PNP TO SEIZE FI****MS IF SEN. BATO FAILS TO SURRENDER GUNS

The Philippine National Police (PNP) said it will confiscate the fi****ms of Senator Ronald “Bato” dela Rosa if he fails to voluntarily surrender them following the revocation of his gun licenses.

In a press briefing at Camp Crame, PNP Acting Public Information Office Chief PCol. Allen Rae Co said the police respect the senator’s camp’s position but will implement the order issued by the Fi****ms and Explosives Office (FEO).

The FEO has moved to revoke Dela Rosa’s License to Own and Possess Fi****ms (LTOPF) under Republic Act 10591 due to a pending criminal case. Authorities said the senator may still appeal the decision as part of due process.

Despite this, the PNP maintained that the order remains in effect and will be enforced if the fi****ms are not voluntarily turned over.

Officials did not disclose the number of fi****ms involved, citing ongoing verification and legal procedures.

HONTIVEROS SAYS OPPOSITION SHOULD UNITE BEHIND ONE 2028 PRESIDENTIAL BET

Senator Risa Hontiveros said the opposition should unite behind a single standard-bearer if it hopes to remain competitive in the 2028 presidential elections.

According to Hontiveros, the opposition cannot afford to be divided while facing political groups backed by established alliances and influential personalities.

The senator said discussions on choosing the strongest possible candidate should begin early, preferably within the year or by the first quarter of 2027.

Her remarks come amid ongoing political developments, including the impeachment trial of Vice President Sara Duterte, recent Senate realignments, the International Criminal Court warrant controversy involving Senator Ronald dela Rosa, and debates surrounding charter change proposals and a possible “no elections” scenario.

Hontiveros said the opposition needs to consolidate before the 2028 presidential race fully takes shape.

PLUNDER AND GRAFT CASES FILED VS. SEN. JINGGOY ESTRADA, EX-DPWH CHIEF

The Office of the Ombudsman has filed plunder and graft charges on Thursday, May 28, against Senator Jinggoy Estrada and former Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan.

Several other officials of the DPWH were also included in the complaints in connection with alleged irregularities involving flood control projects.

The cases stem from reported anomalies in government-funded infrastructure projects, which are now under investigation.

CIDG: SENATE SHOOTING, DELA ROSA DEPARTURE “RELATED”

The Criminal Investigation and Detection Group (CIDG) said the shooting incident inside the Senate on the night of May 13 and the departure of Senator Ronald “Bato” dela Rosa from the premises early morning of May 14 are “related.”

“We based our findings on facts that we collect,” CIDG Director Maj. Gen. Robert Alexander Morico II said in a press briefing at Camp Crame on Thursday.

However, Morico clarified that investigators cannot yet conclude whether the shooting incident was staged, saying the probe is still ongoing.

“I cannot make that conclusion because the investigation is ongoing,” he added.

Authorities earlier reported that the shooting happened after a confrontation between a Senate security officer and a National Bureau of Investigation (NBI) agent outside the Senate building, which led to an exchange of gunfire.

The incident took place hours after Senator Ronald “Bato” dela Rosa allegedly posted online about possible arrest actions involving the NBI and CIDG.

Dela Rosa is subject of an International Criminal Court (ICC) arrest warrant linked to alleged crimes during the previous administration’s anti-drug campaign.

He later left the Senate premises in the early hours of May 14, reportedly with Senator Robin Padilla.

The Department of Justice has since directed law enforcement agencies to enforce the ICC warrant, while the CIDG said it is also preparing a possible case for obstruction of justice against Padilla and other individuals linked to Dela Rosa’s departure.

“WALANG GUTOM” PROGRAM LAUNCHED IN MISAMIS ORIENTAL

The “Walang Gutom” program was formally launched through the signing of a Memorandum of Agreement between Governor Juliette T. Uy and mayors from different municipalities of Misamis Oriental.

