COTABATO CITY โ€“ The Bangsamoro Islamic Armed Forces (BIAF), the armed wing of the Moro Islamic Liberation Front (M**F), gathered around 100,000 members and commanders from across Mindanao in a massive Peace Rally today to show unity and support for the M**F leadership.

The event reaffirmed loyalty to M**F-BIAF Chief of Staff and Interim Chief Minister Abdulraof โ€œSammy Gambarโ€ Macacua and M**F Chairman Ahod โ€œAl Haj Muradโ€ Ebrahim, while also serving as a call to preserve the gains of the peace process and reject disunity.

Macacua thanked the BIAF members for their unwavering commitment, stressing that their solidarity not only strengthens respect for the M**Fโ€™s chain of command but also reinforces the Bangsamoro peopleโ€™s collective pursuit of peace, self-governance, and stability.

The rally came as the decommissioning of M**F combatants under the Comprehensive Agreement on the Bangsamoro (CAB) faces delays. Despite these challenges, Macacua underscored that the Bangsamoro remains steadfast in its goal of transforming former combatants into productive civilians and sustaining the peace process through democratic engagement.

The BIAF also pledged their full support for a peaceful, orderly, and honest 2025 Bangsamoro Parliamentary Elections (BPE). Leaders emphasized that their transformation is not only about laying down arms but also about embracing their responsibilities as citizens and voters committed to protecting the integrity of the elections.

The Cabinet strongly objects to the recent spins coming from certain members of the House of Representatives who are thereby attempting to shift the blame for their own corruption and failures onto the Executive Branch.

The Members of the Cabinet will not tolerate any attack on the integrity and reputation of the Executive Branch, and any effort to hold the budget process hostage by political theatrics.

All our investigations into the anomalies will be futile if the sources of corruption remain unchecked. Hence, we urge the House of Representatives to heed the demand of the people for full accountability: CLEAN YOUR HOUSE FIRST!

A special audit has begun on the Ministry of Basic, Higher and Technical Education (MBHTE) in the Bangsamoro region following allegations of mishandled funds. Reports said police and military personnel were deployed inside and outside the MBHTE office to secure the entry of the audit team.

MBHTE Minister Mohagher Iqbal was not available for comment, but in earlier statements he said he welcomed any investigation to prove the agencyโ€™s integrity and clear his name.

Some employees were surprised by the sudden arrival of security forces and posted photos on social media, which were later picked up by local media outlets.

Two weeks earlier, the Office of the Chief Minister (OCM) confirmed receiving a letter from the Commission on Audit (COA) announcing the formation of a special audit team. The audit will focus on alleged questionable disbursements amounting to around P2 billion.

One issue involves a reported P1.77 billion payout allegedly made in just one day in March 2025 for learner and teacher kits. Another points to a P449 million payment to a single supplier under questionable conditions.

The OCM, under Interim Chief Minister Abdulraof โ€œSammy Gambarโ€ Macacua, granted COAโ€™s request for support in the audit.

Sources say the scrutiny of MBHTE is part of a wider pattern of financial probes in BARMM ministries. Previous attention was drawn to alleged irregularities in the Local Government Support Fund and the Ministry of Interior and Local Government (MILG). Now, MBHTE is under the spotlight.

DAVAO CITY โ€“ Disadvantaged farmers and indigenous peoples (IPs) in Davao City received livelihood kits totaling P1 million from Therma South, Inc., a subsidiary of Aboitiz Power Corporation (AboitizPower).

The donation was officially turned over to Peace 911, the city government's coordinating body for peace and development programs. The kits were allotted for the residents of Paquibato and Marilog Districts, two areas identified as geographically isolated and disadvantaged.

A significant portion of the aid consisted of sewing tools, which were given to women's groups from the Ovu Manobo tribe in Marilog and the Ata tribe in Paquibato. These tools are designed to help beneficiaries establish a sustainable source of income.

The 11 IP tribes will receive 29 sewing machines to be shared among 13 barangays. This initiative is expected to benefit approximately 2,000 women members.

โ€œWe use available materials to make rugs, pajamas, and pillowcases, and sell them during our IP Day,โ€ said Bai Aida, who represents the Ovu Manobo womenโ€™s association.

The kits will enable the women to produce tribal attire for cultural events while also generating much-needed income for their families, added Ata representative Biyo Alma Omo.

The livelihood kits also include farming tools such as shovels, hoes, weeding knives, and fertilizer sprayers. Ten farmers from two associations in Paquibato and Marilog will also receive vegetable seeds, fertilizers, and compost.

