
At mas nakakagalit na ikaw mismo ang umamin na ngayon mo lang nalaman ang tungkol dito at funding will only be proposed under the 2027 GAA.
So ang tanong, asa man diay ang plano sa tulo ka tuig? Natulog? O gipatulog?
You asked why nothing substantial was done after 2019. That's a fair question. But the answer is not outside the DPWH. Naa mismo sa inyong opisina.
Naa diha ang libro sa DPWH, ayaw ibutang sa kilid ug patulga. The records will tell you everything—who prepared the projects, who approved them, who failed to fund them, and who allowed a completed master plan to gather dust while Dabawenyos continued living in danger.
Kung tinuod nga nakakagalit, then don't stop at expressing anger. Open the books. Name names. File cases.
Kay dili pwede nga kada naay baha, ang response kay press conference ug pangutana. Ang kinahanglan sa mga tao kay tubag ug aksyon.
Ug di pud nato himuong sayon ang problema. Flood control is not just about dredging. It requires funding, river improvements, dikes, drainage systems, watershed management, and implementation of a long-term master plan.
The blueprint already existed. What was missing was political urgency.
Mao nang lisod sabton nga karon pa ta moingon ug "mag-budget pa ta sa 2027." Ang baha wala man naghulat sa budget cycle. Ang tubig wala man naghulat nga mahuman ang paperwork.
So yes, Vince Dizon, nakakagalit.
Pero ang mas nakakagalit kay human sa tulo ka tuig nga naa na ang solusyon, ang giingon karon sa mga Dabawenyo kay... hulat na pud mo.
The people of Davao deserve better than delayed promises. They deserve accountability, decisive leadership, and the immediate implementation of a flood control plan that should have started years ago.
Enough with the finger-pointing. Panahon na nga ang DPWH motan-aw sa kaugalingon niyang records before pointing fingers at everyone else.