The signing ceremony was held on Tuesday, May 26, 2026, at the provincial capitol, where the Department of Social Welfare and Development (DSWD) extension office is also located.

The program aims to provide food assistance to families in need, ensuring access to basic food requirements and helping address hunger at the community level.

Provincial officials said the agreement reflects stronger collaboration between the provincial government and local government units in implementing social welfare programs.

The DSWD said the initiative will use a more organized and digitalized system to speed up the delivery of assistance, improve transparency, and ensure proper monitoring of beneficiaries.

A total of 3,784 household beneficiaries are initially covered by the program. Each household will receive ₱3,000 worth of monthly food credits for three years, which can be used in accredited stores to buy basic commodities such as rice, bread, eggs, and other essentials.

Officials from the DSWD, congressional representatives, provincial board members, and other guests attended the launch.

Some beneficiaries expressed gratitude, saying the program will help ease their daily expenses and improve food security for their families.

CITY DECLARES PAGATPAT LOT AS SITE FOR SUPER HEALTH CENTER

The 21st City Council, led by Vice Mayor Bebot Rodriguez, has declared a city-owned property in Barangay Pagatpat as the official site for the planned Super Health Center.

The measure was approved through an ordinance as part of the Department of Health’s Health Facility Enhancement Program, which aims to improve and expand healthcare infrastructure in the region.

The identified property in Barangay Pagatpat covers around 4,255 square meters and is expected to improve access to healthcare services for residents in the area and nearby communities.

Once completed, the Super Health Center will provide services such as primary healthcare, maternal and child health programs, vaccination, and other preventive care initiatives.

The ordinance was reviewed and endorsed by the City Council committees on health, nutrition and health insurance, subdivision and housing, and laws and rules.

Councilors Paolo Nicolo Gaane and Edgar S. Cabanlas chaired the committees that endorsed the measure.

LACSON SAYS MINORITY TO AGAIN CHALLENGE PROPOSED ONLINE VOTING RULE

Senator Panfilo Lacson said the Senate minority bloc will again challenge the proposed amendment to Senate rules that would allow senators with “justifiable” reasons to participate and vote through teleconferencing.

The proposal, introduced by Senator Rodante Marcoleta, seeks to allow senators to join sessions even if they are not physically present in the Senate chamber.

The amendment failed to reach a vote during Tuesday’s plenary session after minority senators walked out in protest.

According to Lacson, the minority bloc plans to continue debating the proposal when the matter is taken up again next week. He added that the group may also introduce amendments if discussions proceed further.

Minority senators argue that any changes to Senate rules should first be referred to the Committee on Rules before being discussed and voted on in plenary.

Lacson said the minority may bring the matter before the Supreme Court if the majority bloc pushes through with the proposal without following proper procedures.

“Basta’t may grave abuse of discretion puwedeng pumasok ang Supreme Court,” Lacson said.

However, he also acknowledged that the high court may choose not to intervene, citing the Senate’s authority over its internal rules.

Members of the minority bloc, including Senator Risa Hontiveros, earlier said they walked out because several substantive issues regarding the proposal had yet to be fully discussed.

The walkout resulted in a lack of quorum after only 11 senators remained in the session hall. At least 13 senators are required for a quorum in the Senate.

ZUBIRI APOLOGIZES TO BUKIDNON OVER MOVE TO SENATE MINORITY

Senator Juan Miguel Zubiri apologized to the people of Bukidnon following criticism over his decision to join the Senate minority bloc.

Speaking during a press conference in Malaybalay, Zubiri said he was hurt by the backlash because of his close connection to the province.

“Ako makigpatay ko para sa Bukidnon,” Zubiri said, expressing his willingness to continue fighting for the interests of Bukidnon and its residents.

The senator asked the public to give him a chance, assuring constituents that he would continue serving the province despite his transfer to the minority bloc.