Edgardo Haspe, Officer-in-Charge of the City Agriculturist Office, noted that the assistance is critical given current market conditions. โ€œThe seeds are especially helpful because they are expensive right now,โ€ Haspe said, adding that more IP farmer associations are set to benefit from similar programs.

Earlier this month, Therma South also sponsored a backyard gardening training session for 25 participants from Binugao and Sta. Cruz. The session was led by Olive Puentespina, owner of Davao Thermo Biotech Corp., at Malagos Farm in Agdao. One of the beneficiaries is the Barangay Binugaoโ€™s Backyard Gardeners Association, which manages a community garden with support from Therma South.

The training was designed to complement existing government initiatives like the Department of Educationโ€™s โ€œGulayan sa Paaralanโ€ and the Department of Social Welfare and Developmentโ€™s โ€œGulayan sa Barangay,โ€ reinforcing appreciation for agriculture and joint community development.

โ€œPeacebuilding initiatives are vital when we talk about sustainable development for Davao and Mindanao,โ€ said Atty. COTABATO CITY โ€“ The peace process in the Bangsamoro Autonomous Region in Muslim Mindanao continues to make progress, even as the final phase to decommission the Moro Islamic Liberatio Front combatants faces delays.

Philippine Army spokesperson Col. Louie Dema-ala assured that the unfinished process has not disrupted the delivery of government programs and peace initiatives in the region.

โ€œDecommissioning involves the surrender of fi****ms and the reintegration of M**F fighters into civilian society, a critical component of the peace agreement toward the normalization track,โ€ explained Dema-ala.

In a radio interview, Dema-ala acknowledged that the full decommissioning has yet to be completed but clarified that this has not undermined the Armed Forcesโ€™ operations on the ground. He emphasized that coordination between the military and M**F members remains intact, with established protocols continuing to guide their engagements.

The Army official underscored that maintaining peace and order in conflict-affected communities remains the highest priority.

He noted that the presence of military units in sensitive areas ensures that security measures are in place while the peace process moves forward.

Dema-ala alao stressed that despite the challenges, the government efforts to support local development and peace-building programs remain consistent. He cited ongoing projects aimed at improving living conditions in areas once plagued by armed conflict.

At the same time, the Army reiterated its call for remaining members of the Communist Party of the Philippines-New Peopleโ€™s Army to lay down their arms. Dema-ala said armed struggle only hinders progress and deprives Filipino communities of the opportunity for stability and growth.

โ€œTrue peace and lasting progress can only be realized through unity and cooperation, not through armed conflict,โ€ said the Army apokesman, adding that reconciliation and collaboration are essential for national development.

He further highlighted that genuine peace requires both government commitment and community participation. According to him, security forces continue to work with local leaders, civil society, and former combatants to strengthen trust and build a foundation for lasting stability.

Dema-ala also expressed appreciation for the governmentโ€™s continued support to areas affected by decades of unrest. He said these interventions are vital in helping displaced and vulnerable populations recover and rebuild their lives.

Concluding his remarks, he reaffirmed that the peace process, while facing difficulties, remains on track. He stressed that collective effort among stakeholders is necessary to achieve inclusive growth and lasting peace not only in BARMM but across the country.

The Department of Social Welfare and Development Field Office X (DSWD-10) reiterates that senior citizens who are receiving pensions from the Social Security System (SSS), Government Service Insurance System (GSIS), and Philippine Veterans Affairs Office (PVAO) are not eligible for the Social Pension for Indigent Senior Citizens (SPISC), regardless of the amount they receive.

The clarification comes after the agency completed its recent cross-matching of SPISC beneficiaries with the pensionersโ€™ databases of SSS, GSIS, and PVAO. The results led to the removal of 9,145 beneficiaries from the SPISC list due to confirmed pension receipts.

โ€œKini nga lakang gipatuman aron masiguro nga ang limitado nga pondo sa gobyerno makaabot gyud sa mga senior citizen nga walay kapasidad ug walay lain nga tinubdan sa suporta,โ€ said DSWD-10 Regional Director Ramel F. Jamen.

[This step ensures that limited government resources reach those who need it most, our indigent senior citizens with no means of support.]

Under Republic Act No. 9994 or the Expanded Senior Citizens Act of 2010, and as reinforced by the Omnibus Guidelines (MC No. 6, s. 2025), the Social Pension is strictly for senior citizens who:
โ€ข Are 60 years old and above;
โ€ข Are frail, sickly, or with disability;
โ€ข Do not receive any regular pension from government sources; and
โ€ข Do not have a permanent source of income or regular family support.

