Cagayan de Oro 2nd District Rep. Rufus B. Rodriguez urges Department of Transportation (DOTr) Secretary Giovanni “Banoy” Lopez to fast track the full and final feasibility study of Mindanao Railway Project Phase 2 (previously Phase 3).

This project aims to build a 54.8-kilometer passenger railway system connecting Laguindingan to Cagayan de Oro City to Villanueva, Misamis Oriental. The project will include nine passenger stations, a cargo terminal, maintenance depots, operation control centers, and connectivity to seaports and transit-oriented developments.

It can be remembered that Cong. Rufus was able to secure P100.625M for the pre-feasibility study from then DOTR Secretary Jaime Bautista in 2023. This was completed by Deloitte Touche Tohmatsu India LPP last July 2024.

Noting the completion of the pre-feasibility study, Cong. Rufus hopes that DOTr will stand by its commitment to expedite the conduct of the full feasibility study, which according to DOTr Planning and Development Office Director Crinezza Veil Mendoza, the department is ready to conduct.

Upon the completion of the FS, Sec. Lopez has pledged to conduct a roadshow inviting and encouraging possible funding agencies to finance the construction of the project.

Cong. Rufus expresses his gratitude to Secretary Lopez for his commitment to fulfill the long overdue railway project for Mindanao, which will spur development and economic growth in the island, improving the quality of life of Mindanaonons.

The Province of Camiguin has once again demonstrated remarkable economic vitality, recording an impressive 8.6% economic growth rate in 2024. This outstanding performance not only solidifies Camiguin's status as a dynamic island province but also positions it as a true leader in regional and national economic development.

The 8.6% growth rate secures Camiguin's place as the fastest-growing province in Region X (Northern Mindanao). This achievement places the island second overall in the region, trailing only the highly urbanized Iligan City, which posted an 8.8% growth rate.

1st Place among all provinces in Region X and 2nd Place Overall in Region X including highly urbanized cities.

Camiguin has earned the distinction of being the top-performing provincial economy in Northern Mindanao for the second consecutive year, a testament to its consistent and sustained progress.

The province economic expansion significantly exceeds the national economic growth rate, which expanded by 5.7% last year. The provincial growth of 8.6% is nearly three percentage points higher than the Philippine average.

Nationally, Camiguin's growth rate ranks it ninth among all provinces and highly urbanized cities (HUCs) and sixth among all provinces in the country.

While slightly slower than the extraordinary 10.9% expansion recorded in 2023, the 2024 growth of 8.6% confirms that Camiguin remains one of the most resilient and dynamic local economies in the Philippines.

This consistent, top-tier ranking highlights Camiguin's crucial and growing role as a regional economic driver and a benchmark among island provinces. The path to continued success lies in strategic, future-focused efforts.

Camiguin Governor XJ Romualdo empasized that continued investment in infrastructure, enhanced connectivity, and the development of sustainable tourism will be key factors in sustaining this impressive momentum in the coming years.

The Government Service Insurance System (GSIS) announced today that its net income from January to September 2025 reached P112 billion. This figure represents a P12 billion increase from the P100 billion recorded at the end of August.

The fund’s total assets grew to P1.93 trillion, marking a P103.83 billion, or 5.7%, increase from its 2024 year-end level.

Operationally, GSIS surpassed its period targets. The P112 billion net income is P35.4 billion over the target of P76.6 billion. Total revenues for the nine-month period were P260 billion, which is P18.2 billion above the target of P241.8 billion.

"The numbers reflect the current state of our financial health. Our P112 billion net income is a clear indicator of our consistent growth and stability," said GSIS President and General Manager Wick Veloso.

The pension fund also maintained fiscal discipline. Its total expenses of P148 billion were P17 billion below the P165 billion budget for the period.

Further, administrative costs were kept at 2.5%, which is well within the 12% limit mandated by the GSIS Charter. This low ratio ensures that the fund's resources are primarily allocated to its core mission of serving its members.

"Our financial health is robust," Veloso added. "Our focus is on building a resilient institution that delivers for its members, and these results confirm we are on the right track."

In line with Breast Cancer Awareness Month this October, the Philippine Health Insurance Corporation (PhilHealth) is promoting early detection and reminding members of their financial coverage for breast cancer treatment, aligning with President Ferdinand R. Marcos, Jr.'s priority on improving healthcare in the country.

The Philippines has extremely low breast cancer screening rates, which is linked to the country having one of the highest breast cancer mortality rates in Asia. According to a 2023 study by the Philippine Institute for Development Studies, only 1% of Filipino women were screened for cancer, translating to only 540,000 women out of an estimated 54 million getting screened. Compounding the issue is that a significant majority—as high as 65%—of breast cancer cases are diagnosed in the advanced stage, greatly reducing the 5-year relative survival rate.

