CCTV CAPTURES TWO MEN IN UNDERWEAR STEALING SOFT DRINK CASES IN ILOILO

Two men wearing only underwear were caught on CCTV stealing several cases of soft drinks in Barangay Bacjawan Sur, Concepcion, Iloilo.

According to the store owner, she was surprised to find four cases missing when she opened her stall. The drinks had been placed outside for pickup by a delivery truck later that morning.

CCTV footage showed the two suspects, their faces covered, carrying away the cases around midnight.

However, netizens who saw the footage later pointed out that the suspects appeared to have stolen empty soft drink cases rather than full ones.

The owner, who said she does not recognize the suspects, immediately reported the incident to barangay officials. Authorities believe the act may have been done as a prank or out of intoxication.

HOUSE OF HOPE CDO URGENCY HEIGHTENED AS FUNDS RUN LOW

House of Hope Foundation in Cagayan de Oro City is appealing for help as it faces financial strain due to delayed government subsidies and reduced private donations.

Founded in 1997 by the Archdiocese of Cagayan de Oro and administered by the Missionary Congregation of Mary, the facility serves as a custodial psychiatric care center for individuals with mental health needs. Over the years, it has expanded its mission to accommodate patients not only from Cagayan de Oro but also from across Mindanao.

According to the foundation, its current funds may not sustain operations beyond November. The facility provides daily care, counseling, and medical support through a small team of nurses, social workers, and volunteers.

House of Hope is calling for both cash and in-kind donations such as rice, cooking oil, vinegar, biscuits, soap, toothpaste, and other basic necessities.

During the 2026 executive budget hearing, Councilor Jonjon Rodriguez announced that the long-delayed subsidy for the foundation — covering allocations from 2023 to 2025 worth ₱9 million — is set to be released before the end of the year.

The assistance will help the foundation continue its mission, but additional community support remains crucial to sustain staff salaries, utilities, food, and medicine.

Donations may be sent to House of Hope Foundation Inc. (CDO) via China Bank Account No. 374-041881-0 or GCash 09354553769, or delivered to the Cathedral Church in Cagayan de Oro or directly to the facility in Palalan, Lumbia.

CDO CITY COUNCIL COMMITTEE OKAYS REVISED ₱8.95-B BUDGET PLAN FOR 2026

The Cagayan de Oro City Council’s committee of the whole has approved a revised ₱8.95-billion executive budget for fiscal year 2026, following deliberations to align spending with the city’s priorities and projected income.

Initially proposed at ₱9.5 billion, the amount was reduced by ₱600 million based on the recommendation of the Committee on Finance, Budget, and Appropriations chaired by Councilor Yan Lam Lim. The adjustment aims to ensure that funding remains focused on essential programs and services that directly benefit Kagay-anons.

Majority Floor Leader Councilor Edgar Cabanlas, who presided over the hearing, said the revised figure “more accurately reflects the city’s financial capacity.”

The proposed budget will support general public services, social welfare, and economic development initiatives under the city’s RISE agenda.

The measure will be presented to the plenary for final approval in the next regular session.

MINOR ERUPTION RECORDED AT KANLAON VOLCANO, ALERT LEVEL 2 MAINTAINED

A minor explosive eruption occurred at the summit crater of Kanlaon Volcano at around 8:05 p.m. on Friday, October 24, 2025, according to PHIVOLCS.

The eruption lasted for about three minutes and produced a 2,000-meter-high ash plume. Pyroclastic density currents — a mixture of hot gases, ash, and rock fragments — were also observed descending the volcano’s southern upper slopes within one kilometer of the crater.

PHIVOLCS said Alert Level 2 remains in effect, reminding residents and visitors to stay away from the four-kilometer permanent danger zone.

KANLAON VOLCANO ERUPTS, ASHFALL EXPECTED IN NEARBY AREAS

A strong eruption was reported at Kanlaon Volcano in Canlaon City on Friday night, October 24, 2025. Photos taken by Cherry Libradilla from Barangay Malaiba showed thick smoke rising into the night sky.

According to PHIVOLCS, the eruption lasted until around 8:08 p.m., with possible ashfall in nearby areas. Residents are advised to stay alert, limit outdoor activities, and follow official advisories for safety.

SANDIGANBAYAN ACQUITS ENRILE, REYES, AND NAPOLES IN PORK BARREL CASE

The Sandiganbayan has cleared former Senate President and Chief Presidential Legal Counsel Juan Ponce Enrile of his remaining graft charges linked to the alleged misuse of ₱172.8 million in public funds under the pork barrel scam.

In a decision released Friday, October 24, 2025, the court’s Special Third Division also acquitted Jessica Lucila “Gigi” Reyes and businesswoman Janet Lim Napoles, citing insufficient evidence to prove their guilt beyond a reasonable doubt.

Despite the acquittal, the court ordered Napoles and several co-defendants to pay the government between ₱8 million and ₱40 million each, along with six percent annual interest per count, while no civil liability was imposed on Enrile and Reyes.

ICI PROBE BASE COMPOUND IN TAGUIG TARGETED IN PROTEST

Tension surged outside the headquarters of the Independent Commission for Infrastructure (ICI) in Taguig City on Friday morning, as protesters attempted to enter the Department of Energy (DOE) compound, where the commission is holding its hearings into alleged anomalous flood-control projects.

Activists from the coalition People Surge gathered with banners outside the gate, accusing the ICI of conducting a “cover-up” and demanding that lawmakers and Palace officials be held accountable. Police and compound security responders prevented the group from gaining entry.

The ICI was established on September 11, 2025, to investigate flood-control and other infrastructure projects implemented since 2015.

The demonstration marked another significant outburst in public pressure on the probe, which has so far seen calls for livestreaming of hearings and heightened scrutiny of alleged misallocated funds in national infrastructure.

ICC UPHOLDS JURISDICTION OVER DUTERTE DRUG WAR CASE

The International Criminal Court (ICC) has affirmed its jurisdiction over the case involving former President Rodrigo Duterte, moving the proceedings closer to a possible trial over alleged crimes against humanity linked to his administration’s war on drugs.

In a decision dated October 23, the ICC’s pretrial chamber ruled that the court retains jurisdiction despite the Philippines’ withdrawal from the Rome Statute in 2019.

The judges stated that a country’s withdrawal cannot be used to shield individuals from accountability for cases already under consideration before the exit took effect.

The ruling resolves a long-standing argument raised by Duterte’s camp, which maintained that the ICC lost authority to investigate after the withdrawal.

WHY DOES IT STILL TAKE SO LONG?

From LGUs to national agencies, the question remains:
why do some government services still feel slow and complicated?

Many Filipinos share their frustrations about long processes, delayed salaries, missing documents, or months-long waits for medical and government assistance. Some even turn to radio stations or social media just to be heard.

To be fair, progress is happening:
📊 Around 60% of local government units have started automating their services.
💻 In 2024, 57% of retail transactions in the Philippines were made digitally , showing how much our systems are evolving.

And yet, many still face lost papers, missing signatories, and the familiar “palakasan” culture, where those with connections are served faster than those who patiently line up first.

We believe Filipinos deserve better — fairer, faster, and more transparent public service.Not just through technology, but through accountability and trust.

🇵🇭 While looking at other countries’ systems, Filipinos believe we deserve better too.