Senior citizens who believe they were mistakenly removed may file an appeal through their Office of the Senior Citizens Affairs (OSCA) or City/Municipal Social Welfare and Development Office (C/MSWDO). The consolidated appeals will be forwarded to the DSWD Central Office for re-cross-matching, which will determine if beneficiaries may be reinstated.

Official notifications of deletions are sent through the concerned Local Government Units focal person and C/MSWDOs. Affected seniors may also seek help through the Assistance to Individuals in Crisis Situation program for medical and other urgent needs, subject to standard requirements.

(LAPSED INTO LAW AS OF 24 AUGUST 2025)

Globe Telecom expressed its concern that the Konektadong Pinoy Act was allowed to lapse into law last August 24, 2025.

โ€œBy not signing it, Malacanang is taking a neutral stance on the Konektadong Pinoy Act. We shall work with the government on how we can make better the standards in the industry to safeguard the public,โ€ said Globe General Counsel Atty. Froilan M. Castelo.

While the measure aspires to broaden digital access, its current form poses grave risks that include weakening cybersecurity, undermining national safeguards, and unsettling an industry that is vital to the countryโ€™s economy and over-all national security.

CYBERSECURITY AND NATIONAL SECURITY

Telecommunications networks are the backbone of national security. Yet the law leaves gaps in the vetting of new entrants, heightening the risk that inadequately screened operators may gain access to critical infrastructure.

Equally concerning is the two-year grace period for cybersecurity certification, which creates a prolonged window for exploitation. This is at odds with the spirit of several existing laws including the Cybercrime Prevention Act, the Data Privacy Act, the Anti-Terrorism Act, and the Anti-OSAEC/CSAEM Law, all of which require immediate and effective protection of citizens and state systems.

SPECTRUM MANAGEMENT AND INTERNATIONAL OBLIGATIONS

The law also permits the unregulated use of spectrum by satellite operators. This risks placing the Philippines in breach of its international treaty obligations, and more seriously, invites harmful interference with frequencies used by the countryโ€™s defence and disaster-response agencies. Such interference could compromise communications at precisely the moments, during crises and emergencies, when they are needed the most.

REGULATORY INTEGRITY AND MARKET STABILITY

By removing the Congressional franchise requirement, the law discards a long-established safeguard of oversight. The absence of such checks undermines regulatory integrity and may unsettle the investment climate. Existing operators that have built networks under strict requirements should not be exposed to unfair competition from newcomers exempt from these same obligations. Investor confidence, built over decades, must not be eroded by uncertainty.

OUR WAY FORWARD AS A NATION

The passage of the Konektadong Pinoy Act presents the nation with both risks and opportunities. Globe is committed to engaging government and multi-sectoral stakeholders to ensure that the law advances its intended goals without compromising security, stability, or consumer welfare.

Connectivity is indeed a national imperative. To achieve it responsibly, the law must be fortified and not left to create vulnerabilities. With timely corrective action, the Konektadong Pinoy Act can still become a framework that expands access while preserving security, stability, and public trust.

The Commission on Audit is probing the Bangsamoro Ministry of Basic, Higher and Technical Education after reports surfaced that it disbursed P1.77 billion in a single day under its head minister Mohagher Iqbal.

The almost P2 billion pay out on March 7, 2025 was supposedly for Learnersโ€™ and Teachersโ€™ Kits but allegedly bypassed the Finance Divisionโ€™s review and signature process, a safeguard intended to ensure legality and compliance with government regulations.

Checks were also reportedly issued directly to personnel, including the cashier, without proper oversight.

COA Chairman Gamaliel A. Cordoba confirmed that the matter is now subject to a special audit. In an August 11 letter to BARMM Chief Minister Abdulraof A. Macacua, he said the complaints against Iqbal โ€œmerit the conduct of a special auditโ€ following an initial review by COA offices.

He added that an audit team is being formed and requested Macacuaโ€™s support during the investigation.

โ€œWe respectfully request your assistance for the audit team for the entire duration of the audit. We shall coordinate with your office on this matter,โ€ said Cordoba.

The P1.77-billion disbursement is the largest among several allegations involving MBHTE, which handles the biggest budget in the Bangsamoro government at over P36 billion, roughly one-third of BARMMโ€™s total spending.

Despite this allocation, the region reportedly continues to record the countryโ€™s highest illiteracy rate.

Another complaint under review involves a P449-million payment to a single supplier under what COA described as โ€œquestionable circumstances.โ€

COA sources said that several witnesses have executed sworn statements outlining certain irregularities inside MBHTE.
The ministry has long faced allegations of corruption, including accusations of selling teaching items to aspiring educators.

The outcome of COAโ€™s special audit will determine whether the questioned transactions could lead to administrative or criminal charges.
