A supplemental position paper filed before the Department of Environment and Natural Resources (DENR) on May 18, 2026 seeks to dismantle the legal defenses raised by Xavier University – Ateneo de Cagayan and Cebu Landmasters Inc. TAGOLOAN, MISAMIS ORIENTAL- The Filinvest Group inaugurated its first large-scalesolar power project, a 20.774-megawatt peak (MWp) facility located in the PHIVIDEC Industrial Estate,Tagoloan, Misamis Oriental.

Developed by FDC Green Energy Corp. (FDC Green), a wholly owned subsidiary of Filinvest Group’s utility arm – FDC Utilities, Inc. (FDCUI), the project is a ground‐mounted solar facility estimated to generate about 30.2 million kilowatt-hours of net clean energy annually. The initiative supports the expected 5.5 percent annual peak-demand growth projected by the Department of Energy (DOE)
through 2030.

LOOK: Together with ABAMIN Partylist Representative Maxie Rodriguez, Cong. Rufus Rodriguez filed House Bill No. 7281, an act requiring mining companies to reforest the sites they have used and denuded.

The bill is anchored on the constitution to protect and advance the people’s right to a balanced and healthful ecology in harmony with nature. This comes in response to findings such as in the “Mining in the Philippines – Concerns and Conflicts: Report of a Fact-Finding Trip to the Philippines”, which revealed the country’s mining industry suffers from an extremely poor reputation, leaving behind more than 800 abandoned mines that have caused massive environmental destruction.

Cong. Rufus recognizes the detrimental and often irreversible effects of mining when sites are left untreated. To address this, the bill mandates mining firms to reforest 10 hectares of land for every one hectare excavated during their operations.

In addition, the measure introduces penal provisions to ensure strict compliance, holding violators accountable for neglecting their environmental responsibilities.

As a long-standing environmental champion, Cong. Rufus earnestly calls for the immediate passage of this bill. It represents not only a concrete step toward forest restoration but also one of the many environmental policies he has consistently lobbied in Congress to safeguard the nation’s natural environment.

As a law enforcement arm of the government, the National Bureau of Investigation (NBI) will carry out Justice Secretary Fredderick Vida’s order to serve the arrest warrant issued by the International Criminal Court (ICC) against Senator Ronald dela Rosa.

“The order is to arrest Senator Dela Rosa, so we’ll do so without delay,” said NBI Director Melvin Matibag. “In carrying out the arrest, we will strictly abide by the rules and ensure it is done professionally, as we always do,” Matibag emphasized, adding: “Fugitive Senator Dela Rosa will be arrested whether he likes it or not because we have to implement the law without fear or favor.”

From the outset, the NBI has been consistent in its position that Dela Rosa must be arrested based on the ICC arrest warrant issued against the senator for a case for crimes against humanity related to the Duterte administration’s bloody war on drugs.

Dela Rosa sought a temporary restraining order (TRO) and/or a status quo ante order (SQAO) from the Supreme Court to prevent the government from enforcing the ICC warrant on Philippine soil. However, the high court denied the petition on Wednesday by a vote of 9-5-1.

“That’s why we are effecting the arrest in the absence of a TRO from the Supreme Court,” Matibag explained.

In the aftermath of the May 13 Senate shooting, the NBI chief affirmed the agency’s “full cooperation” with the fact-finding panel established by the Department of Justice (DOJ) and reiterated the NBI’s “commitment to a transparent, truthful, and orderly inquiry” regarding its attempt to serve the warrant on Dela Rosa on May 11 and the subsequent Senate shooting on May 13.

Matibag said that the NBI had already responded favorably to a parallel request from the Criminal Investigation and Detection Group of the Philippine National Police, which has since taken sworn statements from all NBI personnel deployed at the Government Service Insurance System premises on the night of May 13.

He added that the NBI granted the CIDG full access to all available video recordings, radio communications, and other relevant materials in its possession related to its operations from May 11 to 13.