Zubiri also admitted feeling regret and disappointment over what he described as betrayal by some senators he had supported, including Senators Robin Padilla, Ronald dela Rosa, Imee Marcos, and B**g Go.

According to Zubiri, the criticism became emotional for him because it came after he took a stand on issues in the Senate.

ICC ORDERS NEW MEDICAL ASSESSMENT FOR DUTERTE, SEEKS FASTER PROCEEDINGS

Judges at the International Criminal Court handling the case of former president Rodrigo Duterte have ordered a new medical assessment to determine whether he is fit to stand trial.

During the first status conference on Wednesday, Presiding Judge Joanna Korner said the proceedings should move forward as soon as possible due to concerns over Duterte’s health and age.

The chamber said the same medical experts who earlier examined Duterte for the confirmation proceedings may be asked to conduct another assessment.

According to the court, Duterte’s condition could affect the scheduling of the trial, including the possibility of shorter hearing weeks.

The hearing also tackled several pre-trial matters, including the possible trial timetable, disclosure of evidence, witness protection, victim participation, and the possible inclusion of additional incidents in the case.

Prosecutors proposed opening the trial on Nov. 30, 2026, while the defense asked for more time to review evidence.

Defense lawyer Peter Haynes warned that the case could become difficult to manage if prosecutors continue expanding its scope by adding more incidents.

The chamber said it may set a deadline by the end of August for prosecutors to seek the inclusion of any additional incidents in the case.

Meanwhile, prosecutors said they aim to disclose the identities of witnesses by the end of September, while victims’ counsel Paolina Massidda said many more individuals may still apply to participate in the proceedings.

The ICC is handling crimes against humanity allegations linked to Duterte’s anti-drug campaign during his presidency.

OMBUDSMAN FILES PLUNDER CASE VS JINGGOY ESTRADA OVER FLOOD CONTROL SCANDAL

The Office of the Ombudsman has filed plunder, graft, and bribery charges against Senator Jinggoy Estrada before the Sandiganbayan in connection with the alleged flood control corruption scandal.

Former Public Works Secretary Manuel Bonoan was also named as co-respondent in the case.

The charges stem from allegations involving anomalous flood control projects and alleged kickbacks tied to public infrastructure funds. The case was formally filed on Thursday, May 28.

This comes two years after Estrada was acquitted of plunder charges related to the pork barrel scam, although previous graft and bribery cases connected to the controversy had continued.

Investigations into the flood control controversy began in 2025 following reports of alleged “ghost projects” and irregularities in several infrastructure projects funded by the government.

Estrada has repeatedly denied the allegations linked to the flood control scandal.

PADILLA QUESTIONS ‘FORCE MAJEURE’ DEFINITION AMID ONLINE VOTING DEBATE

Senator Robin Padilla questioned the definition of “force majeure” amid debates over proposed amendments allowing remote participation and online voting in the Senate.

The discussion came after Senator Erwin Tulfo pointed out that existing Senate rules already permit online participation during catastrophic events or force majeure situations.

In a social media post on Wednesday evening, Padilla asked whether ongoing global tensions and security threats could already fall under the definition of force majeure.

“War/gera/digmaan sa Gitnang Silangan na nagreresulta na ng terorismo sa ibat ibang parte ng mundo, ang napipintong pagkadawit ng Pilipinas sa China-Taiwan conflict. Hindi po ba ito force majeure?” Padilla said.

In a separate post, the senator insisted that force majeure conditions are already present.

“Malinaw naman po. Bagyo, baha, lindol, gera, terrorismo, at sa pandaigdigan na babala, paparating ang matinding La Niña dahil sa matinding El Niño,” he added.

The issue arose after Senator Rodante Marcoleta proposed amendments to Senate rules to allow lawmakers to join and vote in sessions virtually.

The proposal sparked opposition from minority senators, who argued that the majority bloc appeared to be rushing the amendments. The disagreement eventually led to a walkout by members of the minority bloc during Tuesday’s plenary session.