To address the financial barrier that often delays diagnosis and treatment, the PhilHealth Z Benefit Package for Breast Cancer has been substantially enhanced. The package has increased by 1300%, reaching up to P1.4 million from the previous P100,000. The benefit now covers patients with breast cancer across Stages 0 to 4, including those who are already undergoing treatment. As of September 2025, the amount paid for Z Benefit Package for Breast Cancer has reached a total of P72.03M.

PhilHealth YAKAP (Yaman ng Kalusugan Program) further reinforces this as it covers selected outpatient cancer screening tests for breast cancer including financial coverage for a mammogram (P2,610) and breast ultrasound (P1,350). By providing extensive financial protection from initial diagnostic tests to complex targeted therapy, PhilHealth aims to remove the cost as a barrier and encourage patients to seek care early, improving outcomes for a disease that is curable when detected in its initial stages.

Reaffirming the government’s commitment to improve access to healthcare and emergency response, President Ferdinand R. Marcos Jr., together with Special Assistant to the President Antonio “Anton” Lagdameo Jr., led the ceremonial turnover of 71 brand-new ambulances from the Philippine Charity Sweepstakes Office (PCSO) to local government units across the Caraga Region today, October 24, 2025, at the Butuan Sports Complex in Libertad, Butuan City.

The donation forms part of PCSO’s continuing Patient Transport Vehicle (PTV) Program, which aims to enhance medical mobility and provide timely emergency care in far-flung and underserved areas of the country.

President Marcos emphasized that the distribution of ambulances reflects his administration’s thrust to bring essential government services closer to the people. He said the government remains focused on strengthening healthcare delivery, especially in provinces where medical facilities are limited.

“This initiative ensures that no Filipino is left behind when it comes to emergency response and medical assistance,” the President said in his message.

For his part, SAP Lagdameo praised the PCSO for its consistent support to the administration’s healthcare initiatives. He noted that the program symbolizes a whole-of-government effort to promote public welfare and uphold compassion in governance.

PCSO General Manager Melquiades Robles joined the President and Lagdameo in turning over the vehicle keys to provincial and city officials from Agusan del Norte, Surigao del Norte, Surigao del Sur, Dinagat Islands, Davao de Oro, Davao Oriental, Butuan City, and Bonifacio, Misamis Occidental.

The PCSO has so far distributed hundreds of ambulances nationwide, strengthening local disaster response and improving patient transport capabilities in hospitals and rural health units.

The Apo Ageless Society, featuring original Apo Hiking Society members Jim Paredes and Buboy Garovillo, delivered an unforgettable night in Camiguin, captivating a jampacked crowd with their signature blend of music and humor.

The legendary performers delighted Camiguinons with their beloved Original Pilipino Music (OPM) hits, the songs that truly never get old.

The audience enthusiastically sang along to classics like "Batang Bata Ka Pa," "Panalangin," and "Yakap sa Dilim." The energy in the crowd was palpable, even for the local leaders.

Congressman JJ Romualdo was seen wholeheartedly enjoying the show, clapping, taking videos, and singing with a huge smile alongside his children, including Governor XJ Romualdo and Mambajao Mayor Yggy Romualdo, as well as other Camiguin officials.

The musical celebration wasn't confined to the main stage. The surrounding Ugmad Fair stalls were full of people enjoying food and drinks while being enthusiastically entertained by the enduring music of the Apo legends.

CAMIGUIN SETS SAIL FOR 'Isle Visit 2026": A NEW WAVE OF SUSTAINABLE TOURISM

The enchanting island of Camiguin is setting the stage for a dramatic surge in tourism, as the Provincial Government officially announced its preparations for the "Isle Visit Camiguin 2026" campaign.

Unveiled during a press conference on October 23, the initiative is designed to showcase the island's impressive growth in visitor numbers alongside its wealth of eco-adventure opportunities and international-caliber activities.

The island's appeal is undeniable, evidenced by a remarkable leap in tourist arrivals. The province saw a 37.17% rise in visitors, jumping from 210,369 in 2023 to 288,558 in 2024. Building on this momentum, Camiguin projects a future where annual arrivals will exceed half a million by 2028.

This ambitious target will be fueled by a diverse calendar of events that appeal to adventurers and nature lovers alike. Key attractions include the grueling test of endurance, Ironman Camiguin, the vibrant underwater world highlighted by Isle Dive events, and the breathtaking challenge of trekking on Mount Hibok-Hibok via Isle Trek.

Beyond the numbers, Governor Xavier Jesus Romualdo emphasized that the campaign is rooted in a deeper commitment. According to the Governor, "Isle Visit Camiguin 2026" marks the province's continuous efforts toward sustainable, inclusive, and community-based tourism.

This strategy aims to do more than just attract crowds; it seeks to genuinely enhance local livelihoods while fiercely protecting the island's pristine environment for generations to come.
