BAM PUSHES URGENT REFORMS IN EDUCATION SECTOR IN MAIDEN PRIVILEGE SPEECH

Sen. Bam Aquino, Chairperson of the Senate Committee on Basic Education, called for sweeping education reforms during his privilege speech on Wednesday, July 30, as he assumed his role as co-chair of the Second Congressional Commission on Education (EDCOM 2).

Citing a "critical moment" for Philippine education, Aquino urged lawmakers to prioritize funding and legislative action to address key issues highlighted in the EDCOM report.

Among the urgent concerns he outlined were child malnutrition, classroom shortages, poor internet connectivity, lack of textbooks, inadequate teacher support, widening learning gaps, and the low employability of senior high school graduates.

Aquino pushed for the passage of several bills, including the Classroom Building Acceleration Program Act, Angat Sweldo para sa G**o Act, and the E-Textbook Para sa Lahat Act.

He also expressed support for increasing the education budget to at least 4% of GDP, aligning with global standards.

"Hope is alive and well," Aquino said, calling on all sectors to work together to address what he described as a national education crisis.

LACSON ACCEPTS SENATE ELECTORAL REFORMS COMMITTEE, PRIORITIZES ANTI-POLITICAL DYNASTY BILL

Sen. Ping Lacson has accepted the chairmanship of the Senate Committee on Electoral Reforms and People's Participation, vowing to prioritize the passage of the Anti-Political Dynasty Act.

Lacson confirmed Wednesday that the chairmanship was offered by Senate President Chiz Escudero through Senate Minority Leader Tito Sotto III. He said he will schedule deliberations on his Anti-Political Dynasty bill "as soon as possible," along with other measures referred to the committee.

The veteran lawmaker filed Senate Bill No. 35 on July 1, seeking to prohibit political dynasties in line with the 1987 Constitution's mandate to guarantee equal access to public service and curb dynastic practices in politics.

Under the bill, titled the Anti-Political Dynasty Act of 2025, spouses and relatives within the second degree of consanguinity or affinity—whether legitimate or illegitimate, full or half-blood—of an incumbent seeking reelection will be barred from running in the same city or province in the same election.

The bill also prohibits two or more individuals with a political dynasty relationship from simultaneously seeking elective office in the same locality, regardless of their relation to the incumbent.

Lacson warned that entrenched political clans have turned public office into "virtual playgrounds," fostering inequity and undermining democratic competition. He lamented the failure of Congress to pass an anti-dynasty law despite repeated attempts since the 8th Congress.
