The declaration is guided by strict criteria laid out in Section 3 of the National Disaster Risk Reduction and Management Council (NDRRMC) Memorandum No. 60, series of 2019. A city may be placed under a state of calamity if:
At least 15% of its population needs emergency assistance
At least 30% of livelihoods are affected
Critical infrastructures (roads, bridges, water systems) are damaged, hindering emergency response or basic services
Thereโs widespread environmental degradation or a disease outbreak beyond normal expectancy
These conditions ensure that the declaration is not made lightly. Once declared, however, it sets in motion a series of mandatory actions.
What happens next?
Under RA 10121, the following remedial measures must be undertaken:
Price ceilings on basic necessities and prime commodities, as mandated by the Price Act (RA 7581)
Monitoring and control of profiteering and hoarding by local price councils
